RECOMMENDATION: 1. ~: FINANCIAL STATEMENT: Exterior Sign Program - Sign Plans Site PlaQ Exterior Sign Progr~ - Sign SlIlllillary Resolution approving Master Sign Program / Site Development Review Receive staff presentation and public input Deliberate Adopt a Resolution approving Master Sign Program / Site Development Review (Exhibit 4) None DESCRIPTION: This application for a Master Sign Program / Site Development Review is for Auto Nation USA, a proposed automobile dealership located on a portion of the Santa Rita Commercial Center Project (now known as Hacienda Crossings and Auto Nation) in Eastern Dublin. This approval would cover all aspects of signage for the auto dealership including freestanding, directional and wall-mounted signs. The proposed Master Sign Program is set forth in Exhibits 1,2 & 3. Auto NatiC?n USA is currently under construction and is located adjacent to 1-580, east of the approved Hacienda Crossings retail/entertainment center and west of Tassajara Creek. BACKGROUND: On January 31, 1995, the City Council approved the Santa Rita Commercial Center Planned Development Rezone (P A 94-001). At the public hearing on the PD Rezone, the City Council approved conditions that require approval of all Site Development Review applications within this PD be made by the City Council at a public meeting. On February 11, 1997, the Planning Commission approved a Conditional Use Permit for an Automobile Sales lot with ancillary services in this PD. On March 4, 1997, the City Council approved the Site Development Review for Auto Nation. The Hacienda Crossings Master Sign Program was approved by City Council on December 2, 1997. ------------------------------------------------------------------- g/pa\98027\ccstaff COPIES TO: Chandler Signs California Sign Installation 8.1 -. ITEM NO. At this time, Auto Nation USA the property owner of the entire pare fland lying between Hacienda Crossings and Tassajara Creek and from 1-580 right-of-way to Dublin Boulevard. The City is reviewing a Tentative Parcel Map application to subdivide the Auto Nation property into four parcels, however, no approvals have been issued to date. ANALYSIS: Chandler signs of Texas, has prepared the Master Sign Program for Auto Nation. The design of the sign program is based on Auto Nation's corporate logo and signage program utilized in other California locations. The Conditional Use Permit for Auto Nation requires that the Master Sign Program be coordinated with the Hacienda Crossings retail/entertainment center to the west of the site. Condition No. 22 of the Conditional Use Permit states that "Freestanding signs along the freeway and Dublin Boulevard shall be in a structure that is the same as the com'mercial center to the west". Staffhas worked closely with Chandler signs to ensure that the pylon sign and monument sign on Dublin Boulevard are consistent with and compliment the approved Hacienda Grossings Master Sign Program. - Master Sign Program: Exhibit 1 "Exterior Sign Program" contains the designs and sign criteria for Auto Nation. Each sign is numbered and corresponds to Exhibit 2 "Site Plan" which shows the exact location of each sign and to Exhibit 3 "Sign Summary", a detailed list of sign dimensions, sign copy, lighting and installation details. Freestallding Siglls: The chart below summarizes the number and size of freestanding signs proposed. Location Type of Sign Height of Sign Sign Number. (as in Number of Signs "Exterior Sign Program") Southeast corner of Pylon Sign (approved 72' No.1 one site with Regal theater and design approved with Hacienda Crossings MSP) Northwest corner, on Monument Sign 3' 6" No.2 one Dublin Blvd. Entrance to Auto Monument Sign 5' 10" No.3 one Nation on Myrtle Dr. Internal, on main Interior Overheads 21' 6" No.7 & 8 two driveway Internal Directions 4' No.5, 6,16,17, & 18 Five The design, material and colors of the Pylon Sign (refer to Sign No.1 of Exhibit 1) match the Pylon Sign approved by the Hacienda Crossings MSP, with the exception of the sign cabinets, which have been . designed to accommodate the Auto Nation Corporate Logo. The three cabinets on Sign No. I were . previously approved by the City Council with the Site Development Review for Regal Theaters in June, 1997. Monument Sign No.2, located adjacent to Dublin Boulevard has been designed to be compatible with the low monument tenant signs approved for Hacienda Crossings. These low profile signs are characterized by having the same tenant copy size, copy color and background color. These restrictions will ensure that the signs along Dublin Boulevard will have a minimal impact on and be more compatible with residential development across Dublin Boulevard. 