DESCRIPTION: , In July 1991., the City Council approved a Stann Water Utility Fee which would be charged to all property owners in the City in order 10 offset the Cost of the Federally mandated National Pollution Discharge Elimination System (NPDES)Program. The program is designed to reduce urban stonnwater runoff pollutants which enter the storm drain system and eventually deposit in the south San Francisco Bay. These pollutants cause permanent damage to the birds and marine life of the Bay. ' Funds collected through the storm water fee are used to cover the cost of street sweeping and catch basin cleaning, which are included in the program's Best Management Practices, as well as to. fund the staff time needed to carry out the local information/education program and make inciustrial site inspections. A portion of the funds also pays for C01Ulty adminiStrative costs. The County..wide program includes mass advertising, program coordination, and stream monitoring. .' ------------------------------------------------------------------- COPIES ~O: . Federal, State, County, City and other publicly owned land is exempt from this fee, except that the Dublin! Alameda County Annexation Agreement .allows for certain fees to be collected by the City of Dublin from the County. It is proposed to modify the method of establishing fees for certain uses. Mixed use parcel's fee will be based on the proportion of the various uses for that parcel. Vacant lots are proposed to be charged at one half (112) their developed rate based on current zoning rather than the full rate. The storm water fee is collected by Alameda County through the property tax bills and passed on -te Dublin, less collection fees: Staff recommends that the City: Council conduct a Public Hearing, deliberate, and adopt the Resolution approving the Storm Water Fee for 1996-97. - ~ f;: ; - ?-" L g:\assessdi\stromfee\sfca9697.doc ,;., ,~ "" -}. ,;i Page 2 ~..::.. ..:-:.} . .. . ~.
