DESCRIPTION In November of 1984, the City Council received a request for a crossing guard at Lucania Street and Davona Drive. At the regular City Council meeting on N:)Vember 26, 1984, the Council requested that the Traffic Engineer develop a scope of services to provide a comprehensi ve school safety study. The City Council approved the scope of study on December 10, 1984. The City Traffic Engineer has reviewed the existing conditions and met with school and police officials. The recommendations are based on the anticipated 1985-86 Murray School District attendance boundaries. Table I of the report displays recommended warrants for the placement of adult crossing guards in the City of Dublin. This is based on the proposed warrants in the Caltrans Traffic Manual and has been adapted to specific condi tions in the City of Dublin. The formal adoption of these warrants will allow Staff to address future requests on an objective basis. The study recommends moving the crossing guard from Village Parkway and Brighton Drive to Amador Valley Bculevard and Burton Street. This change reflects proposed changes in the Murray School District attendance boundaries. The Traffic Engineer has suggested that the Murray School District develop a school safety patrol for the intersection of Davona Drive and Lucania Street. The State Code allows for their establishment by a governing board pursuant to the Education Code. A safety patrol member must be at least 10 years old. This in":ersection does not meet the warrants for an adult crossing guard, however, it does meet the safety patrol criteria. The Traffic Engineer also evaluated conditions surrounding the Nielsen School. The final recommendations provide for changes in the signing at the loading zone adjacent to the school. These changes will help to assure that curbside parking is utili zed in the most efficient manner. The Traffic Engineer is also prepared to discuss with school officials on-site changes to improve traffic flow. The crossing at Silvergate Drive and Amarillo Road does not currently meet the warran~s for an adult crossing guard. However, it is recommended that this locaticn be monitored as a potential location in the future. Also, the intersection of Silvergate Drive and Hansen Drive may warrant an adult crossing guard at a future date. -----------------------------------.----------------------------------------- COPIES TO: ITEM NO. --21- AGENDA STATEMENT: School Safety & Crossing Guard Study Page 2 The study revealed the necessity for the shifting of a crosswalk adjacent to the Murray School District Offices. The current location directs pedestrians into a driveway. Also, it is recommended that the crosswalk on the northern leg of Village Parkway and Tamarack Drive be relocated to the southern leg and that yellow crosswalks be added to the eastern and western legs. This will provide a direct route to school for students attending Wells Intermediate School. The study also suggests the removal of markings at Amador Valley Boulevard and York Drive. Elementary age students should be encouraged to utilize the proposed crossing guard at Burton Street. The removal of markings on Silvergate Drive and Peppertree Road should also be completed to encourage Nielsen students to cross at Amarillo Road. The findings of the study indicate that with buildout traffic volumes, two additional intersections may warrant adult crossing guards. This assumes no change in school attendance boundaries. It is anticipated that the maximum number of crossing guards required if attendance boundaries changed would be seven. Currently the City and the Murray School District share the responsibility for the provision of adult crossing guards. The City provides the guard at San Ramon Road and Shannon Avenue and Village Parkway at Brighton Avenue. The Murray School District provides the crossing guard at San Ramon Road and Amador Valley Boulevard. Staff believes that the shared responsibility is appropriate as traditionally school districts have control over the attendance boundaries, designation of utilized school sites, and decisions related to student transportation. It is recommended that the division of responsi bili ties be negotiated with members of the Murray School Board at the joint meeting on Thursday, May 30, 1985. Staff recommends that the City Council adopt the Resolution establishing warrants for the placement of adult crossing guards. A discussion of the division of responsibilities between the Murray School District and the City of Dublin should be continued to the meeting of May 30, 1985. The first task of the study was to meet with a representative of each elementary and junior high school in Dublin. The purpose of these meetings was to identify pedestrian and traffic safety problems near each school. TJKM also met with the Dublin Police Department to obtain their input on traffic safety near schools. The next task was to develop recommended crossing guard warrants for the City of Dublin by reviewing the existing California Department of Transportation guidelines. These warrants were then applied to the City of Dublin. Recommended changes to crossing guard locations and pavement markings were also included in the study. -1- EXISTING comurIoNs The elementary schools during