AGENDA STATEMENT CITY COUNCIL MEETING DATE: February 27,1996 SUBJECT: Discussion of BART Station Name (Report Prepared by Greg Reuel, Economic Development Manager) ExmBITS ATTACHED: None RECOMMENDATION: A ~ Staff recommends the City Council discuss and detennine if a new r~ name is preferred for the Dublin/Pleasanton BART Station. Staff . recommends incorporating the City's name into any fmal designation of the station to help build identity for the City. FINANCLALSTATEMENT: None DESCRIPTION: eackground: In 1987, the Dublin City Council endorsed the BART technology for the rail extension from the Bay Fair BART Station through Castro Valley to the Dublin/Pleasanton area. The project was named the DUBLIN/Pleasanton Extension (DPX). In 1990, the BART Board of Directors accepted the Final Environmental Impact Report and adopted the DPX as a three~station project. A funding commitment was made by BART for two stations: Castro Valley (at Redwood Road and Norbridge Ave.) and either the West DublinlPleasanton site (near the former Unisourse building) or the East Dublin/Pleasanton site (situated just west of the Valley Auto Center). In response to requests from Tri~Valley cities, the East Dublin/Pleasanton location was selected. Construction of the BART DPX project began in the Fall of 1991 and is expected to be completed later this year. Testing of the system will determine the actual date trains become operational. Discussion: The DublinIPleasanton Station is officially named "East DublinlPleasanton". The issue of changing the name was raised in 1995, when several members of the Pleasanton community expressed an interest in changing it to include "Hacienda" in the name. Shennan Lewis, BART Director from the 5th District, said that he would present an alternative station name to the BART Board for consideration if the Tri~Valley cities would cooperatively decide to change and select the name. In considering the station name, Staff recommends the needs of the BART rider be kept in mind. It is ~portant the name be sufficiently descriptive to ensure the BART system is easy to use. This has been ~"ne in a variety of ways, such as San Leandro, Fremont and Union City Stations. When there are ------------------------------------------------------------------- COPIES TO: ITEM NO. AL multiple stations within a city, station names identify the relative geographical location (e.g. Berkeley and. North Berkeley) or destinations within a close proximity to the station (e.g. Civic Center and Lake Merritt). Maintaining the East Dublin/Pleasanton name makes sense if the west station is ultimately constructed. ... However, if this is to be the only Dublin/Pleasanton station, it may imply a second station exists within the Dublin/Pleasanton area. With development proceeding in East Dublin, it is Staff s opinion that the use of East Dublin in the station name will reinforce the development in Eastern Dublin regardless of having a West DublinlPleasanton station. Naming the new station 'Hacienda" or "Santa Rita" or for that matter, any name that does not incorporate the word "Dublin", would eliminate an excellent opportunity to market and build identity for the City. Staff recommends that "Dublin" be retained in the naming of the new BART Station and if at all possible, be kept as the first call word for the station. The Pleasanton City Council will discuss the station name at their February 20th City Council meeting. Pleasanton staff is open for recommendations from their Council. If the Dublin and Pleasanton City Councils each select a different name for the DPX station, a joint meeting could be convened to cooperatively determine the preferred station name. Staff does not recommend the inclusion of other Tri~Valley Cities in the potential renaming process of the East Dublin/Pleasanton Station. Summary: Construction of the BART Dublin/Pleasanton Extension project is progressing and is expected to be completed later this year. The name of the Tri~ Valley station is officially "East Dublin/Pleasanton:. BART Director Sherman Lewis has said he will recommend to the BART Board a .lnew name for the station if that is desired by the Tri~ Valley Cities. Staff recommends the Council determine if it would like a different station name and, if so, what the preferred name would be. h1cc.mtgs/namc .
