No Parking and Limited Parking Zones on Sierra Lane at Dougherty

FINANCIAL STATEMENT:
The cost of installing approximately 500 feet of red and/or green
curbing is $175. In addition, two signs would be added at a cost of
$150. This cost would be paid from the Street Maintenance
Operating Budget.
DESCRIPTION: The design of the Dougherty Road/Sierra Lane Improvements
includes restriping on Sierra Lane to include separate lef~-, through, and fight-mm-only lanes for the
eastbound direction and separate left- and through/right-turn lanes for the westbound direction. This
design precludes safe parking along the curblines on Sierra Lane as shown in the diagram, Exhibit 2.
Because of complaints received in the past regarding sight-distance problems at driveways, Staff is
recommending the extension of the No Parking area past the first two driveways on the north side of Sierra
Lane (westerly of Dougherty Road).
Staff's initial intent was to install 250 feet of No Parking Zone along the north side of Sierra Lane;
however, after meeting with some of the business owners on that side of the street, it was determined that
a small amount of time-limited parking would be helpful. Therefore, it is proposed to install 35 feet of 15-
minute parking (green curb) at the location shown on the diagram. This limited parking zone would be
restricted to vehicles six feet in height or less because of the visibility concerns.
Following are the locations of these No Parking and Limited Parking Zones
Sierra Lane West of Dougherty:
North Side: 75' of No Parking Zone
35' of Limited (15 min.) Parking
140' of No ParkingZone
South Side: an additional 103' of No Parking Zone
(100' No Parking Zone already exists)
Sierra Lane East of Dougherty
North Side: 70' of No Parking Zone
South Side: 54' of No Parking Zone
On-street parking would still be allowed on most of Sierra Lane. The tight turn lane (eastbound to
southbound) will be of great benefit in reducing traffic congestion for those who work in the business park
and need to turn right onto Dougherty Road to access the freeway. In addition, sight distance will be
improved for drivers exiting driveways near the intersection.
A notice of this hearing has been distributed to the businesses adjacent to this intersection.
Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution
approving the No Parking and Limited Parking Zones on Sierra Lane.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING NO PARKUNG ZONES AND LIMITED PARKING ZONES ON
SIERRA LANE
EASTERLY AND WESTERLY OF DOUGHERTY ROAD
The City Council of the City of Dubtin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.250, and in the
interest of public safety, No Parking Zones shall be established on Sierra Lane easterly and
westerly of Dougherty Road as follows:
Sierra Lane: On the northerly curbline, from the easterly curbline of Dougherty Road
easterly a distance of 70feet, and from the westerly curbhne of Dougherty Road, westerly a
distance of 75feet, and from a point 105 feet westerly of the westerly curbhne of Dougherty
Road westerly a distance of l4Ofeet.
On the southerly curblme, from the easterly curbhne of Dougherty Road, easterly a
distance of 54 feet, and from the westerly curbline of Dougherty Road, westerly a distance of
203feet.
Section 2. Said No Parking Zone shall be added to Section 6.28.010 of the City of Dublin
Traffic Code.
Section 3. Pursuant to City of Dublin Municipal Code Section 6.04.290(D), a time-
limited parking zone (15 minutes maximum) shall be installed in the following location:
On the northerly curbhne of Sierra Lane, from a point 75feet westerly of the westerly
curbline of Dougherty Road, westerly a distance of 35 feet.
Section 4. Said time-limited parking zone shall be identified in Section 6.32.090(D) of the
City of Dublin Traffic Code.
Section 5. Pursuant to City of Dublin Municipal Code Section 6.04.260, and in the
interest of public safety, vehicles over six feet in height shall be prohibited from parking in the
area defined under Section 3 of this Resolution. Said parking restriction shall be identified in
Section 6.28.030 of the City of Dublin Traffic Code.
