CITY OF DUBLIN ~GENDA STATEMENT CITY COUNCIL MEETING DATE: April 22, 1991 SUBJECT Dublin Swim Center Fee Schedule Report By Diane Lowart, Recreation Director EXHIBITS ATTACHED RECOMMENDATION o Resolution f3l" ~ 1. 2. 3. ~ Open Public Hearing Receive Staff Presentation Receive Public Testimony Deliberate Close Public Hearing Adopt Resolution FINANCIAL STATEMENT Net increase in fees will help to offset cost of swim center operation DESCRIPTION : On April 11, 1988, the City Council adopted ReSOlution No. 56-88 which established a fee schedule for the Valley Community Swim Center, since renamed the Dublin Swim Center. The adopted fee schedule is shown below: o - 5 Years 6 - 17 Years Adults Seniors Family Pass - Single $ $ $ $ Admission .50 .75 1.50 1.00 Swim Pass (15 Swims) $ 5.00 $ 7.50 $15.00 $10.00 $75.00 The purpose of the single admission, swim pass and family pass fees is to help offset the cost of operating the swim center. It should be noted that in Fiscal Year 1988-89, the net cost to the City for the swim centers operation was $60,583, and in Fiscal Year 1989-90, the net cost was $95,058. For Fiscal Year 1990-91, Staff estimates that the net cost to the City will be approximately $100,169. Staff recently conducted a survey of public swimming pools in the surrounding area to determine the fees charged for admission and passes. When the initial fee was adopted, the swim center was open during the months of June, July and August. Beginning in Fiscal Year 1989-90, the pool opened in April and closed at the end of September. Based on the information provided above, coupled with the escalating operational costs for the swim center, provides cause to increase the fees as recommended by Staff. The recommended fee schedule for the Dublin Swim Center is as follows: o - 5 Years (no change) 6 - 17 Years Adults (no change) Seniors (no change) Family Pass - $85.00 staff recommends that the City Council conduct the pUblic hearing and adopt the attached resolution amending the fee schedule for the Dublin Swim Center. RESOLUTION NO. 36 - 91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* AMENDING THE FEE SCHEDULE FOR THE DUBLIN SWIM CENTER WHEREAS, on January 1, 1988, the City of Dublin assumed the aquatic programming responsibility for the Valley Community Swim Center from the Dublin San Ramon Services District; and WHEREAS, on April 11, 1988, the City Council adopted Resolution No. 56-88, "Establishing A Fee Schedule For The Valley community Swim Center"; and WHEREAS, it is necessary to revise the fees to reflect changes in the marketplace and in the cost of providing the service; and WHEREAS, the proposed fee schedule reflects these changing conditions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby adopt the fee schedule as shown below: o - 5 Years 6 - 17 Years Adults Seniors Family Pass - $85.00 BE IT FURTHER RESOLVED, that Resolution No. 56 - 88 be rescinded in it's entirety.
