No cost to the City. _ DESCRIPTION: As part of the review and approval of the Villages' 145-unit single family development (Village VI) and the other, multi-family phases, certain landscaping and open space maintenance was made a condition of approval. This Maintenance Assessment District provides funds for this work. The City Council approved formation of the District on November 10, 1986, with the initial assessment in the 1987-88 tax year. The County Assessor collects these monies for the City for the maintenance of landscaping and irrigation systems, right-of-way fencing, and walls and entrance signs. The open space parcel maintenance was charged to the District for three years only, similar to the agreement made for Tract 4719. The 1989-90 year was the third and final year that the District paid for open space maintenance, and that cost will now be paid from the City' s park maintenance budget. The District' s boundaries include all of Tract 5511. This year's assessment is proposed to be $120 per single-family lot and $60 per multi-family unit, which is the same as last year' s assessment. The costs projected for 1990-91 exceed the estimated revenue generated by $8,418. The shortfall will reduce the accumulated reserve. The reserve for 1989-90 increased substantially by the end of the year to a projected $111,465 due to the delay in accepting landscaping along Dougherty Road north of Willow Creek Drive and along Fall Creek Road. On April 9, 1990, the City Council authorized preparation of the Preliminary Engineer' s Report which is attached to this agenda statement. On June 11th, the City Council adopted resolutions approving the preliminary Engineer' s Report and setting June 25, 1990, as the date of the protest hearing. Notice of the hearing was published, posted, and mailed to property owners in accordance with Government Code regulations. Staff held an informational meeting with interested property owners on June 19th in order to explain the scope of work and answer any questions. One homeowner attended the meeting and asked some general questions pertaining to formulation of the assessment. Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution. ITEM NO. 61.2, COPIES TO: Rafanelli & Nahas Standard Pacific J.L.
