FINANCIAL STATEMENT: None
DESCRIPTION Alameda County is proposing to acquire Southern
Pacific Right-of-Way in the Cities of Dublin and Pleasanton. The County has
previously indicated that the acquisition is for future consideration of a
Light Rail Transit (LRT) System. A Light Rail Transit System would clearly
have potentially significant environmental effects such as noise and safety
impacts .
The California Environmental Quality Act considers a project to mean the
whole of an action including direct or ultimate changes in the environment .
It would seem appropriate for the County to prepare an Environmental Impact
Report to address the potential environmental effects of the acquisition as
part of the development of a Light Rail Transit System.
If the City Council concurs , it should direct Staff to send such comments to
Alameda County.

The acquisition of the existing railroad right-of-way is an opportunity to
preserve an area of land for public transportation alternatives. The
acquisition is consistent with the Cities of Dublin and Pleasanton planning
policies. The corridor will be preserved and maintained in the County System
of Highways. No physical changes in the corridor are contemplated at this
time. Future changes, if any, will be reviewed in accordance with the require-
ments of CEQA.

Attachment A
The project consists of the acquisition of approximately four (4) miles
(for alignment see Attachment B) of existing Southern Pacific Transpor-
tation Company railroad right-of-way in the Cities of Pleasanton and
Dublin. The width of the right-of-way will vary from 50 feet to 150
feet .(s'ee Attachment B) . The right-of-way will be included in the County
System of Highways with easement to the Southern Pacific Transportation -
Company for an existing petroleum pipeline and a fiber optics cable to be
installed in the future. The underlying fee for a portion of the right-
of-way between Interstate 580 and the Arroyo Mocho, after acquisition,
will be sold to the Prudential Corporation with the County maintaining a
50 foot transportation easement over the property. The monies from this
sale will be used to help finance the property acquisition. The purpose of
the project is to ensure that the right-of-way remains in public ownership
and that the possibility for transportation alternatives in the future are
not foreclosed.