the 1984-85 school year are Murray School, Cronin School and Nielsen School. The existing (1984-85) attendance boundaries of these schools are depicted in Figure 1. Three intersections currently have adult crossing guards. The City of Dublin provides the adult crossing guard at San Ramon Road and Shannon Avenue, and at Village Parkway at Brighton Drive. Murray School District provides the adult crossing guard at San Ramon Road and Amador Valley Boulevard. There are presently two intermediate schools in Dublin: Wells and Frederiksen. However, Frederiksen School is being phased out as an intermediate school. This year, only eighth graders attend Frederiksen School. Next yPar, (1985-86) , Wells Intermediate School will serve the entire City of Dublin. During the 1985-86 school year, Cronin School will be closed and Frederiksen School will become an elementary school. The existing elementary school boundaries will be altered to adjust for the location of Frederiksen Elementary School. The probable 1985-86 attendance boundaries are depicted in Figure 2. From a safety standpoint, one advantage of changing the existing elementary school attendance boundaries to the boundaries depicted in Figure 2 is that elementary students would no longer have to cross Village Parkway. A disadvantage is that elementary students would have to cross Amador Valley Boulevard. Theoretically, therefore, the crossing guard at Village Parkway and Brighton Drive would no longer be needed to help elementary students. However, it is possible that students residing east of Village Parkway who started at Murray School would opt to finish at Murray School. Shores Officer Atkinson Christian Center School 3/26/85 Donna Taigen Principal* * Telephone Conversation The concerns identified in these meetings are itemized by school below: School Safety Concerns Of Principals And Police Department Murray School: (Davona Drive) 1. Parental concern about removal of crossing guard at Davona Drive and Lucania Street. 2. Lucania Street is used as a "short cut" from Davona Drive to Brighton Drive so cars can avoid Village Parkway in front of Dublin High School. 3. Elementary students need continuous reminding not to dart out between parked cars on Davona Drive, but to use the crosswalk. -3- 4. Junior safety patrol may help the problem of students crossing Davona Drive. Frederiksen Elementary School: (Tamarack Drive) 1. Crossing Amador Valley Boulevard will be the main problem. 2. May be parental concern about traffic safety at the intersection of Emerald Avenue and Brighton Drive. 3. One crossing guard at Burton Street would suffice. Wells Intermediate School: (Penn Drive) 1. Students are older - do not have a serious problem. 2. Speeding problem on York Drive and Penn Drive - police planning on working radar to get speeds down to 25 mph. Nielsen School: (Amarillo Road) 1. Crossing San Ramon Road is a problem but there are two crossing guards. 2. Crossing Silvergate Drive at Peppertree Road is a problem because the 25 mph speed limit on Silvergate Drive is exceeded. 3. Silvergate Drive and Hansen Drive is also a busy intersection for children to cross. 4. Most children not in the immediate vicinity are driven to school especially on rainy days. Pick-up and drop-off is a problem - parents block the driveway and will not move until their child arrives. -4- Christian Center School: (Private school on Dublin Elementary School campus) (Vomac Road) 1. Vomac Road is a well known short cut to avoid San Ramon Road. 2. Speeding problems on Vomac Road and running the STOP sign on Shannon Drive at Vomac Road. 3. Police Department intends to use selective enforcement using radar to start ticketing for speeding. 4. The curve in Vomac Road makes it difficult for children and cars in the school parking lot to see cars coming around the curve, especially at the speeds the cars are travelling. In addition to these concerns learned from meeting with school representatives and the police department, a few other questions or comments have been forwarded to us. These are: 1. The crosswalk at Brighton Drive and Lucania Street lines up with a driveway. 2. The passenger loading zone at Nielsen School is not painted. 3. An inquiry as to why there are no pedestrian crosswalks at Village Parkway and Tamarack Drive. -5- A ISIS OF EXISTING AND FUTURE QNDITIONS Recommended Crossing Card Warrants For The City Of Dublin To develop recommended crossing guard warrants for the City of Dublin, the existing recommended practice in the State of California contained in the Caltrans Traffic Manual was used as a base. It was revised as necessary in order to make it more applicable to the City of Dublin. The net effect of the revisions to the State Warrants is to avoid circuitous routes to school for elementary students, to avoid redundant adult crossing guard locations, and to discontinue crossing guards at intersections where elementary students no longer cross. The state crossing guard warrants are contained in the Appendix. The recommended City of Dublin crossing Guard Warrants are presented in Table I. Response Tb Concerns Of School Offiria7 s And The Dublin Police De rtment Murray School: Although Lucania Street is used as a shortcut between Davona Drive and Brighton Drive and there is parental