If the Council wishes to change the current compensation to Commissioners, Staff will prepare the necessary Ordinance and schedule a future public heating. FINANCIAL STATEMENT: Undetermined. DESCRIPTION: At its August 3, 1999 meeting, the City Council directed Staff to place the issue of Commissioner compensation on a future agenda for discussion. The Council also requested that Staff survey other cities on this topic. In August of 1989, the City Council adopted Ordinances establishing compensation forthe City's Planning Commission and Parks & Community Services Commission members. In July of 1999, the Council adopted an Ordinance establishing compensation for the City's newly formed Heritage & Cultural Arts Commission. The Planning Commission members are paid $30 for each meeting attended to a maximum of three meetings ($90/mo.) in a calendar month. Parks & Community Services Commission members and Heritage & Cultural Arts Commission members are paid $30 for each meeting attended to a maximum of two meetings ($60/mo.) in a calendar month. Commission members Shall not be deemed to be City employees by virtue of such payment. Staff surveyed a total of 16 cities in Alameda County and Tfi-Valley Cities in Contra Costa County. Of those cities surveyed, nine cities (Alameda, Albany, Danville, Fremont, Hayward, Oakland, Piedmont, San Leandro and San Ramon) view service on the various Commissions to be volunteer service and thus, the Commissioners are unpaid. Berkeley pays Planning Commissioners $30 per meeting. Newark pays Planning Commissioners $50 per meeting. COPIES TO: l~/cc-formslagdastmt. doc ITEM NO. Pleasanton pays Planning Commissioners $50 per meeting up to $100 per month maximum. Tracy pays Planning Commissioners $50 per meeting, not to exceed $150 per month. Parks & Community Services Commissioners are paid $25 per meeting. Emeryville pays Planning Commissioners $1 O0 per month. Other Commissioners are .unpaid. Union City pays Planning Commissioners $1 O0 per meeting (not to exceed 2 meetings per month). Other Commissioners are paid $50 per meeting (not to exceed 1 meeting per month). Livermore pays Planning Commissioners $250 per month. Other Commissioners are unpaid. Recommendation: Staff recommends that the City Council discuss the issue of compensation for the various Commissions, and provide appropriate direction to Staff. Should the Council desire to change the compensation amount(s), Staff should be directed to prepare the necessary Ordinances for consideration at the next City Coimcil meeting.
