Sufficient funds have been budgeted in the Street Maintenance Operating Budget for this purpose. DESCRIPTION: It has come to Staff's attention that parked cars block the view of oncoming traffic for drivers exiting the driveway of the Almond Plaza Shopping Center which is nearest the Sizzler Restaurant. This shopping center also contains other businesses such as the Payless Shoe Source, the Photo Shop, a Chinese restaurant, and other businesses. While making a field study of this area, Staff noted that there is 20 feet of existing red curb at the northern driveway (near Sizzler); however, this amount is insufficient for sight distance purposes as there is a curve in the street which contributes to the visibility problem. In order to alleviate the visibility problem, Staff recommends installing a No Parking zone between the service driveway (behind Sizzler) and the driveway nearest the front of the Sizzler, a total distance of 70 feet (including the 20 feet already red-curbed). The entire remaining frontage of the shopping center would remain available for parking except for an existing 30 feet of red curb at a fire hydrant near the Payless Shoe Source (see Location Map, Exhibit 2). The remaining space 102' in front of the center and 58' near Payless Shoe Source - will accommodate approximately 7 to 8 vehicles. The owner of Almond Plaza Shopping Center has been notified of Staff's proposal regarding the no parking zone and has no objection. At various times of day, Staff has noted from one to four cars parked in the 102' space between the two driveways and one to two cars parked north of the northern driveway in the area which is proposed to be red-curbed. Additionally, Staff noted that there are newspaper racks adjacent to this area. If the No Parking Zone is installed, drivers wishing to purchase newspapers would need to pull into the parking lot or park south of the Sizzler driveway. Almond Plaza and other nearby shopping centers have adequate on-site parking space which does not appear to be full. It was also noted that the entire distance from Amador Valley Boulevard south to driveway behind the Sizzler is already red-curbed but is not in the Traffic Code. There is insufficient room for curb parking in this area; and Staff is proposing to add it to the Traffic Code at this time; therefore, the resolution identifies a total distance of 350 feet. Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution establishing the No Parking zone on the west side of Regional Street. a: [corres) \july\ag$gpkgr ITEM NO. COPIES TO: David Malcolm RESOLUTION NO. -92 A ~ESOLUTION OF THE GITY COUNCIL OF THE GITY OF DUBLIN ESTABLISHING A NO PARKING ZONE ON THE WEST SIDE OF REGIONAL STREET SOUTH OF AMADOR VALLEY BOULEVARD The City Council of the City of Dublin hereby resolves as follows: Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.250, and in the interest of public safety, a no parking zone is established on the west side of Regional Street, from the south curbline of Amador Valley Boulevard, southerly a distance of 350 feet. Section 2: Said no parking zone shall be added to Section 6.28.010 of the City of Dublin Traffic Code. PASSED, APPROVED, AND ADOPTED this 27th day of July, 1992.