2 If a parcel map is approved to ')divide the property, monument Sign - .2 may be considered an "off- site advertising sign" which is a prohibited sign under the Dublin Zoning Ordinance. Conditions of Approval attached to the Master Sign Program anticipate this situation and will require that the monument' sign be removed from the site prior to approval of the Final Parcel Map. The site program also includes Auto Nation's distinctive "interior overheads" (refer to Sign No.7 & 8). modeled on freeway signage, to welcome customers and effectively direct vehicular traffic throughout the site Wall-~loullted Signs: In addition to these rreestanding signs, wall signs would be permitted on the showroom and service center buildings. The showroom building shall be permitted a total of three signs (refer to Signs No. 12, 13 &14) on three building frontages, The service center building shall have one wall-mounted letter display (refer to sign No. 11). The letter height, color_.and design ofthese signs are well proportioned to the design of the buildings. . CONSISTENCY \VITH THE GENERAL PLAN AND SPECIFIC PLAN: The Master Sign Program is consistent with the General Plan, Eastern Dublin Specific Plan, the Sign Regulations and Site Development Review requirements of the Dublin Zoning Ordinance. ENVIRONMENTAL REVIEW: This project has been found to be Categorically Exempt from CEQA under Section 15311, Class 11 of the California Environmental Quality Act Guidelines. The project consists of construction and placement of on-premise signs accessory to a commercial facility. CONCLUSION: The City Council approval this evening for Auto Nation would allow a comprehensive well planned sign program for the dealership that would compliment the approved Hacienda Crossings Master Sign Program, located to the west of the property. RECOMMENDATION: Staff recommends that the City Council open the public meeting, deliberatë, and adopt Exhibit 4, a Resolution approving the Master Sign Program / Site Development Review apPlication.}. . .' /' t' \ t,ox, :r( (,\~L - ri' 3 '" I __~ I /: .'1 J': 7 -J NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council does hereby find that: A. The Master Sign Program (MSP) for P A 98-027 Auto Nation USA contributes to an effective and attractive identification ofthe car dealership and its users by providing clear, legible and succinct signage that will identify and direct automobile and pedestrian traffic to the site. - B. The design quality of the site, improved with this MSP, and the surrounding area will be superior to the quality that would result under the regulations and standards of Section 8.84.40 "Sign Development Regulations"; 8.84.050, Signs Subject To Permits, 8.84.11 0, "Regulations for Wall Signs and Projecting Signs"; and 8.84.120, "Freestanding Sign General Regulations". The MSP allows one of the freestanding signs to be a height of 72 feet and allows the use of more than one freestanding sign on the site. The height of the freestanding sign has been designed to clearly identify the proposed auto dealership to travelers on I-580. All signage will conform to the overall design and layout of the site and all mounted signage will correspond well with the building elevations. The signs will reflect the overall design theme of the site and the adjacent Hacienda Crossings Master Sign Program. c. All of the proposed signs have been designed to be compatible with the style and character of the existing improvements on the site and they are well related to each other. D. All proposed signage is visible, legible, does not cause glare or disrupt the flow to pedestrian or vehicular traffic and conforms with the Design Criteria in Section 8.84.060, of the Zoning Ordinance. The proposed freestanding signs are of a scale that relates well to the layout of the automobile dealership and the adjacent Hacienda Crossings Master Sign Program E. The approval of the MSP is consistent with the intent of Section 8.1 04 "Site Development Review" (SDR). The MSP compliments and improves the site's development and design by providing a comprehensive sign program that incorporates the architectural style and design of the existing buildings. Additionally, all signage will promote safe traffic circulation within the site. F. The approval of the MSP, as conditioned, complies with the General Plan, the Eastern Dublin Specific Plan, the Planned Development Zoning District (P A 94-00 I) and the general requirements established in the Zoning Ordinance because it establishes a comprehensive, well-designed signage program for the development. G. The approval of the MSP, as conditioned, will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety and general welfare because it promotes a sign program that will provide effective and attractive identification for the site. 2 31 cd ~:/ . e::'"' 0 / H. The proposed MSP considered site layout, vehicular access, circulation, parking, setbacks, height, walls, public safety and similar elements to ensure that the MSP design assists in the provision of a desirable environment for the automobile dealership. 1. Architectural considerations, including the character, scale and quality of the design, the architectural relationship with the site and other buildings, building materials -and colors, screening of exterior åppurtenances, exterior lighting, and similar elements have been incorporated into the MSP, where appropriate, in order to insure the compatibility of the wall signs and freestanding signs with Auto Nation's design concept and the character of adjacent buildings and uses, including the Hacienda Crossing retail/entertainment center. J. Landscape considerations including the requirement for planters for the freestanding signs that are of sufficient width, length and height to protect the base of the signs from damage due to vehicular traffic have been required to insure visual relief and an attractive environment for the public. CONDITIONS OF APPROVAL Unless stated otherwise, all Conditions of Approval shall be complied with prior to the issuance of building permits or establishment of use, and shall be subject to Planning Department review and approval. The following codes represent those departments/agencies responsible for monitoring compliance of the conditions of