CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: October 25, 1993 SUBJECT: Traffic Mitigation Fee Study Report by: Public Works Director Lee Thompson EXHIBITS ATTACHED: 1)~ap of Proposed Impact Area 2) ~cope of Work for the Traffic Impact Fee Study RECOMMENDATION: ~ ~uthorize Staff to proceed with Traffic Mitigation Fee Study by sending out Request For Consultant Proposal FINANCIAL STATEMENT: The cost of the study is estimated to be in the $15,000 to $20,000 range. Once a consultant has been selected, Staff will bring back the consultant agreement for Council's approval, as well as a request for budget transfer to fund the Study. DESCRIPTION: As a result of various traffic studies and Capital Improvement Plan reviews, a number of downtown traffic and street improvement deficiencies have been identified based on the presumption of continued downtown growth. Some of these deficiencies include the widening of Dublin Boulevard from 4 to 6 lanes, improvements at the I-580/San Ramon Road intersection, the installation of new 1-680 freeway access to the downtown area, a road south of and parallel to Dublin Boulevard connecting Amador Plaza, Golden Gate Drive and Regional Street, and new traffic signals on Village Parkway north of Amador Valley Boulevard. As new and enhanced development occurs in the downtown area, the traffic levels of service will continue to deteriorate and become a disincentive to development, as well as encourage some existing businesses to leave the area if the improvements do not keep up with development. It was also clear from the update of the Five-Year Capital Improvement Program that there are and will be insufficient City monies to keep up with these street improvement needs. As a result, the City began levying Traffic Impact Fees in 1988 on new developments on a case-by-case basis in accordance with their impact on the City's downtown street system. The existing practice of performing individual studies on each project has proven to delay the processing of applications to open new businesses and expand existing ones, results in additional costs to businesses associated with each individual study and is cumbersome to administer. The establishment of a uniform areawide fee replacing the existing system would act as an enhancement to economic development by cutting down on processing time and allowing a developer to know in advance what the traffic impact fee would be at the beginning of the application process, not near the end. In order to meet AB 1600 nexus requirements, the establishment of a uniform fee will require that a traffic study be performed to identify needed improvements resulting from new traffic and to make a connection between the fee charged and traffic generated. A Scope of Work for this proposed Study is attached as Exhibit 2. The City's Planning Department has developed land use data for the existing conditions, as well as for projected conditions for the Year 2010. This will be broken down by sub zones on the Tri-Valley Transportation Council model so that more local impacts can be ascertained. - 1 - ------------------------------------------------------------------------------------ ITEM NO. 8.1 COPIES TO: CITY CLERK FILE ~ . . It is estimated that it will take about six weeks to select a consultant and the Study itself would take another two months after the award of the consultant contract. It is Staff's belief that the development of a uniform fee will make the process for approving new business development easier and less costly for the City and business, and yet still address the impacts on the City's circulation system in a fair and equitable manner. Pursuit of this method of traffic impact fee development should enhance the attractiveness of doing business in the City of Dublin. It is Staff's recommendation that the City Council direct Staff to request proposals for this Study. SCOPE OF WORK CITY OF DUBLIN TRAFFIC IMPACT FEE STUDY Task 1 - Traffic Counts For segment analysis, conduct a.m. and p.m. turning movement counts at five intersections along Dublin Boulevard, three intersections along Village Parkway, and at the I-S8o offramp to San Ramon Road. Task 2 - Input Land Use Data Take the 2010 land use data produced by the Dublin Planning Department and first translate it into the Tri-Valley Transportation Commission (TVTC) model input format. The TVTC Model will be made available through the City of Dublin. Then, enter the data into a new zone structure that would involve splitting zones in the downtown area to achieve a more fine-grained assignment. Task 3 - Run Model Assignments Run two model assignments: one onto a 2010 network without Dublin Boulevard widened, the road parallel to and south of Dublin Boulevard, the Village Parkway signals, signals at the I-S8o offramp at San Ramon Road, and the hook ramps; and one with all of these improvements in place. The purpose of the assignments would be to demonstrate which of these improvements will be needed to accommodate future traffic growth and identify any others as yet not identified. The assignment will be one using the 2010 trip table created from the Tri-Valley Expected Land Use data set. Task 4 - Run Select Link Analysis Run select zone analyses for downtown zones on Dublin Boulevard, the parallel road, the I-68o/Dublin Boulevard (partial) Interchange, the I-S80/San Ramon Road Interchange, and Village Parkway. The purpose of the select zone analyses will be to determine the share of traffic using these facilities that is generated within the downtown area. This proportion will then be used as the basis of the Impact Fee. Task 5 - Prepare Network Memorandum Prepare a memorandum report that documents the need for roadway improvements in the downtown by examining segment and intersection levels of service, both for existing traffic volumes and for future volumes with and without the roadway improvements. The report shall also document the share of the improvements attributable to downtown development based on the select link analysis. Task 6 - Calculate Impact Fee The City will provide cost estimates for the identified downtown roadway improvements. Use the land use list obtained in Task 1 to develop an estimate of new trips generated by downtown growth. The trip generation factors will be obtained from ITE or SANDAG and will be discussed with the City's representative prior to their use. Once the number of trips and the funding target are known, the fee will be calculated simply by division. Task 7 - Prepare Final Report Prepare a report describing the methodology and results of the Traffic Impact Fee Study. The report shall provide the factual basis that will allow the City to adopt the fee and satisfy the nexus requirement. The report shall also show fees obtained by the consultant from other nearby jurisdictions for comparison. Attend Meetings Attend up to four meetings in Dublin. These may be public hearings or meetings with Staff. Page 2
