Timetable for Implementation of Annexation of the City of Dublin to the Vector Control Services District 2 . Plan for Providing Services RECOMMENDATION: A pt the Resolution Requesting that the Territory of the ity of Dublin be Annexed to County Service Area 1984-1 (Vector Control) ; review and approve the Plan for Providing Services FINANCIAL Total contract costs for vector control services for STATEMENT: Fiscal Year 1991-92 are estimated to be $27,796 . If the City is annexed to the County Service Area, future vector control service costs would be transferred from the City' s General Fund to Dublin property owners. BACKGROUND: Since March 1, 1988, the City of Dublin has contracted with Alameda County on an annual basis for vector control services. Prior to March of 1988, services were provided on an as needed basis by the local County Health Inspector. Currently, the City contracts directly with the County in lieu of participating in the countywide Vector Control Services District. Presently, the City of Dublin is one of three Alameda County cities not participating in the countywide District. The City funds vector control services through the City' s General Fund. As a result, Dublin property owners receive the same level of service as residents served by the Vector Control Services District, but do not pay the assessment as part of their property tax bill, as do other Service Area participants. During the 1991-92 annual budget deliberations, City staff provided Council a number of service options with regard to vector control services. Options included: • Discontinuing County vector control services • Seeking another service provider • Participating in the Countywide Vector Control Services District Advantages and disadvantages to each of these alternatives was presented and discussed. Subsequently, the City Council expressed interest in annexing to the County Service Area. If the City of Dublin were to annex to the County Vector Control Service Area, costs associated with vector control services would transfer from the City of Dublin to Dublin property owners . Payment would be calculated on the property owner' s tax bill. ---------------------------------------------- COPIES TO: CITY CLERK ITEM NO. FILE The annual cost to the property would be approximately $4. 00 per year. Vector control services provided would remain consistent with the current service level. The focus of Vector Control services is to provide general information to the public as well as areawide Vector Control services. The County provides both District initiated activities and responds to citizen requests for service. Vector Control cannot provide interior baiting or trapping on private property. Services include: 1 . Enforcing City Ordinances, State Health and Safety Codes and Admini- strative Code Sections pertaining to vector control, including refuse and animal waste. 2. Inspecting and poisoning of creek areas for rats. 3 . Investigating public complaints and requests for service involving insect, rodent and other animal vectors as well as conditions conducive to harboring vectors. 4 . Conducting neighborhood surveys where there are high numbers of public complaints concerning vectors. 5. Collecting rodents for laboratory examination for plague and for flea counts. 6 . Inspecting potential sources of vectors and vector borne diseases, i.e. , parks, pet shops, kennels and shopping centers. 7. Investigating reported outbreaks of vector borne diseases. 8 . Surveillance of Rabies control and investigation of dog bites. City staff has worked with Alameda County staff to pursue joining the service area. County staff has developed a timetable for implementation of annexation of the City of Dublin to the Vector Control Services District ( see Exhibit 1) . As indicated on the tentative timetable, the first step in the annexation process is for the Dublin City Council to adopt a Resolution requesting the City of Dublin be Annexed to County Service Area 1984-1 (Vector Control) ( see Exhibit 2 ) . In addition, it is necessary to develop a "Plan for Providing Services" (see Exhibit 3 ) . Upon approval of these documents, the Alameda County Board of Supervisors will initiate the LAFCO application. Staff recommends that the City Council adopt the attached resolution and review and approve the Plan for Providing Services. : . RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------- REQUESTING THAT THE TERRITORY OF THE CITY OF DUBLIN BE ANNEXED TO ALAMEDA COUNTY SERVICE AREA 1984-1 (VECTOR CONTROL) WHEREAS, the Board of Supervisors of Alameda County has established County Service Area No. 1984-1 for the purpose of providing Vector Control Services pursuant to the requirements of the County Service Area law, and which includes 11 cities and the unincorporated area of Alameda County; WHEREAS, the City Council of the City of Dublin recognizes the need for the provision of Vector Control Services within the city on a regular basis as performed by the County Service Area; and WHEREAS, the City Council finds that the public health, safety and welfare of its constituency will be promoted by joining the County Service Area; and WHEREAS, the City Council of the City of Dublin desires to initiate proceedings pursuant to the Cortese-Knox Local Government Reorganization Act of 1985, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, notice of intent to adopt this resolution of application has been given to each interested agency; and WHEREAS, the territory proposed to be annexed is inhabited, and a description of the boundaries of the territory is set forth in Exhibit A attached hereto and by this reference incorporated herein; and WHEREAS, this proposal is consistent with the sphere of influence of County Service Area V.C. 1984-1 for Vector Control; and WHEREAS, it is desired to provide that the proposed annexation be subject to the following terms and conditions: - The annexation be applicable to all future annexed areas of the City of Dublin WHEREAS, the City of Dublin has conducted an environmental review of the proposed annexation and has determined the project is categorically exempt under Section 15319 pursuant to C.E.Q.A. NOW; THEREFORE, BE IT RESOLVED, that the City Council of the City of-Dublin does hereby consent to joining the incorporated territory of the city to the County Service Area V.C. 1984-1 for the provision of Vector Control Services and requests the Local Agency Formation Commission (LAFCO) and the Board of Supervisors to take the necessary steps to implement annexation of the City of Dublin into the district, and directs the City Clerk to file certified copies of this resolution with the Clerk of the Board of Supervisors, the County Administrator and the LAFCO Executive Director.