approval. [PL] Planning, [B] Building, [PO] Police, [PW] Public Works, [ADM] Administration/City Attorney, [FIN] Finance, [F] Alameda County Fire Department, [DSR] Dublin San Ramon Senrices District, [CO] Alameda County Department of Environmental Health , GENERAL SIGN REQUIREMENTS: 1. This Master Sign Program approval for P A 98-027 is for three (3) freestanding signs, two (2) Overhead interior signs, five (5) directional signs, four (4) wall-mounted signs and a parking display/vehicle locator plan as shown on Exhibits 1,2 & 3. This approval shall be as generally depicted and indicated by the Auto Nation USA Exterior Sign Program plans prepared and submitted by Chandler Signs, Inc., consisting of26 sheets, labeled as Exhibit 1, a site plan, labeled as Exhibit 2 and sign summary, labeled as Exhibit 3 dated received September 28, 1998, stamped approved and on file with the City of Dublin Department of Community Development. Sign's approved under this Master Sign Program shall generally conform to the following conditions, dimensions, restrictions and notations made and indicated on the documents labeled Exhibits I, 2 & 3 and the Dublin Zoning Regulations. [PL] 2. All signage shall comply with the provisions established in this Master Sign Program or to the specific conditions stated. Modifications may be considered by the Zoning Administrator upon application for a Sign Site Development Review pursuant to Section 8.104 Site Development Review. [PL] 3 33 ~ sy 3. Building Permits for installation of all freestanding signs and the wall mounted signage for Auto Nation USA shall be secured and construction commenced within one year of the effective date of approval of this Master Sign Program or said approval shall be void. [B, PL] 4. All freestanding and wall-mounted signs shown on Exhibits I, 2 & 3, shall bë well- maintained in an attractive manner and in accordance with the approved plans. Any indirect light.fixtures used to illuminate any signage shall be glare-shielded. [PL] 5. New or proposed wall signs or additional freestanding signs for the automobile dealership site, shall first be subject to review-by the Department of Çommunity Development and shall conform to this Master Sign Program. The use of said additional wall and/or freestanding signage not shown or indicated by this Master Sign Program approval, will require a separate Sign Site Development Review approval by the Zoning Administrator prior to installation or use. Said signage shall comply with the sign regulation provisions of Section 8.84.060,8.84.110 and 8.84.120, of the Zoning Ordinance. [PL] 6. Wall-mounted signs shall be placed flat against the building wall of the occupied frontage as applicable. No sign shall appear above the roof line. If signs change, all mounting holes from previous signs shall be repaired and walls repainted prior to mounting the new signs. [PL] 7. The use of any Temporary Promotional Signs (i.e., banners, pennants, flags, balloons, searchlights and similar advertising devises) for special advertising and/or promotional use shall first require a separate Zoning Clearance approval and shall comply with the provisions established in the Sign Regulations of the Zoning Ordinance. [PL] 8. The use of any A-Frame, portable or sandwich-board signs on the site is prohibited. Said signs shall also not be allowed to be placed within the public right-of-way. [PL, PW] 9. Any vehicles with signage shall be parked as close as practical to the business they serve. Said vehicles cannot be parked adjacent to the Dublin Boulevard or Myrtle Drive frontages, or adjacent to Interstate 580, or on the public street. Vehicles with signage shall be used in the normal course of business and shall not be used as a sign platform or for the sole purpose of attracting people to a place of business. [pL, PW, PO] 10. The approved freestanding signs shall be located in a landscaped planter area. Prior to final inspection by the building inspector, all landscaping and any required irrigation shall be installed for said freestanding sign. [PL, B] 11. Prior to approval of any Parcel Map to subdivide the property, the Director of Community Development shall determine if Monument Sign No.2, located adjacent to Dublin Boulevard constitutes an "off-site advertising sign" under Section 8.84.020 V and 8.84.150 D of the Dublin Zoning Ordinance and if so, shall require the sign to be removed prior to recordation of the Parcel Map. Monument Sign Number 3 shall be revised to remove "1234 Auto Nation Way", because this is not the correct street address assigned to the private driveway providing access from Dublin Boulevard to the Auto Nation USA site. [PL, B] 13. This Master Sign Program/Sign Site Development Review approval shall be revocable for cause in accordance with Section 8.96.020.1 of the Dublin Zoning Ordinañce. The project consists of construction and placement of on-premise signs accessory to a commercial facility. WHEREAS, the City Council held a public meeting on said application on October 20, 1998; and WHEREAS, proper notice of said public meeting and a ten day public review period was given in all respects as required by law; and WHEREAS, the Staff Report was submitted recommending the City Council approve the Master Sign Program / Site Development Review application subject to Conditions of Approval; and WHEREAS, the City Council did hear and consider all said reports, recommendations and testimony hereinabove set forth and used their independent judgment to make a decision.
