DESCRIPTION A petition was submitted to the City Council on
August 8 , 1963 by Elizabeth Schmitt on behalf of the
residents of the neighborhood oft Wineberry Way
requesting stop signs facing the Village Parkway
traffic at Wineberry Way. A traffic study was
conducted by the City Traffic Engineer with the
resulting recommendations noted above .

SUBJECT: Request for STOP Signs at Wineberry Way and Village Parkway
I have completed an investigation responding to the petition for STOP
signs at the intersection of Vi I lage Parkway and Wineberry Way. At the
present time, the average daily traffic on Village Parkway is
approximately 12,000 vehicles per day - approximately equally divided
between northbound and southbound vehicles.
Wineberry Way serves as the sole access for an area with approximately
175 total dwelling units in the future . At present, there are
approximately 1 ,200 vehicles per day on Wineberry Way and this will
increase to between 1 , 800 and 2, 000 vehicles per day upon build out of
the subdivision and full occupancy.
We conducted a 12 hour manual count at the intersection during the week
of September 12, 1983, in order to observe traffic patterns, pedestrian
activity and to determine the degree of problems currently being
experienced by Wineberry Way motorists . Our observations indicate that.
the traffic moves in an orderly fashion at the intersection; there is an
absence of congestion on either street, and there is a minimal amount -of
delay experienced by Wineberry Way motorists. Village Parkway is not
considered a congested street in this area since a four lane divided
street normally can accommodate 20,000 to 25,000 vehicles per day before
congestion occurs .
There are three other locations along Village Parkway where Village
Parkway motorists must stop for secondary intersections. These include
Tamarack Drive, Brighton Drive, and Davona Drive. These three streets
carry the following approximate daily traffic volumes: Tamarack Drive -
2,300 vehicles per day, Brighton Drive - 4,000 vehicles per day, Davona
D.rive - 3,000 vehicles per day. Some of these locations do not meet the
normal minimum requirements established for four way stop installations
so they were probably installed for pedestrian safety or as an attempt
to regulate speeds along Village Parkway.
Recent accident experience at these four locations is as follows :
Wineberry has incurred two reported traffic accidents in the period
January 1 , 1982, through June 30, 1983. During the same time period, .
there were no accidents at Davona Drive and Village Parkway; there were _
five reported traffic accidents at the Brighton Drive intersection; and

one accident at the Tamarack Drive intersection. Both accidents at the
Wineberry Drive intersection occurred between midnight and 12:30 a.m.
There are no crosswalks crossing Village Parkway at Wineberry at the
present time. It does not appear that any school age pedestrians would
have to walk further as a result of not having a crosswalk at Wineberry
Way. Pedestrians bound for Murray Elementary School from the Wineberry
Way area appropriately cross Village Parkway at the. Davona Drive
intersection , currently equipped -with STOP signs . An additional
crosswalk on the north leg of Davona Drive at this location would assist
pedestrians.
Inasmuch as there appears to be an absence of traffic .related problems
at this intersection and that additional STOP signs along Village
Parkway would further encourage the use of residential streets such as
Davona Drive by through traffic, it is recommended that STOP signs not
be installed at Wineberry Way at the present time. As an alternative to
this measure, it is recommended that the City Council authorize the
installation of an additional crosswalk at the Davona Drive/Village
Parkway intersection, subject to the concurrence of appropriate school
authorities , and that the Wineberry Way intersection be monitored for
any future traffic related problems . We would also request that Contra
Costa County monitor the intersection of Kimball Avenue and Village
Parkway, just north of the Dubl in City Limits, in order to instal I any
appropriate traffic control devices at this intersection when required.
It appears that the Kimball Avenue location is the more logical location
for any future STOP signs or traffic signals along Village Parkway.
