EXHIBITS ATTACHED: Background Attachments 1 ) Letter from Maria Pracher , received October 29 , 1985 2 ) October 14 , 1985 , City Council Agenda Statement RECOMMENDATION: 1 ) Re-open public hearing and hear Staff presentation. 2 ) Hear testimony from anyone who is unable to attend continued hearings . 3 ) Question Staff, applicant, and public. 4 ) Continue public hearing until December 9 , 1985 , City Council meeting . FINANCIAL STATEMENT: None. DESCRIPTION: On October 14, 1985 , the City Council granted the request of Maria Pracher , legal representative for Great Western Savings, to continue their appeal until November 12, 1985 . On October 29 , 1985 , Maria Pracher submitted a request for a second continuance until the December 9 , 1985 , City Council meeting. She has indicated that Great Western Savings is considering submitting a request to allow withdrawal of the appeal and to allow consideration of a new Conditional Use Permit and Site Development Review for a gated parking lot with a different configuration. At this time, however , she is not prepared to formally withdraw the appeal . At that meeting, we discussed the possibility of Great Western submitting an alternative plan and some proposed conditions which would satisfy your concerns with the proposed. parking lot operation. In order to prepare this material and in order for you and your department to have sufficient time to review it, we request that the appeal hearing, which is currently scheduled for the evening of November 12 , 1985 , be cont- inued until December 9 , 1985 . Sledd TACHMENT I RECEIVED OCT 2S 1985 DUBLIN PLANNING AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 14 , 1985 SUBJECT: Public Hearing - Appeal of Planning Commission Action to Deny PA 85-060 Great Western Savings./Hagman Associates Conditional Use Permit and Site Development Review EXHIBITS ATTACHED: Background Attachments 1) Appeal letter from Great Western '.Savings, received 9/12/85 . 2 ) Minutes of Sept. 3, 1985 Planning Commission meeting 3 ) Staff report of September 3, 1985 Planning Commission meeting RECOMMENDATION: 1) Open public hearing and hear staff presentation 2 ) Hear testimony from anyone who is unable to attend continued hearing 3 ) Question Staff, applicant, and public 4 ) Continue public hearing until November 12, 1985 City Council meeting FINANCIAL STATEMENT: None DESCRIPTION: On September 3, 1985, the Planning Commission held a public hearing on the Great Western Savings application to use a gated, attendant controlled parking lot for the office project being constructed at Dublin Boulevard and Golden Gate Drive . The Great Western Savings office building will have approximately 67, 550 square feet of space in a 3 story structure on an approximately 3 . 1+ acre site. The parking lot will have 230 spaces . The Planning Commission, on a 3 to 1 vote, denied the application because of : 1 . Potential traffic back up on Golden Gate Drive from cars waiting to get past the attendant booth and gate. 2 . Restricted access to required parking would conflict with the Zoning Ordinance requirement that the parking spaces be continuously accessible to any and all visitors to the site . 3 . Potential shift of project-related parking onto the public . street (Golden Gate Drive) created by the restricted access to the off-street parking spaces . On September 12 , 1985, Mr. Gilbert R. Reyes, Construction Manager for Great Western Savings , appealed the Planning Commission action. On October 7, 1985, Ms . Maria Pracher, legal representative for Great Western Savings, requested that the item be continued for one month to allow her to review the situation.
