FINANCIAL STATEMENT:
DESCRIPTION: On June, 25, 1996, the City Council, mandated by the Federal
Emergency Management Agency (FEMA), adopted a new Flood Control Ordinance to comply with the
latest revision of the State model ordinance. The City Council determined that the owners who would be
"".-.. affected by the new ordinance be notified and that an informational meeting be held on July 23, 1996 to
".. hear any citizens concerns related to the new FEMA Maps. The City Council also requested that a
representative ofFEMA and Zone 7 Flood Control Agency be present at the informational meeting.
As a result of proposed changes some 213 properties have been added to the 100 year flood hazard areas
and some 13 properties deleted from the old 1983 FEMA maps.
PROCESS:
1) An informational letter was sent, June 26, 1996, to all affected property owners advising
them of the new FEMA Map designations. Staffhas met with 20 Dublin homeowners since the
letter was sent to explain map changes.
2) A Notice to the Public dated July 9, 1996, was sent to the required posting places; Kiosk;
Senior Center, Shannon Park and Library noting the time and place of the FEMA
informational meeting.
3) After review of the proposed FEMA maps, FEMA will print new 1996 maps and flood
insurance reguirements which will go into effect January 1, 1997.

1) Staff will discuss the revised FEMA maps made available to the City Council and
audience at this meeting.
2) Mr. Kenneth Nauman of the Federal Emergency Management Agency and Vince Wong,
Asst. General Manager of Zone 7 Water Agency will be present to answer questions from those in
attendance.

Dear Property Owner:
Effective January 1, 1997, the Federal Emergency Management Agency (FEMA) has issued a Letter of
MaD Revision changing some of Dublin's flood zone boundaries. Review bv the City's Building

Division indicates that the property listed above is in the revised FEM.t\-designated Special Flood
Hazard Area and, therefore, is subject to mandatory flood insurance requirements or special building
regulations. Because of this change, we suggest that you contact your insurance agent and mortgage
eender if you wish to revise your flood insurance coverage.
Tne City of Dublin would like to inform you that you may take this opportunity under the "grandfather"
provision of the National Flood Insurance Program to purchase flood insurance coverage at a
substantially reduced rate through your insurance company. Tne National Flood Insurance Program
offers low cost insurance. As an example, a flood insurance policy covering $250,000 for the building
and $60,000 for contents the annual premium would be $235.00. For more information please contact
Edie Lohmann with the National Flood Insurance Program (916) 334-1720. If you miss this windo\v of
opportunity to act prior to the effective date of the revised FElvL.:\ maps, your flood insurance premium
will be at the full premi um.

The Dublin City Council will hold a meeting for the following purpose:
New Flood Control Informational Meeting
_L>u1 informational meeting will be held on July 23, 1996, at 7:00 p.m., in the Dublin Civic
Center Council Chambers, located at 100 Civic Plaza, Dublin. Any interested person
may appear and be heard regarding this matter.
Copies of the revised Special Flood Zone Areas may be reviewed in the office of the
Building Division, 100 Civic Plaza, Dublin. If you have any questions or comments,
contact the Dublin Building Department or call: (510) 833-6620.
