HomeMy WebLinkAbout6.3 Street Lighting Upgrade &Z0 - (40 CITY OF DUBLIN AGENDA STATEMENT MEETING DATE: March 28 , 1983 SUBJECT Street Lighting Level Upgrade EXHIBITS ATTACHED Resolution RECOMMENDATION �uthorize PG&E to install approximately 230 2 residential and commercial street lights FINANCIAL STATEMENT: Approximately $31 ,000 , which could be incurred by the lighting district , when formed DESCRIPTION At its meeting of February 14, 1983 the City Council authorized the commencement of assessment district formation to finance the cost of street lighting. The council also directed Staff to report back to the Council with recommendations for the addition of street lights to the lighting system. The City Engineer has reviewed the location of the additional street lights proposed by Alameda County and PG&E and recommends a reduction in the number of proposed lights in the residential and commercial areas to approximately 230 lights . Those lights which would be eliminated required the addition of new wood poles and additional overhead wires crossing the street . The additional lights proposed would add 176 lights to residential streets and 54 additional lights on the following arterial streets : Village Parkway Amador Valley Boulevard Dublin Boulevard Clark Avenue Dougherty Road Silvergate Drive The additional lighting proposed above would accomplish the following : 1 . improve pedestrian and vehicular safety. 2 . Provide greater security lighting for private property. 3 . Provide lighting to those property owners which are presently paying their assessment for street lighting, but do not presently have any lighting. The estimated cost of the additional lights is approximately $31 ,000/year. If the local street lighting assessment district is formed , this amount could be added to the total budget of the district . PG&E has indicated that the installation of these lights could begin within 4 to 6 months , and could be completed in about 18 months . ---------------------------------------------------------------------------- / COPIES TO: ITEM NO. AGENDA STATEMENT: Street Lighting Level Upgrade Page 2 REC0MMENDATION Staff recommends that the City Council authorize the addition of street lights as proposed, in order that : 1 ) PG&E can begin its installation program as soon as possible ; 2 ) The City Engineer can develop a budget for the street lighting district in order that the assessments spread among property owners can be developed in accordance with Assessment District Formation Time Schedule ; 3) More residents which are paying for street lighting receive some lighting benefit . OTHER CONSIDERATION As you may recall PG&E and the County also recommended the addition of 41 lights in the commercial area which would require new street poles , wiring and trenching. It is recommended that action be deferred on these additional lights because of the substantial capital costs involved, approximately $193 ,400, until the assessment for the district can be prepared. The Engineer will then be able to determine the impact on assessment by adding such capital costs . RESOLUTION NO . - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN --------------------------------------------------- APPROVING THE UPGRADING OF STREET LIGHTING IN NON-UNDERGROUNDED UTILITY AREAS TO OR NEAR THE LEVELS IN UNDERGROUNDED AREAS WHEREAS , for the purposes of pedestrian safety and residential security, it is desirable to maintain acceptable and uniform levels of lighting along the City ' s street system; and WHEREAS , in older non-undergrounded utility areas , street lights were installed at much lower lighting levels than that adopted for the newer undergrounded neighborhoods . NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby direct Staff to order from and coordinate with PG&E for the installation of street lights on streets presently lighted below the standards now being used in newer subdivisions and arterial streets for those areas which will not require City capital expenditure for this lighting upgrading.
