Requests for funding will be brought to the City Council in the future for approval DESCRIPTION: On February 12 , 1990, the City Council discussed the Tri-Valley Transportation Council (TVTC) Initial Report titled "A Perspective on Tri-Valley Transportation" (see Attachment 2 ) . At that time, Staff indicated that the TVTC had met on Thursday, February 8,. 1990, and requested each member jurisdiction to consider a draft resolution adopting a TVTC Work Program (see Attachment 1) . The City Council continued its discussion of the initial report so that it could review the report together with the draft resolution. Staff has prepared the following draft comments for City Council review and consideration: Page 9 ; under 2) Local Planning: fifth bullet should read "extension of Hacienda Drive to segment of Dublin Boulevard. " Extension to the Dougherty Valley is not planned nor proposed in the Dublin General Plan. ---------------------------------------------------------------------- ITEM NO. COPIES TO: Planning Files [PLNG-08 :CC-TVTC] Page 9 , under 3) Transit Planning: first paragraph, first sentence should refer to "East Dublin/Pleasanton" station rather than East Dublin/Hacienda. - Page 12 , Table 2 Tri-Valley Population Estimates, Dublin, Local Estimates County/City GP's should read: "56 ,500 to 85, 500 (build- out) " and comments should read: "local build-out range incorporating current concepts in East and West Dublin GP amendment studies . " Page 13, Table 3 Tri-Valley Employment Estimates, Dublin, ABAG Projections - 2005, PRO-89 should read: "20, 600" . Page 15, Table 4 Potential Growth In The Tri-Valley Area, East Dublin, comments should read: " . . .Area includes about 7 ,400 acres . . . " Page 15, Table 4 Potential Growth In The Tri-Valley Area, West Dublin, Estimated Potential Development should read: "2,200 to 4 ,400 d.u. " and Facilities Likely To Be Affected should read: 11580 interchanges with Eden Canyon Road and Schaefer Ranch Road" . Page 17, under 3 . Areas with Major Development Potential, third paragraph, fifth bullet should read: "access to I-580 from new development in the Dougherty and Tassajara Valleys will put strains on north/south arterials through Dublin. " This comment paraphrases the second bullet in the context of Dublin rather than San Ramon and Danville. The draft resolution references the adopted Memorandum of Understanding (see Attachment 3) and the initial report. The draft resolution would do two things : 1 . It would adopt the TVTC 1990 Work Program as attached to the draft resolution. 2 . It would request/direct the Technical Advisory Committee to prepare a detailed report outlining ways to achieve the Work Program for future action by the TVTC. The draft resolution does not provide any funding to accomplish the Work Program. Specific requests for funding would need City Council approval . The Work Program attached to the draft resolution includes the following items : Under Priority #2 Planning for the long term "Providing Council with recommendations , including, those associated with funding and implementation, on how current plans and policies might be changed to address longer-range needs . " [PLNG-08 :CC-TVTC] -2- - Under Priority #3 New approaches to planning: "review and modification, as appropriate, of development and transportation policies in potential rail corridors, to ensure the highest degree of complementation. " The items referenced above may raise several potential policy questions : 1 . Would the work program authorize the TVTC to take actions to change or modify local plans and policies? 2 . Would such actions be consistent with the scope of the Memorandum of Understanding? The City Council may want to adopt a slightly amended work program to be more consistent with the Memorandum of Understanding. Using language similar to that used in the Memorandum of Understanding, the amendments could be as follows : "providing Council with suggestions, including, those associated with funding and implementation, on how current plans and policies might better address longer-range needs . " "review and suggestions regarding development and transportation policies in potential rail corridors, to ensure the highest degree of complementation. " On Friday, February 16 , 1990, the Technical Advisory Committee (TAC) met and discussed the need to concentrate on concensus building and near term action as indicated as Priority #1 in the 1990 Work Program. The TAC is preparing a rough draft Request for Proposal (RFP) to address only the Priority #1 items as the first phase of the Work Program. The RFP will be reviewed by the TVTC, then presented to the City Council for approval . Staff recommends that the City Council direct Staff to send comments to the TVTC and consider approving the draft resolution with amendments . [PLNG-08 :CC-TVTC] -3- f - RESOLUTION 1990 - 1 TRI-VALLEY TRANSPORTATION COUNCIL ADOPTING A TRI-VALLEY TRANSPORTATION COUNCIL WORK PROGRAM WHEREAS, . the jurisdictions named below have formed the Tri-Valley Transportation Council for the purpose of addressing transportation and related issues :in the Tri-Valley .Area; and WHEREAS, the member jurisdictions have unanimously agreed on the purposes and intent of the organizations as outlined in the Memorandum of Agreement; and WHEREAS, the Tri-Valley Transportation Council has reviewed in detail policies and plans, growth estimates, issues and opportunities and possible work program activities as outlined in the Report, "A Perspective on Tri- Valley Transportation", prepared by The Metropolitan Transportation Council; . and WHEREAS, one of the most important objectives has been to prepare a work program for the .Tri-Valley Transportation Council which implements the purposes of the organization; BE IT RESOLVED, by the member jurisdiction that the attached Work . Program 'is hereby adopted; and the Technical Advisory Committee is requested to prepare a detailed report outlining the methods of achieving this work program for future action by the Tri-Valley Transportation Council. Transportation Plan -and Program which includes the following content: Priority #1 Planning for the near term. • preparation of an inventory of existing major system deficiencies in priority order; • identification `of 'appropriate strategies for addressing these problems (capacity improvements, congestion