HomeMy WebLinkAbout7.2 Federal Aid Urban Program 640- $O CITY OF DUBLIN AGENDA STATEMENT Meeting Date: January 10 , 1983 SUBJECT Federal Aid Urban Program EXHIBITS ATTACHED Federal Aid Urban Allocation List; Resolution RECOMMENDATION Adopt Resolution FINANCIAL STATEMENT: Available FAU Funds - Approximately $338,793 DESCRIPTION Background The Federal Aid Urban (FAU) Program, as part of the Federal Highways Act, provides funds to States, Counties, and Cities for improvements to streets and highways which are on the FAU system of streets . Prior to Dublin' s incorporation, the County had designated certain FAU projects within the Dublin area and included those projects on the County' s Transportation Improvement Plan. As can be seen from a review of the attached project listing, the Dublin Boulevard/Dougherty Road Signals and Channelization project and the Regional Street/Amador Valley Boulevard signal project have been completed. No FAU funds were used on the latter project. In addition, the Dublin Boulevard Rehabilitation project from San Ramon Road to the Alamo Flood Control Channel was partially completed last summer with County funds. Funding From 1973-74 through 1981-82 the Dublin area was allocated $630, 464 in FAU funds . These funds were distributed to cities on the basis of population. However, after the 1980 census data became available all cities were required to compete for the FAU funds with the other cities within the county, based on the merits of each city' s project. The first. year that this competition becomes effective is 1982-83 . Since it was recognized that the Cities of Dublin, Livermore and Pleasanton have needs which differ from other cities, the Alameda County Transportation Advisory Committee agreed to establish an Urbanized Subarea for the Valley Cities. This subarea receives FAU funds based on population, and the three cities have to compete for the funds . At the first meeting of the Valley Urbanized Area, representatives from each City and the County agreed to permit each agency to utilize its 1982-83 allocation to fund those projects which are presently on the FAU list, and are only partially funded. This being the case, the City of Dublin would have approximately $58, 841 for fiscal year 1982-83 combined with a balance of $279 , 952 from fiscal years 1973-74 through 1981-82 for a total of $338,793 . The competition for FAU funds among the Valley Cities would then commence for the 1983-84 allocation. COPIES TO: ITEM NO. /• AGENDA STATEMENT - Federal Aid Urban Program Page 2 Projects Those projects which are on the FAU program for Dublin, and are yet to be completed, total $891, 000 , which well exceeds the $338 , 793 available to the City. It is advantageous for the City to have more projects in the program than available funds, in the event that additional funds become available in the future. Village Parkway/Amador Valley Boulevard to Dublin Boulevard - Rehabilitate 90 , 000 TOTAL $891 , 000 At this time the City Council may delete projects from this list, but it is too late to add any projects to the list. The City will have to wait until 1983-84 to submit new projects . Projects submitted at that time will have to compete for available funds with projects submitted by Pleasanton and Livermore . Such competition is based on a set of technical criteria and standards . It is important to note that signals alone typically score very low, and thus will have little chance of being funded after the City' s present allocation is expended or unless the signal is included as part of a project which has other types of improvements ,which score higher. In order for these projects to be included in the County Transportation Improvement Plan, the City Council must approve the list of projects. This . list of projects along with FAU projects lists from the other cities in Alameda County will then go to the Mayor' s Conference, and County Board of Supervisors for approval . The City Council may prioritize the projects if it wishes, however, the priority of these projects is not important for the purpose of spending the City' s present allocation at this time. Once this list is approved, the City may undertake any project from the list. After the City Council approves the list, Staff will conduct the necessary investigation to determine which projects would be most advantageous to the City to fund. FV Final Voucher Paid RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE DUBLIN FEDERAL AID URBAN PROGRAM PROJECT PRIORITY LIST WHEREAS, the Dublin City Council recognizes the fact that some of the streets within the City tend to be more regional than local and have designated these streets to be on the Federal Aid Urban Program System (FAU) ; and WHEREAS, the Dublin City Council is desirous of obtaining outside funding in the form of Federal Aid Urban Program monies to help alleviate deficiencies on these regional streets; and WHEREAS, certain procedures and priorities are necessary to obtain these funds, and the City Council has reviewed and prioritized the projects within the City for FAU improvement projects . NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby approve the Federal Aid Urban Funding Priority List - Dublin Urban Area, dated December, 1982 , attached hereto.
