FINANCIAL STATEMENT: Approximately $100 to paint green curb and stencil "20-Minute Parking" legends. This cost would be paid from the Street Maintenance Operating Budget. DESCRIPTION: This item was introduced at the April 23, 1990, City Council meeting. On April 9, 1990, the City Council held a public hearing regarding a proposal that an existing passenger loading zone on Village Parkway in front of the U. S. Post Office be removed and that 35 feet of no parking zone be established adjacent to the center driveway for sight distance clearance. The U.S. Post Office on Village Parkway has moved its mailboxes inside the parking lot, thus eliminating the need for the 94-foot white passenger loading zone along the curb. Rather than allowing unlimited parking at this location, the City Council expressed a desire to establish a 20-minute parking zone. The post office parking lot is generally crowded, and a limited parking zone would prevent all-day parkers and provide three short-term spaces along the curb for customers of the post office and other businesses on Village Parkway. Most transactions at the post office could be concluded within the 20-minute time frame. Staff recommends that the City Council conduct a public hearing, waive the reading, and ADOPT the ordinance repealing the passenger loading zone and establishing a 20-minute parking zone in front of the U.S. Post Office at 6937 Village Parkway. ',,...- '(.4 % COPIES TO: Postmaster Cantu, USPS a TJKM ORDINANCE NO. -90 AN ORDINANCE OF THE CITY OF DUBLIN REPEALING A PASSENGER LOADING ZONE AND ESTABLISHING A 20 MINUTE PARKING ZONE ON VILLAGE PARKWAY The City Council of the City of Dublin does ordain as follows: Section 1. The provision of Chapter 9 of the City of Dublin Traffic Code (adopted by Ordinance 54-87) establishing a passenger loading zone on the easterly curbline of Village Parkway from a point 236 feet southerly from the southerly curbline of Lewis Avenue, southerly a distance of 94 feet, is hereby repealed. Section 2. Pursuant to Section 24(d) of City of Dublin Ordinance 55-87 (Traffic Ordinance), a 20-minute parking zone designated by green curb is established on the easterly curbline of Village Parkway from a point 271 feet southerly from the southerly curbline of Lewis Avenue, southerly a distance of 59 feet. Section 3. This ordinance shall become effective and be in force thirty (30) days after its final passage and adoption by the City Council. Section 4. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
