This report provides a comprehensive overview of the activities of the Dublin Police Services for 1984 and compares this activity with the police activity of 1983. Statistics which are particularly noteworthy are as follows: CRIMINAL ACTIVITY -- There was a 290 decrease in residential burglaries and a 20 decrease in commercial burglaries. These two categories were crime prevention priority assignments during 1984. Other-major crime categories remained low: there were no homicides, or serious life threatening assaults in 1984. Shoplifting cases increased 410 in 1984 over 1983. This is indicative of local merchants being more aggressive with store security as a cooperative effort with police and fellow merchants thru the merchant crime prevention program. All crime, both felony and misdemeanor, increased slightly (30) in 1934 with misdemeanor type thefts having--the--greater increase. WORKLOAD -- Patrol officer workload remained approximately the same as in 1983. Calls for service were down 60 to 21,822, reports written increased slightly (20) , traffic accidents_ increased 160 to 382 and traffic citations increased 340 (over 1,000) to 4,569. The sum total of indicators re{ eal that each officer handles 7.77 events within an 8 hour work day. 7.77 daily event average is considered to be full utilization of patrol officers. Investigative units registered a 640- closure rate of crimes against persons for a 100 increase over 1983. Crimes against property closure rate decreased to 280, a 180 decrease from 1983. This decrease is due to a change in statistic keeping that credits patrol with some property closures that they were not credited with in 1983. Office staff experienced a dramatic increase in citizen inquiries: 530 increase in telephone calls and 420 increase in walk-ins. A large increase in citizen inquiry indicates that Dublin's citizens are familiar with Dublin Police Services and are comfortable in calling upon police services. --------------------------------------------------------------------------- COPIES TO: ITEM NO. �• AunNDA STATEMENT - February 25, 19a-a Dublin Police Services Annual Report Page Two VOLUNTEER PROGRAM -- Volunteer participation remained high during 1984 registering a 14% increase in volunteer hours over 1983. Reserve officers put in 2,168 hours, clerical 650 hours and cadets, 197 hours. CRIME PREVENTION -- Neighborhood Watch groups expanded from 4 in 1983 to 28 in 1984. Safety literature program was greatly expanded by using the Dublin Library as a distribution point. Community awareness was enhanced by eight television shows highlighting crime prevention measures. A part-time crime prevention assistant came aboard too late within the year to effect 1984' s stats. This position's contribution will be reflected in the 1985 report. DUBLIN POLICE SERVICES 1984 CALENDAR YEAR REPORT l January 23, 1985 l9 ��Q Sz FQR Dear Reader: The following report is a tabulation of Dublin's police activity, crimes reported and the Dublin Police Services response in dealing with these matters. The report is divided in two major parts. First, a numerical reporting of crimes, personnel information, programs and workload indicators that reflect the calendar year work efforts of twenty-two full-time, one part-time and twelve volunteer men and women who comprise the Dublin Police Services. Second, a comparison of 1984's efforts with base year 1983. The comparison is stated in either a percentage increase or decrease between base year 1983 and reporting year 1984. A word of caution, percentage differences of small units can be very misleading and have little worth when making evaluations. An example of this can be found under THEFT-Pocket-Picking wherein 1983 had one(1) case, 1984 0 cases; therefore, a 100% reduction of this crime category! There is, however, real value in percentile expression when sufficient data base is available. Note that residential burglaries were reduced by 29% in 1984. This report is presented to give an accounting of the services rendered to the City by the Dublin Police Services. Sincerely, Lt. These are: 1. CRIMINAL ACTIVITY A 29% decrease in residential burglaries and a 19% decrease in thefts from vehicles (auto burglary) that is attributed to an increased awareness of residential crime by the city's citizens through partici- pating in neighborhood watch, a high priority given to the identification of suspected burglars by patrol and the arrest of persons known as local burglars. A 41% increase in shoplifting (arrests) that reflects a more aggressive posture of Dublin's major retail security units as they participate with police and like retailers in the Merchant's Alert Crime Prevention Program. An insignificant increase in narcotic arrests coupled with a significant decrease in the dollar value of drugs seized; indicative of mostly street level enforcement in 1984 as compared to 1983 where more indepth investigations led to the greater seizure(s) . 2. TRAFFIC A 32% increase in traffic citations that reflect enforcement of firelane and handicapped parking violations in major shopping centers and the mid-year acquisition of two radar units for moving traffic violation enforcement. 3. CRIME PREVENTION A dramatic increase in all aspects of crime prevention as 1984 marked the first calendar year of a budgeted crime prevention officer. Currently there is also a part-time crime prevention assistant who came aboard too late to have any effect on this year's statistics.