mitigation measures; etc. ) ; and • estimation of costs and funding sources. Priority #2 Planning for the long term. • analyses of the potential impacts of anticipated growth on the planned Tri-Valley transportation system to identify problems, these analyses to be based in part on the use of a computer model; • evaluation of the potential for alternative transportation plans and policies to mitigate future problems, again using the computer model ; and • providing Council with recommendations, including, those associated with funding and implementation, on how current plans and policies might be changed to address longer-range needs. Priority . #3 New approaches to planning • development of a strategy to balance jobs with affordable housing in the Tri-Valley; and • review and modification, as appropriate, of development and transportation policies in potential rail corridors, to ensure the highest degree of complementation. The Transportation Plan and Program should include the following events: a. Identify major deficiencies on the existing transportation system that require immediate attention. b. Tong, Planning Director EXHIBITS ATTACHED: Exhibit A: A Perspective on Tri-Valley Transportation RECOMMENDATION Consider the draft comments, make any needed I revisions and direct Staff to send the comments to the TVTC FINANCIAL STATEMENT: None DESCRIPTION: The Metropolitan Transportation Commission (MTC) has prepared for the Tri-Valley Transportation Council (TVTC) an Initial Report titled "A Perspective on Tri-Valley Transportation". The intent of the report was 1) to identify Tri-Valley transportation issues and opportunities and 2) suggest an ongoing Tri-Valley transportation planning program. The report suggests the preparation of a Tri-Valley Transportation Plan and Implementation Program; and a potential . sequence of tasks to develop it. Strategies to administer and fund the future planning efforts. are left to the Tri-Valley Technical Advisory Committee to develop for TVTC consideration and action. The TVTC is discussing the hiring of an outside project manager and consultant to prepare the plan within an 18..to 24 month time . frame. Financing discussions have concentrated on various forms of shared financing among the agencies -as well as other public and private funding sources . The TVTC has '.also discussed the organizational options of a Joint Powers' Agency and a. Memorandum of Understanding. Staff has prepared draft comments for City .Council review and consideration in order to help meet the stated intent of the report. " This comment paraphrases the second bu11et__in- the-context_of Dublin rather than San Ramon and Danville. 4 Emy #? 1A CA im A r_ moo ATTAC- MEMORANDUM OF UNDERSTANDING TRI-VALLEY TRANSPORTATION PLANNING PROGRAM This Memorandum of Understanding is effective on the date last entered hereon by, and between, and among the County of Alameda, the County of Contra Costa, the Town of Danville, and the Cities of Dublin, Livermore, Pleasanton and San Ramon. R E -C I T A L WHEREAS, the jurisdiction's names above have formed the Tri-Valley Transportation Council for the purpose of addressing transportation and related issues in the subregion comprised of their jurisdictional territories (the "Tri-Valley Area"); and WHEREAS, adequate transportation facilities are essential to the orderly development of the Tri-Valley Area; and WHEREAS, the Tri-Valley Transportation Council recognizes that the regional and subregional transportation concerns and issues of its member jurisdictions are best resolved on a regional or subregional basis; and WHEREAS, it is the intent of the parties to this Agreement that they establish a mechanism by which to jointly plan the nature, location, and operation of major transportation facilities in the Tri-Valley Area; and WHEREAS, it is the further intent of the parties to this Agreement that they jointly seek funding from any and all available sources for the construction and implementation of such jointly planned facilities. T A I M' s Ekt f�"v -Al srgH Memorandum of Underb.,nding 'Fri-Valley Transportation Planning Program NOW, THEREFORE, in consideration of the mutual promises and covenants contained in this Agreement, and of the mutual advantages to be obtained from the implementation of such promises, the parties hereto agree as follows: 1. The Tri-Valley Transportation Council will jointly review and provide comments and suggestions on any member jurisdiction's proposed General or Specific Plans or Amendments, when such proposed Amendments involve regional or subregional transportation issues. This paragraph shall not be construed to prevent any individual member jurisdiction from submitting its own comments on such General or Specific Plans or Amendments. 2. The Tri-Valley Transportation Council will jointly review and provide comments and suggestions on any proposed new freeway, expressway, arterial, transit project or major intersection improvement of regional or subregional significance located in whole or in part in any member's territorial jurisdiction. This paragraph shall not be construed to prevent any member jurisdiction from submitting its own comments on such proposed facilities. 3. The Tri-Valley Transportation Council will prepare a Tri-Valley Transportation Plan, the primary purpose of which is to coordinate the planning, approval, funding, construction and operation of transportation facilities in the Tri-Valley Area. The parties hereto will consider the Plan when adopting or amending transportation portions of their General Plans, Specific Plans, Zoning Ordinance, or Capital Improvement Programs. 4. The Tri-Valley Transportation Council will seek, on behalf of its member jurisdictions, funding from Federal, State and local sources for transportation, 2 Memorandum of Under. iding 1'ri-Valley Transportation Planning Program plarming, facilities, improvements, projects and operations, when such activities and improvements are consistent with the Tri-Valley Transportation Plan. S. The Tri-Valley Transportation Council shall serve as a forum for the resolution of transportation related disputes between member jurisdictions. 6. The Tri-Valley Transportation Council will formulate rules and procedures to implement the foregoing agreements, and to provide for a budget and administrative support with equitable cost sharing.
