Thompson, Public Works Director EXHIBITS ATTACHED: Design Selections RECOMMENDATION: 1) Choose one group of banner designs (Group A or Group B) 2) Authorize Staff to advertise for bids FINANCIAL STATEMENT: Budgeted for 1998-99: $9,000 DESCRIPTION: The City's street banner program began in 1987 with the purchase of the first December holiday banners. A'few additional banners were purchased in 1991 in order to add more locations;however, most of these banners have been in service for eleven years, and they are worn to the point of no longer being repairable. Staff is proposing to replace the December holiday banners in the current fiscal year and to replace the older St. Patrick's banners and the"flag"banners in FY 1999-2000. The Downtown Task Force is in the process of developing designs for new downtown enhancement banners that will be presented to the City Council at a later date for installation in the spring. The exhibit provides two groups of proposed"stock" designs for December banners that can be obtained for the upcoming season. Banner designs are proprietary for the company that produces them; therefore, it is desirable to choose a selection of designs that can be ordered through one company and not to "mix-and- match"them. This can potentially cause a"sole source" situation from a purchasing standpoint, although Staff may be able to obtain prices from more than one distributor for the same company. It is further proposed to add a few more banner locations near the Dublin/Dougherty intersection; therefore, a few additional sets of hardware are proposed to be purchased at the same time. It is recommended that the City continue to use the same type of hardware that is currently in use,which is the"KBW"brand. Staff recommends that the City Council provide direction regarding the design selection and authorize Staff to advertise for bids.
