AGENDA STATEMENT •Meeting Date: October 11 , 1982 SUBJECT : Lost Patrol Time EXHIBITS ATTACHED : Memorandum from Chief Shores dated August 18, 1982 RECOMMENDATION • 1) Authorize lease of Suite 217 2) Authorize budget transfer from Contingent Reserve to Building c Management Account in the amount of $2,550 1 FINANCIAL STATEMENT: Additional office rental cost of $2,550 for fiscal year 1982-83. • DESCRIPTION : Chief Shores has brought to Staff's attention the problem of lost patrol time for which the City is presently now paying. Chief Shores indicates in his memorandum that the City is paying approx- • imately $500 per week or $26,000 per year for patrol service dead time. This dead time results from officers reporting for duty at Santa Rita and then waiting for the offgoing shift officer to arrive with the vehicle. This dead time could be substantially reduced by locating a locker area and the evidence room at the same location as the City offices, and having police personnel report directly to the City offices. Chief Shores has identified additional space within the present building which could be obtained at a cost of $300 per month rent and could be made relatively secure from burglars. It is Staff's recommendation that the City Council authorize Staff to enter into a lease agreement for Suite 217 in the City offices, and further authorize a budget transfer from the Contingent Reserve to the Building Management Account. If approved, approximately 1500 hours of additional patrol time would actually be provided. COPIES TO: Chief Shores .„" MA //7. Boyer, Captain • Subject: LOST PATROL TIME PROBLEM Police Services is losing about 30 min. of service time from each officer per shift. This equates to: 12 off. X 5 wkly shifts = 60 work shifts X 2 hr = 30 Ilrs lost per week. 4 sgt. X 5 wkly shifts = 20 work shifts X 1 hr = 10 hr's lost per week. Sgts. 10 X $14.56 = $145.60; Off. 30 X $12.56 =$376.80 TOTAL COST $ 522.40 per week. REASON When Police Services moved to Dublin, officer lockers, vehicles and evidence storage was left at Santa Rita for lack of room in the new facility. This causes our patrol officers to report to Santa Rita for their oncoming shift and wait until the off going shift arrives with their vehicle. This mostly is dead time because all records have been moved to Dublin as has the report writing room and equipment. The trip from Dublin to Santa Rita takes about 10 minutes each way so their is a builtin loss of 20 minutes if the off going and oncoming officers make a perfect connection. This 'connection' is often influenced by the unpredictable time service calls may take, therefore the off going officer often is late in arriving at Santa Rita for shift change. SOLUTION Rent more space at the Dublin address. This space would be used for an officer ;r. locker area and evidence storage. If this were to occur, officers would report to Dublin for duty and any delays waiting for a vehicle could become productive as records and report writing facilities are here, plus do away with the 20 minute turn around time from Dublin to Santa Rita. DSRSD has offered to allow us to store the unused patrol vehicles in their fenced lot. By not having any vehicles at Santa Rita and providing an evidence storage area on site, there would be no reason for Dublin officers to go to Santa Rita at all unless they had a prisoner in custody. PROPOSAL . City to rent space in the 6500 Dublin Blvd` building for Police Services usage as an officers locker room and evidence holding area. Suite 217 (double rooms) is available and would meet the needed requirments. Rental for 217 is approx. $300.00 per month.