concern about the removal of the adult crossing guard at Davona Drive and Lucania Street, this intersection does not presently meet either the State warrants or the proposed City of Dublin warrants for an adult crossing guard. To assuage parental concern about this intersection and to help force students to use the crosswalks at Lucania Street rather than darting onto Davona Drive from between parked cars, a junior safety patrol may be desirable. The establishment and supervision of a school safety patrol is described in the California Administrative Code, Title 5, Article 3, Section 570-576. The role and warrants of a school safety patrol are described in Chapter 10-07 of the Caltrans Traffic Manual. The excerpts from these two references have been reproduced in the Appendix of this report. Since the Murray School District does not currently have a policy on school safety patrols, it is recommended that they consider adopting the Caltrans guidelines for school safety patrols as official policy. Frederiksen Elementary School: The traffic volumes on Amador Valley Boulevard meet the minimum volumes necessary for an adult crossing guard. Although the pedestrian volumes cannot be counted until the 1985-86 school year is in session, it is highly likely that the minimum pedestrian volumes will be met at whatever intersection is designated to be on the official route to school. A discussion on where to place an adult crossing guard on Amador Valley Boulevard is contained in the next chapter. Wells Intermediate School: The students of Wells Intermediate School are in seventh or eighth grade. The crossing guard warrants in the Cal trans Traffic Manual are specifically for elementary school pedestrians. Therefore, no specific crossing provisions are needed for Wells students since they are older and capable of crossing streets unassisted. However, the crossing provisions for elementary students are available for Wells students also, if they so choose to plan their route to school in order to use them. Nielsen School: The problem of crossing San Ramon Road has been addressed by the existing two adult crossing guards at Shannon Avenue and at Amador Valley Boulevard. Silvergate Drive remains the street which poses the most problems to elementary students. According to a speed survey conducted by JHK & Associates on December 11, 1984, the 85th percentile speed is 37 mph between Silvertree Lane and San Sabana Road. The police department should include Silvergate Road in the program of selective enforcement of speed limits on Dublin residential streets. -7- Silvergate Drive and Hansen Drive is also considered a busy intersection. However, neither this intersection nor Silvergate Drive and Amarillo Road currently has the minimum volumes necessary to meet the crossing guard warrants. A discussion of when to consider crossing guards on Silvergate Drive is contained in the next chapter. Another problem at Nielsen School is due to parents driving their children to school, especially on rainy days. The size of the Nielsen School attendance area makes this issue more problematic than at any other elementary school. The curb between the northern and southern driveway, and again south of the southern driveway is designated as a passenger loading zone. A traffic engineer observed parents arriving to pick up their children on March 7, 1985, from 1:50 to 2:30 p.m. Some drivers pull into the driveway to wait for their children, and the others wait by the curb in front of the school. The cars that wait by the curb do not pull all the way up to allow room for other cars to pull in behind them. Rather they park by the curb space just north of the southern most driveway. Cars which arrive later must back up in order to park by the curb in front of the cars already waiting. This is an inefficient way to utilize the available curb space. It is recommended that the curb be painted white (passenger loading zone) and that additional signing inform the drivers to pull all the way up to the northern driveway. This would utilize the available curb side queuing space more efficiently. For a week or so after the signing changes are installed, a school official or a police officer should be stationed outside to help the parents comply with the new system. TJKM has also identified some possible on-site changes that can be made by the school district to improve traffic flow in the general vicinity. These involve combining the bus and auto loading area and reversing the direction of flow in the parking lot whithin the school grounds. These changes should be considered by the school district for possible implementation. -8- Christian Center School: A speed survey conducted by JHK & Associates on December 11, 1984 revealed that the 85th percentile speed on Vomac Road between Millbrook Avenue and Holanda Lane is 36 mph. The Police Department has indicated that they are going to increase the use of racer to selectively enforce the speed limit on Vomac Road. If police enforcement is successful in bringing speed limits down to 25 mph, then the existing 500 feet of sight distance on Vomac Road would be more than adequate to view the cars and students in the school parking lot. Since there are existing signs and pavement legends warning of a school crossing