City of Dublin - Minor Home Repair (mandatory) · Program Administration $ 9,400 $ 3,854 $ 17,404 $ 34,400 $ 15,490 $ 6,600 TOTAL: $ 87,148 FlNANCIAL STATEMENT: (see discussion below) DESCRIPTION: The City has participated in the Alameda County Urban County Housing and Community Block Grant (CDBG) Program since 1982. During this current Fiscal Year (Fy 1998/99), the City received $ 86,649 in CDBG funding, plus $ 2,937 of unexpended Fy 1997/98 CDBG funds. These funds were allocated as follows: . City General Administration $ 6.600 DUBLIN'S TOTAL 1998/99 CDBG FUNDING $ 89,586 * CDBG funds were increased from original allocation amount duc to unexpended Fy 1997/98 funds for each project and the remaining Program Administration funds for Fy 1997/98 were allocated to the Sidewalk Ramp project. JURISDICTION IMPROVEMENT PROJECT STATUS FOR CURRENT FISCAL YEAR Citv of Dublin - Handicap Sidewalk Ramps The City will be constructing approximately 25 concrete handicap ramps at various curb returns within the residential areas of Dublin. The construction will take place this Spring of 1999. Dublin Housim! Authority - Arrovo Vista Improvements The Dublin Housing Authority received CDBG funds for this fiscal year to repair and/or replace leaking and damaged roofs in approximately 7 Arroyo Vista residential buildings. The goals and objectives of this project are to maintain a useful life of the Arroyo Vista property through repairing leaking and damaged roofs that have occurred from prior leaks, and to provide employment opportunities for public housing residents through federal construction contract requirements. New roofs have been installed on all 7 residential buildings. Remaining work will consist of painting the eaves of the buildings with new roofs. . ArrOYO Vista Resident Council - Arroyo Vista Child Development Center The Arroyo Vista Child Development Center has been in operation since May 18, 1998. The Center has reached its maximum capacity of 32 children and has a waiting list of potential clients. The enrollment allocation is eighty (80) percent for Arroyo Vista children and twenty (20) percent for families living outside Arroyo Vista. Outside residents may fill the Arroyo Vista enrollment capacity if Arroyo Vista does not meet the eighty (80) percent capacity. CDBO funds were used to install an air-conditioning unit during the month of September, 1998. The remaining funds will be used to install playground safety padding and a building security system. Valley Community Health Center (VCHC) - Senior Support Program The VCHC has been using this Fiscal year's CDBO funding for providing case management services to 15 Dublin senior homes. Case management services involve making an initial assessment of a senior's . living situation and needs. The assessment consists of an evaluation of the senior's physical, mental and emotional status, and an assessment of the needs for assistance with daily living activities. To date, 8 new 2 . . '. seniors have been served and 21 seniors have received subsequent services. VCHC's goal is to serve a total of 15 new seniors by the end of this Fiscal year. FINAL FISCAL YEAR 1999/2000 CDBG ALLOCATION Dublin's CDBG allocation for Fiscal year 1999/2000 is $ 87,148 (see Exhibit A). The Alameda County Housing and Community Development Department - Urban County staff (County HCD) uses a formula for determining the amount of funds that must be used for certain project categories. The CDBG funds for next Fiscal year may be spent as follows: Jurisdiction Improvement Projects $ 65,058 Housing Rehabilitation $ 15,490 General Administration $ 6.600 TOTAL $ 87,148 The City has flexibility in the distribution of the Jurisdiction Improvement Projects category and in the General Administration funds. The funds allocated for Housing Rehabilitation must be reserved at the level assigned by the County. The Planning Department received four project applications, which fall under the Jurisdiction Improvement Projects category. The projects for City Council's review include three City of Dublin projects (Handicap Lift for the Senior Center; Handicap Lift for the Swim Center; and Handicap Ramps for Sidewalks) and one outside agency application (Dublin Housing Authority - roof repair). After the City Council decides how the City's CDBG project funds will be distributed, the appropriate applications must be submitted to the County HCD by February 11, 1999. Because the City participates in the Urban County CDBG Program under an annual agreement, it will be necessary to re-apply for CDBG funds for the 1999/2000 program year. Once the County HCD reviews and approves Dublin's project applications, a program agreement between the City and the County HCD will be drafted, which the City Council will need to authorize in May of this year. The final City-County agreement will then be submitted to the federal Housing and Urban Development Department in June of this year. CDBG JURISDICTION IMPROVEMENT PROJECTS FOR CONSIDERATION City of Dublin - Senior Center Handicap Lift The City of Dublin's Parks and Community Service Department is requesting $ 9,400 in CDBG funds to