Report Prepared by: Diane Lowart, Parks & Community Services Director EXHIBITS ATTACHED: None RECOMMENDATION: qL,~prove date and provide input on preliminary plans FINANCIAL STATEMENT: $2,045 is budgeted for this event DESCRIPTION: One of the 1996 goals adopted by the City Council and given a high priority was to "Plan a community special event at the Dublin Heritage Center for the fall of 1996". At the past several meetings of the Heritage Center Advisory Committee, the Committee has been considering plans for the "Fall Heritage Days". The recommended date for the event is Saturday, October 12, 1996 from 10:00 am. to 3:00 p.m. the activities that are recommended by the Committee are as follows: -:. Arts & Crafts Fair This would be similar to what has been done for the Annual St. Patrick's Day Celebration. The entry fee would be $40 for residents and $46 for non-residents. The mailing list of artisans from St. Patrick's Day would be utilized and advertisements would be placed in arts and crafts guides and the quarterly schedule of recreation classes and programs which is mailed Citywide. Food Booths Again, the food booths would be organized in a similar fashion to what has been done for the Annual St. Patrick's Day Celebration. Notices would be sent to the local community groups and the fees charged would be the same as those in effect for St. Patrick's Day ($25 without booth frame!$95 with booth frame for resident group and $29 without booth frame/$109 with booth frame for non-resident group). The Committee has recommended that the number of food booths be limited to five. Entertainment Ongoing entertainment would be done on one stage. The focus would be on local entertainment such as barbershop quartets, choral groups, dance groups, storytelling, etc. Additionally, it has been recommended that the City song be performed and the Children's Theater Wing (formerly Children's Theater Workshop) be contacted for possible assistance with the entertainment. ~------------------------------------------------------------------ '. Old fashioned games and crafts as well as game booths would be conducted and it has been recommended' that volunteers be recruited to lead the games and crafts and that school groups be contacted to organize the game booths. Contests Third and fourth grade children from the area schools would be invited to make posters or write brief essays on their families heritage or why they like Dublin. The posters and essays would not be judged but would be displayed at the event. In addition, it has been suggested that the photography teacher at the Middle School be contacted regarding a photography contest for middle school students. Th.Yr.s Self-guided tours of the Heritage Center would be encouraged and it has been recommended that a written guide be developed for distribution. Barbecue and Street Dance In addition, it has been recommended that an evening barbecue and dance be held from 6:00 - 10:00 p.m. The barbecue and dance would be coordinated by the Dublin Historical Preservation Association and E. Clampus Vitas. In order to preserve the integrity of the cemetery, the Committee recommends that Donlon Way be closed to through traffic from approximately 5:00 - 11:00 p.m. and that the street be used for the barbecue and dance. The Committee envisions that the arts and crafts booths, food booths and stage would be set up in the ./' parking area of the Heritage Center. However, if there is a overwhelming response by craft and food vendors, it may be necessary to move some of the booths on to Donlon Way which would necessitate the closure of Donlon Way during day in addition to the evening hours. If this occurs, customers of Glen Rose Kennels could be diverted through the parking lot of the Heritage Park office complex in order to gain access to the Kennel. The Parks and Community Services Commission has reviewed and approved the preliminary plans for the Fall Heritage Days. It is recommended that the City Council approve the date for the Fall Heritage Days and provide input on the preliminary plans. .':'