for both northbound and southbound traffic on Vomac Road, no additional markings and signing are necessary. Miscellaneous: The southern terminus of the crosswalk on the Pact leg of the intersection of Brighton Drive and Lucania Street lines up with a driveway of the Murray School District offices. This crosswalk should be shifted slightly to the Past so that the crosswalk will terminate at the curb and not at the driveway. There currently is one crosswalk on the northern leg of the intersection of Village Parkway and Tamarack Drive. Since Wells School will be the only intermediate school in Dublin, and Wells School is located south of Tamarack Drive, it is recommended that the crosswalk on the northern leg be removed and that yellow crosswalks be painted on the southern leg, the eastern leg and the western leg. -9- RECEMENIATIONS 1. San Ramon Road at Shannon Avenue This intersection currently has an adult crossing guard. Since traffic volumes are not expected to decrease, and the attendance boundaries of Nielsen School will not change, the warrant likely will be met during the 1985-86 school year. Therefore, it is recoimnended that this crossing guard be retained. 2. San Ramon Road at Amador Valley Boulevard This intersection currently has an adult crossing guard. Therefore, no elementary school students will need to cross Village Parkway unless they do not observe the new attendance boundaries. This would be the case with or without an adult crossing guard at this intersection. Since the accclitional traffic may necessitate a change in the type of control, hourly traffic volumes should be counted during the 1985-86 school year when school is in session for a 24-hour period to see if 3-way STOP sign control would be warranted. 5. Amador Valley Boulevard and York Drive There are currently yellow crosswalks on the southern and eastern legs of the intersection of York Drive and Amador Valley Boulevard. Junior high students can cross Amador Valley Boulevard at either the signalized intersection at Village Parkway or at Penn Drive. Elementary students will cross at the adult crossing guard at Burton Street. Therefore crosswalks are not needed at York Drive and they should be removed to discourage students from crossing at that location. 6. Silvergate Drive and Amarillo Road/Peppertree Road Silvergate Drive presently extends west from San Ramon Road and dead- ends just west of Amarillo Road. There is also a segment of Silvergate Drive which extends north of Dublin Boulevard and dead-ends at Hansen Drive. According to the City Engineer, these two segments will be joined when the land between them is developed within the next six months. The buildout of all the residential units on the west side of Dublin that would use Silvergate Drive as a collector street would increase daily traffic volumes on Silvergate Drive to 7,600 vpd west of San Ramon Road and 5,900 vpd west of Peppertree Road. In the meantime, the existing volumes on Silvergate Drive (4,200 vpd) do not warrant an adult crossing guard. After Silvergate Drive becomes a through street, hourly traffic volumes and pedestrians should be counted to determine if adult crossing guard warrants are net at Silvergate Drive and Amarillo Road. -12- According to the school principal, many students who reside north of Peppertree Road walk on Peppertree Road to Ladera Drive then to Amarillo Drive and Nielsen School. Since the intersection of Amarillo Road and Silvergate Drive has less traffic than the intersection of Peppertree Road and Silvergate Drive, the crossing guard, when warranted, should be at the intersection of Silvergate Drive and Amarillo Road. Although there is a curve in Silvergate Road at Amarillo Road, the sight distance to the crosswalk is greater than 500 feet for vehicles travelling in the westbound direction and greater than 300 feet for vehicles travelling in the eastbound direction. These distances are more than adequate for vehicles to come to a complete stop even if travelling at 40 miles per hour. The eastern leg of the intersection of Silvergate Drive and Peppertree Road presently has a white crosswalk. This crosswalk should be removed, so that students will be encouraged to cross at Amarillo Road. 7. Davona Drive and Lucania Street The Murray School District should adopt the Caltrans warrants as policy with respect to junior school safety patrols. Then, they should consider instituting a junior school safety patrol at the intersection of Davona Drive and Lucania Street. 