remove and dispose an existing non-functioning handicap lift and to purchase and install a new hydraulic handicap lift at the Senior Center (see Exhibit B I). The goals and objectives of this project are to improve the access of seniors with disabilities to programs and activities located on the stage in the Senior Center auditorium. This project qualifies for CDBG funding under the "Removal of Architectural Barriers" category. City of Dublin - Swim Center Handicap Lift The City of Dublin's Parks and Community Service Department is requesting $ 3,854 in CnBG funds to purchase and install an automatic pool lift and related accessories in the shallow end of the Dublin Swim 3 . . Center pool (see Exhibit B2). The goals and objectives of this project would be to improve access to swimming, fitness and water safety programs for senior citizens and people with disabilities. This project also qualifies for CDBG funding under the "Removal of Architectural Barriers" category. City of Dublin - Sidewalk Access Ramps for Handicapped Accessibility . As part of the City of Dublin Sidewalk Program, the Public Works Department is requesting $ 17,404 in CDBG funds to install approximately 16 concrete handicap ramps at various curb returns within the residential areas of Dublin (see Exhibit B3). Each ramp would cost approximately $ 1,100, which includes construction and administrative costs. The goals and objectives of this project are to comply with the Americans with Disabilities Act ana meet the' needs of handicapped residents in the City of Dublin. The project implementation schedule would be initiated and completed in the Spring of 1999. Even after the construction of 16 ramps is completed, there would still be a need to construct over 80 ramps throughout the City. This project qualifies for CDBG funding under "Removal of Architectural Barriers." Dublin Housin~ Authority - Public Facilities and Improvements The Dublin Housing Authority has requested $ 34,400 in CDBG funds to cover the costs of repairing/replacing leaking and damaged roofs on approximately 7 additional buildings at the Arroyo Vista housing complex (see Exhibit B4). The Arroyo Vista ISO-unit subsidized housing complex provides much needed housing for very low income families within the City of Dublin. The goals and objectives of the improvement project would be . to maintain a useful life of the Arroyo Vista property through repairing and/or replacing leaking roofs and damaged roof members that have occurred from prior leaks, and to provide employment opportunities for public housing residents through federal construction contract requirements. This project qualifies for CDBG funding under "Public Housing Modernization." CONTRACTS WITH AGENCIES PROPOSING NON~CITY PROJECTS If the Council approves funding for the Dublin Housing Authority project (a non-city project), Dublin would need to enter into a separate contract with the Authority for purposes of project administration and fund tracking purposes. STAFF RECOMMENDATION All of the above projects meet the CDBG program's national objectives of benefiting low and moderate income persons (Arroyo Vista Roof Repair Project) and persons with physical disabilities (all City projects) and they are all eligible uses of CDBG funds. The City Council may allocate CDBG funds among eligible Jurisdiction Improvement Projects as they choose, and they may consider other eligible projects that have not yet been proposed. Staff recommends that the City fully fund the Senior Center handicap lift project ($ 9,400); the Swim . Center handicap lift project ($ 3,854); the City's handicap ramps for sidewalks project ($ 17,404 - approx. 4 19 ramps)and the Dublin Housing Authority roof repair project ($ 34,400). Staff recommends that the full General Administration amount of $ 6,600 remain the same. If there are any remaining General Administration funds at the end of Fiscal year 1999/2000, these funds can be allocated to new City projects approved for the following Fiscal year. . Funding the purchase and installation of handicap lifts at the Dublin Senior Center and the Dublin Swim Center and the improvement of approximately 16 sidewalks for handicapped accessibility would show the City's good faith compliance with the Americans with Disabilities Act. This Act requires that facilities and programs that receive public funds be accessible and useable by people with disabilities. The City would benefit from any physical improvements that are made at the Arroyo Vista community. CDBG funds used. for repairing/replacing leaking or damaged roofs would help the City witp deferred maintenance costs at the Arroyo Vista complex. The City of Dublin has very limited low income housing. The Dublin Housing Authority's project furthers the City's housing goals for retaining any existing subsidized housing for very low income individuals and families. With these physical improvements, the Arroyo Vista community will become more attractive and livable, where residents will be able to take pride in their Dublin community. The recommended allocation for Fiscal year 1999/2000 CDBG funding is as follows: 1.
