RECOMMENDAT Olj Approve resolution authorizing Alameda County to ` perform engineering functions and services with regard to the slurry seal resurfacing program. FINANCIAL STATEMENT: Estimated cost of design construction and administration - $47 , 000 . Estimated cost of County repair to streets prior to resurfacing - $20 , 000 . Estimated total $67 , 000 . Sufficient funds are budgete . DESCRIPTION Alameda County has established a resurfacing program for streets under its jurisdiction and has offered this program to cities within the County. This program includes the placement of a slurry seal surfacing every seven years . The County, by combining several areas and cities together in the program, can obtain construction prices at favorable rates due to economics of scale and a wide range of competition. Box 2340 Dublin, CA 94568 Dear Mr. Thompson: SUBJECT: SLURRY SEAL SURFACING - UNIT 17 SPECIFICATION #1450 The Alameda County Road Department is planning to advertise a slurry seal resurfacing project (Specification No. 1450) , which would include the attached list of streets (Exhibit A) in the City of Dublin. A preliminary cost estimate is shown in Exhibit B. The project is scheduled for advertisement in February, 1983 and for construction in July, 1983. To authorize the project in Dublin, please send the Director of Public Works of Alameda County a written request in accordance with the provisions in Resolution No. 158218 attached, which establishes the conditions and limitations under which the County may perform engineering functions and services to Cities and Districts without the necessity of a formal contract agreement. NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby authorize Alameda County to perform engineering functions and services related to the 1983 Dublin slurry seal program. NUMBER-----------------------.. AUTHORIZATION FOR THE DIRECTOR OF PUBLIC WORKS TO. PERFORM CERTAIN SERVICES FOR CITIES AND DISTRICTS WITHIN THE COUNTY. OF ALAMEDA >, WHEREAS, Section 23008 of the Government Code of the State of- California � authorizes a county to lease equipment, perform work, or furnish goods for any district or municipal corporation within the county; and WHEREAS, certain cities and districts within the County of Alameda have indi- cated a desire to have the Coun and services; and ty perform certain public works engineering functions WHEREAS, the furnishing of public works engineering functions and services to cities and districts within the said County of Alameda is to be accomplished through the office of the Director of Public Works of the County of Alameda, and WHEREAS, this' Board of Supervisors finds it desirable that certain conditions and limitations be established under which the Director of Public Works is authorized to .perform the aforesaid public works engineering functions and services to cities and districts within the County of Alameda without the necessity of a formal co ment between the County and said cities or districts each time public worksnengineering functions and services are to be performed; row, therefore, be it RESOLVED, that the Director of Public Works, hereinafter referred to as Director, is hereby authorized to perform on behalf of any city or district within the aforesaid County of Alameda all those public works engineering functions and services said Director is authorized to perform for the County, subject to the following condi- tions and limitations: 1. A written request in duplicate for the performance of such work, in the form of a purchase order or otherwise, of the city or district hereinafter referred to as the 'requesting authority', signed by an authorized officer or employee of the requesting authorit statement that the requesting authori y shall be sent to the Director. Each request shall contain a ty has sufficient funds available therefor, and that the work is to be performed subject to the terms and conditions of this resolution. 2. The Director shall honor the request if he has sufficient men, material and equipment not otherwise fully engaged in other work, and shall indicate that he intends to do the work by affixing his signature to the request and returning the duplicate with his signature thereon to the requesting authority. In such instances, the Director is authorized to use, furnish and supply all labor, supervision, machinery, equipment, materials and supplies necessary therefor to the same extent as he is author- ized by law and this Board to do similar work for the County. In no event shall such request call for an expenditure of funds, including cost for County labor, and/or those other items specified above, in excess of the expenditures allowable by law for the requesting authority without bid or otherwise. 3. The Director shall have full and complete control of the work. --1 Authorization for the Director of Public Works to Perform Certain Services for Cities and Districts within the County of Alameda Page Two 4. The Director shall keep an itemized and detailed cost record for work covered by each request including but not limited to salaries , wages, and other com- pensation for labor, supervision and overhead; the rental value of all county owned machinery and equipment as determined by the Director; rental paid for all. rented machinery and equipment together with cost of the operator thereof if furnished with said rental machinery and equipment; and the cost of all materials and supplies furnished by the County. 5. The Director shall send an itemized statement of all pertinent County charges to the requesting- authority upon the completion of the work, or, if said work continues for more than one month, at the end of each month. The County, however, shall have the right to bill the requesting authority, with its consent, in a manner to be agreed upon should the manner provided above not be suitable for any particular work. 6. The requesting authority is to agree to pay the County the full amount of each statement within thirty days of the receipt of such statement. 7. Whenever street maintenance or construction work is to be performed, the requesting authority shall secure all permits and licenses, rights of entry, easements and similar instruments necessary for the work, and shall arrange with the proper authorities for the temporary closing to traffic of all streets or portions thereof required to be closed during such work. AND, BE IT FURTHER RESOLVED, that Resolution No. 89090 adopted November 25, 1958, and Resolution No. 122897. adopted October. 17, 1967, are hereby superseded.
