DESCRIPTION: At its regular meeting of May 27, 1986, the City Council requested that Staff review the legality and appropriateness of trucks_being parked along Starward Drive north of Amador Valley Blvd. TJKM has reviewed the street in the field and recommends that, because of roadway width, parking of large vehicles be prohibited on Starward Drive between Amador Valley Blvd. and Gunshot Court/Oxbow Lane. The purpose of the study is to consider the need for parking regulations; especially for the parking of large trucks. I reviewed the accident history from 1985 to the present. There were two reported accidents during this period. One occurred in February of 1985, and the other in April of 1986. The one in 1985 was a rear-end accident involving two vehicles heading northwesterly along Starward Drive. The more recent accident was a two-car accident involving one vehicle backing into a parked car . Neither accident involved large parked trucks. TJKM conducted a field review along Starward Drive from An~ador Valley Boulevard to Gunshot Court/Oxbow Lane. This section of Starward Drive is approximately 1,000 feet long. The first 900 feet from Amador Valley Boulevard is mixed development. There is a large shopping center covering approximately 600 feet of the westerly side. The remaining 300 feet on the westerly side is vacant land. Except for about 100 feet of commercial development at the corner of Amador Valley Boulevard, and about 150 feet of medical offices at the northerly end of the 900 feet section of Starward Drive, the easterly side is fronted by 400 feet of apartments and about 250 feet of vacant property. The final 100 feet to Gunshot/Oxbow is single family residential housing. The residence at the southeast corner of Oxbow and Starward has been converted to a child care center. Starward Drive forms an "S" curve from Amador Valley Boulevard to Oxbow/Gunshot. The first curve is to the left and the second is to the right. The second curve is tighter than the first and is signed on both ends with curve warning signs and an advisory speed sign reading 20 mph. North of the second curve, the street is 40 feet wide. South of the curve the street is 52 feet wide. The curve forms the transition between these two widths2' The street is striped for two lanes with a double yellow stripe. Parking is allowed on both sides. Parking is limited to two hours on the 100 feet section of Starward Drive next to the child care center. Street lighting is provided on the westerly side of Starward with eight electroliers spaced approximately 150 feet apart. The street is posted for a speed limit of 25 mph. During our field study on June 2nd at 3:00 p.m., one large truck was parked opposite the medical offices on the westerly side of Starward Drive, about 250 feet from the Gunshot/Oxbow intersection. The truck was parked in the narrower section (40 feet) of Starward Drive in a straight portion of the road. A passenger PLEASANTON · SACRAMENTO · FRESNO' CONCORD Mr. Lee Thompson -2- June 4, 1986 car was parked just north of the truck. These two were the only vehicles parked on the westerly side. There were nine cars and one motorcycle parked on the easterly side of Starward Drive. Six cars and the one motorcycle were parked along the apartment frontage (500 feet in length). Three cars were parked in front of the medical center across from the large truck. Since the truck was parked in a straight section of Starward Drive and there were no similar trucks parked .opposite it, there appeared to be adequate clearance for through vehicles. However, if the truck were parked in a curved area or left to park overnight, it could cause a hazard. The truck takes up approximately eight feet of the roadway, leaving 12 feet with virtually no "shy" distance for passenger cars. TJKM recommends that large trucks be prohibited from parking along Starward Drive from Amador Valley Boulevard to Gunshot Court/Oxbow Lane, a distance of approximately 1,000 feet. Twelve inch by eighteen inch signs reading "NO PARKING FOR VEHICLES OVER 20 FEET IN LENGTH" should be posted along both sides of Starward Drive to accomplish this removal of truck parking. These signs should be posted a maximum of 200 feet apart. This recommendation will allow passenger vehicles to park on-street; especially in the area near the apartment houses. TT/nlc 157-001.3TT AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC R~GULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. NO PARKING ZONES: Vehicles Longer Than Twenty Feet. Article 7, relating to "No Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-296.67 to read as follows: "Sec. 6-296.67 Starward Drive. On the easterly and westerly curblines from the northerly curbline of Amador Valley Blvd., northerly to the intersection of Gunshot Court/Oxbow Lane, a distance of 1,000 feet. Section 2. IMMEDIATE EFFECT: This Ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
