Thompson, Public Works Director 1) 2) 3) Draft Ordinance Repealing Limited Parking Zone Location Maps Petition from Adjacent Businesses 6) Open public hearing Receive Staff report and public comment Question Staff and the public Close public hearing and deliberate Waive reading and introduce ordinance repealing limited parking zones Approve No Parking Areas (15 Feet on Each Side of Drive Ways) for Sight Distance Approximately $650 to remove signs and green curb and to install red curb DESCRIPTION: At the City Council meeting of March 2, 1999, a petition (Exhibit 3) was received from Andrea Mokros of Curtis PMC, which occupies a building located at 6591 Sierra Lane. The petition requests that the City remove a 2-hour parking zone located along their property frontage on the north side of Sierra Lane. Ms. Mokros also received written concurrence from Pacific Bell Mobile Services and Ewing Irrigation, which occupy the building on the opposite side of the street at 6640 and 6644 Sierra Lane (the old "Viacom" building)." The on-site parking for the building occupied by Curtis PMC is not sufficient for the number of employees, and the on-street parking is, therefore, needed for the overflow. Staff researched the reasons for the original limited parking zones and found the following: The two-hour parking zone on the north side of the street was originally requested from Alameda County in 1981 by Bedford Properties on the basis that large trucks were parking along the curb and causing a sight distance problem. Since that time, the City has adopted an ordinance limiting trucks to two hour parking throughout the City, making the purpose for this specific two-hour parking zone superfluous. -. Since the type of business occupying this building has changed, and the current occupants do not want to keep the limited parking zone, it is recommended that this curb also be available for normal parking. Both of these limited parking zones were originally adopted by ordinance and must, therefore, also be repealed by ordinance. Staff recommends that the City Council conduct a public hearing, deliberate, waive the reading, and introduce the ordinance. A second public hearing will be needed for adoption. Staff also recommends that the City Council approve aN 0 Parking Zone by installing 15 feet of red curb on each side of driveways along Sierra Lane to improve sight distance for vehicles exiting the driveways on this street. The 15 feet of red curb will be installed on each side ofthe following driveways: 1. 6800 - 6840 Sierra Lane 2. 6700 - 6680 Sierra Lane 3. 6644 - 6640 Sierra Lane 4. 6481 - 6465 Sierra Lane 5. 6487 - 6483 Sierra Lane 6. 6591 Sierra Lane Red curb exists at other locations along Sierra Lane for sight distance proposes. . . ORDINANCE NO. -99 AN ORDINANCE OF THE CITY OF DUBLIN ********* REPEALING LIMITED PARKING ZONES ON SIER..lU LANE The City Council of the City of Dublin does ordain as follows: Section 1: repealed: Limited parking zones identified in the City of Dublin Traffic Code as follows shall be Sierra Lane, Two Hour Parking: On the northwesterly curbline from a point 230 feet southwesterly from the westerly curbline of Dougherty Road, southwesterly a distance of 68V feet. Sierra Lane, Two flour Parking: On the northwesterly curbline from p point 525 feet southwester~v from the westerly curblme of Dougherty Road, southwesterly a distance of ~8) feet. Sierra Lane, Twenty-A1inute Parking: On the southerly curb line from a point 612feef.from the easterly curbline of Sierra Court, easterly a (listance of 140feet. . Section 2: Said limited parking zones shall be removed from the City of Dublin Traffic Code upon . the effective date of this ordinance, and all associated signs and curb markings shall be removed. Section 3: This ordinance shall become effective 30 days after its final passage and adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. There are only four signs I am referring to, located on the north side of the street directly in front of our front parking lot and alongside our building on Sierra Lane. L/et? . It is my understanding these signs were put up at the request of Viacom when they were tenants across the street from our building. Viacom is no longer there, and Ewing Irrigation Products Industrial Plastic. and Pacific Bell Mobile Services are located in their space now. Attached are letters from them concurring with our request, and signatures from other Curtis PMC employees who would also like to see these signs removed.
