FINANCIAL STATEMENT: Approximately $1,000 to install Stop and Stop Ahead signs and pavement markings. This cost is paid from the Street Maintenance Operating Budget. DESCRIPTION: On February 18th, Staff received a letter from Mrs. Lyn Dinelli, 6979 Portage Road, requesting that stop signs be installed on York Drive at Maple Drive. This location is a "T" intersection with an existing stop sign on Maple at York. A parking lot for Valley High School is opposite Maple Drive on the east side of York. Staff requested that TJKM, the City's Traffic Engineering Consultant, conduct a stop sign warrant study at this intersection. TJKM's report is attached as Exhibit 3 and is summarized as follows: Warrant #1: Volumes TJKM's 24-hour machine counts revealed that the highest 8-hour vehicular volume entering the intersection was 2,279 vehicles, an average of 285 vehicles per hour. The standard 300-vehicles-per-hour warrant may be lowered to 180 vehicles per hour if all applicable factors related to a residential area are met. This intersection does meet all the requirements of a residential area. Therefore, the warrant of 180 vehicles per hour has been satisfied. Warrant #2: Accident History Under this category, the warrant is five accidents in a 12-month period which would have been correctable by installation of stop signs. Only one reported accident has occurred at this intersection within the past three years. As a point of information, the police report indicates that this was an auto-pedestrian injury accident in which the pedestrian did not yield to oncoming traffic and did not utilize either of the two available crosswalks. The accident warrant has, therefore, not been met. ITEM NO.~ COPIES TO: Lyn Dinelli William A. Petschauer Carl Springer, TJKM CITY-CLERK- Warrant #3: Visibility The visibility warrant specifies that visibility be less than 160 feet in each direction. The sight distance on both York D~ive approaches to this intersection was measured and does exceed 160 feet. Therefore, the visibility warrant has not been met. Other Issues: Pedestrian counts during the school "commute" period yielded a total of 10 pedestrians crossing York Drive during the morning and 58 in the afternoon. pedestrians crossed Maple Drive in the afternoon. Seven As a result of the noticing process, Staff received a letter from Mr. William A. Petschauer of 6830 Sage Court, which is attached as Exhibit 3. Mr. Petschauer objects to the proposed installation of stop signs on the basis that a traffic backup will be caused. Conclusion: The warrant study indicates that the volume warrant for residential areas has been met; the other warrants have not been met. Additionally, there is a moderate number of school children using this intersection as a route to local schools. Based on this information, Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution approving installation of stop signs on York Drive at the intersection of Maple Drive. a:(corres)\apr\agstympI Page 2 RESOLUTION NO. -92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING INSTALLATION OF STOP SIGNS ON YORK DRIVE AT THE INTERSECTION OF MAPLE DRIVE The City Council of the City of Dublin hereby resolves as follows: Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.060, and in the interest of public safety, Stop Signs shall be erected on York Drive at the intersection of Maple Drive. Section 2: Said Stop Sign installation shall be added to Section 6.16.010 of the City of Dublin Traffic Code. PASSED, APPROVED, AND ADOPTED this 13th day of April, 1992. CITY ©,~ DUBLIN REceiVED [' AR 2 5 1992 PUBLIC WORKS DATE: March 23, 1992 TO: Mehran Sepehri FROM: Carl Springer ~~ SUBJECT: York Drive/Maple Drive STOP Sign Request This is to present the results of our analysis related to the request for STOP signs at the intersection of York Drive/Maple Drive in the City of Dublin. TJKM conducted 24-hour machine volume counts at the intersection on Wednesday, March 4, 1992. In addition, manual pedestrian crossing counts were conducted at the intersection on the same day. The T-intersection currently operates with stop control on the Maple Drive leg. York Drive is a looping collector road serving this neighborhood that terminates at two locations at Amador Valley Boulevard. Maple Drive is a local street with connections to Edensburg Lan.? and Clark Avenue. There is a private driveway into Valley High School directly opposite Maple Drive. The need for additional STOP sign control on York Drive was evaluated based on the stop sign warrants presented in Attachment A. The following discussion looks at each of the warrants in turn. Warrant 1: Volumes (300 vehicles per hour entering intersection for an 8-hour period) The 24-hour machine counts revealed that the highest 8-hour vehicular volume entering the intersection was 2,279 vehicles, an average of 285 vehicles per hour. Refer to Table I attached for more details on current volumes. The standard 300 vehicles per hour warrant is conditioned to be lowered to 180 vehicles per hour ff all applicable factors related to a Residential Area are met. These factors are all met at this location, and therefore the volume warrant is 180 vehicles per hour. Therefore, the current volume does meet this warrant. Warrant 2: Accidents (5 correctable accidents in a 12-month period) The City staff reports that one accident has occurred at the intersection within the past three years. The reported injury accident occurred near sunset and involved an auto and a pedestrian. It should be noted that the police report concluded that the pedestrian failed to lawfully yield to traffic. Although there are painted crosswalks at this location on both legs of York Drive, the pedestrian apparently crossed through the center of the intersection. This warrant requires five or more accidents of types susceptible of correction by STOP signs within a 12-month period. Therefore, this warrant is not met. Other Issues The pedestrian counts were conducted from 7:50 to 8:30 a.m. and from 2:50 to 3:30 p.m. to reflect the expected peak pedestrian crossing hours based on Valley High School and Wells Middle School schedules. During the a.m. count period, seven pedestrians crossed York Drive on the west leg of the intersection and three pedestrians crossed York Drive on the east leg of the intersection. No pedestrians crossed Maple Drive during the a.m. peak period. During the p.m. count period, 40 pedestrians crossed York Drive on the west leg of the intersection, and 18 pedestrians crossed York Drive on the east leg of the intersection. Seven pedestrians crossed Maple Drive during the p.m. peak period. Summary and Conclusions The City's warrants for STOP sign installations were reviewed based on the current vehicular and pedestrian activity and historical safety information. It was found that: ~ The current hourly traffic volumes do meet the total required. The reported accident at this location (one in three years) does not clearly indicate a safety concern that can be corrected by a STOP sign installation. ~ Vehicle sight distances are satisfactory. · There is a moderate number of school children using this intersection as a route to local schools. In conclusion, it is recommended that: 1.
