FINANCIAL STATEMENT: None associated with speed survey report DESCRIPTION: Section 40802(b) of the State of California Vehicle Code (CVC) provides that an adopted speed limit must be justified by an engineering or traffic survey conducted within five years prior to the date of alleged violation where enforcement involves the use of radar or electronic devices to measure the speed of moving objects, except on residential streets that are less than 40 feet wide. In 1984, the City contracted with JHK Associates to perform traffic studies and recommend speed limits on major arterial and downtown streets. Those speed surveys have now expired. Since that time, TJKM has performed additional speed surveys in conjunction with traffic studies or when alterations to a street required the survey to be redone. Rather than try to keep track of each individual survey by date, Staff asked TJKM to re-survey all locations except those that were just surveyed in 1988 or 1989. The results are contained in TJKM's report, attached. No changes in speed limit are recommended; however, as noted in the report, San Ramon Road between Dublin Boulevard and Silvergate Drive is signed incorrectly. When the Phase II improvements were constructed in 1986, 35 mph signs and pavement legends were installed. The adopted speed limit is 40 mph, and the speed survey supports the 40 mph limit. These signs and legends are being changed. Also enclosed are the spot speed analysis sheets for each survey location. As shown on the summary, we are not recommending any changes to existing speed limits. We do recommend changing the existing speed limit signs on San Ramon Road ..between Dublin Boulevard and Silvergate Drive. These existing signs read 35 miles per hour (mph). The City of Dublin Traffic Code, Chapter 14, calls for a speed limit of 40 mph from Alcosta Boulevard to the Southern City Limit.
