SUBJECT: American Flag Patches on Police Uniforms and Vehicles

FINANCIAL Various costs of American flag pins, patches and
STATEMENT: decals are presented below.
DESCRIPTION: Councilmember Burton has requested that an item be
placed on the City Council agenda for the purpose of discussing the
placement of American flag patches on Police uniforms and flag decals
on Police cars.
The current Alameda County Sheriff' s uniform includes an American flag
tie tack which is a standard (not optional) item. Alameda County
Sheriff personnel may wear the flag tie tack either on their tie or on
their shirt pocket. The Alameda County Sheriff' s Office recently issued
a directive stating that the Sheriff' s Department will not be changing
its uniform to include additional American flag patches or pins.
.However, because the City of Dublin contracts separately with the County
for police services, it may be possible to amend the current agreement
to modify the existing uniform. Currently, there are 28 uniformed
personnel. Each uniformed personnel owns a minimum of 4 shirts. The
average cost of a 2" x 3 1/4" patch is $1. 00 - $2 . 00. Therefore, the
approximate cost to provide each uniformed employee with 4 flag patches
would range from $112 to $224. The average cost of a small cloisonne
pin ( 1" - 211 ) is approximately $2. 00 - $5.00. Thus, the approximate
cost to provide each uniformed Police employee with one American flag
pin would be $44 - $110.
With regard to placing decals on police cars, because these vehicles are
City owned, it is possible to place flag decals on the vehicles. The
only provisions the City is bound by are those imposed by the Department
of Motor Vehicles regarding the placement of decals on windows (as not
to obstruct visibility) . The average cost of 'a flag decal ranges from
$ . 80 to $1.75 . Currently, Dublin Police Services has 7 marked patrol
cars. Thus, the cost to place one decal on each vehicle would be
approximately $7 - $13.
It is recommended that the City Council review the above information and
direct staff accordingly.

I would like to have the question of American Flag
Patches on Dublin Police uniforms put on the agenda so we
can discuss it and find out what is involved .
If possible , you might have some information from the
Sheriff's office on their policy.
If some officers would object, it could be optional .
You might also ask if flag stickers could be put on
the rear windows of the police cars .