8. Village Parkway and Tamarack Drive To aid junior high students from the entire City of Dublin to travel to Wells School, yellow crosswalks should be painted on the southern, western and eastern legs of the intersection of Village Parkway and Tamarack Drive. The crosswalk on the northern leg should be removed. -13- 9. Silvergate Road and Hansen Drive The existing volumes at this intersection do not currently meet the warrants for an adult crossing guard. However, the future volumes are expected to increase significantly over the present volumes after the buildout of the new residential developments on the west side of Dublin. Operating Procedure at Crossings Where School Safety Patrols Are Stationed. (a) At Crossings Controlled by a Police Officer or a Crossing Guard. At crossings where traffic is controlled by a police officer or crossing guard,the safety patrol will direct the crossing of the students in conformity with the signal of the police officer or crossing guard. (b) At Crossings With Automatic Signals. Patrol members shall hold the students off the roadway until the signals allow them to cross safely. The patrol members should allow only the immediate group to cross. All latecomers should wait for the next cycle. (c) At Crossings With No Automatic or Pedestrian Signals. (1) The patrol members shall be so posted as to be clearly visible to approaching traffic. They shall stay out of the moving stream of traffic and where there are parked cars obstructing their view, they shall be posted no farther in the roadway than the outer edge of the parked cars. (2) Patrol members shall not permit students to enter the roadway until it appears it is safe for them to cross. (3) When it appears it is safe for them to cross,the patrol members shall direct the students to cross the roadway in a group. EDUCATION TITLE 5 (Register 77,No.39-3.24-77) (4) When the students are safely across the roadway, the patrol members shall change the signs so that the normal traffic may pro- ceed and so that the students may be held off the roadway. One shall operate as de- scribed in section (c) above.The other patrol member shall operate in uniformity similarly on the opposite side of the roadway and give atten- tion to traffic approaching on that side. (1) Patrol members shall have the responsibility for the operation of the pedestrians'signals during the hours on duty specified in Sec- tion 573. (2) When there is a break in the traffic stream the patrol member shall activate the signal. (3) Patrol members shall hold th.! students off the roadway until the signals allow them to cross. The patrol members shall allow only the immediate group to cross. Latecomers should wait for the next cycle. (f) Pedestrian Tunnels or Overpasses. Patrol members shall be stationed on each side of the roadway so that the protection provided shall be used. (g) Loading on Streetcars. Patrol members shall hold the stu- dents off the roadway until the streetcar or other conveyance which is to be loaded in the roadway has arrived at the loading station and has stopped. The patrol members will then allow the students to cross the roadway to the public conveyance, provided their crossing is not in conflict with a traffic signal, or the direction of a police officer or crossing guard. 575. School Safety Patrol Crossing Sign. (a) The crossing sign shall be a rigid disk 18 inches in diameter and brilliant red in color.The word STOP in 6-inch white letters shall appear in the center of the disk. The word SCHOOL shall appear in 2-inch white letters directly above and parallel to the word STOP,and the word CROSSING shall appear in 2-inch white letters directly below and parallel to the word STOP. (b) The sign shall be fastened to a round pole approximately six feet in length, and at such an angle that when the sign is extended in an operating position the lettering will be horizontal. (c) In lieu of the crossing sign referred to in subsections (a) and (b) of this section,any other type of crossing sign approved by the Depart- ment of Public Works may be used. 576. Uniforms and Insignia. (a) A school safety patrol member (except a member of the R.O.T.C. or California Cadet Corps on traffic duty in his official uniform) shall wear, at all times while on duty, the basic standard uniform specified in this section, except that the rainy day uniform may be worn under appropriate weather conditions. Only the optional additions specified in this section may be added to the uniform. TITLE 5 PUPILS (Register 77.No.39--9-24-77) (b) The basic standard uniform for patrol members is the white or fluorescent orange Sam Browne belt and either an overseas type fed- eral yellow or fluorescent orange cap or a yellow or fluorescent orange helmet. NOW, THEREFORE , BE IT RESOLVED that the Dublin City Council does hereby adopt Table I Recommended Crossing Guard Warrants for the City of Dublin (attached) , which shall be the official policy until such time as the City Council either amends or rescinds the policy. Adult Crossing Guards may be warranted under the following conditions: I 1. At uncontrolled crossings: Where there is no alternate crossing guard within 1,200 feet; and where vehicular traffic volume exceeds 350 vehicles in each of any two daily hours during which 40 or more school pedestrians cross while going to or from school. i 2. At STOP sign controlled crossings: 1 Where there is no alternate crossing guard within 1,200 feet; and where the vehicular traffic volume on roads of four or more lanes exceeds 500 vehicles per hour during which 40 or more school pedestrians cross going to or from school. 3. At traffic signal controlled crossings: A. Where the number of vehicular turning movements through the school crosswalk exceeds 300 vehicles per hour while school pedestrians are going to or from school. B. Where there are circumstances not normally present at a signalized intersection, such as crosswalks more than 80 feet long with no intermediate refuge, or an abnormally high proportion of large comzmercial vehicles. • I I I I I I
