Tong, Planning Director SUBJECT: EXHIBITS ATTACHED: Attachment 1: Notes from City Council January 14, 1993 public hearing RECOMMENDATION: ~) 2) Hear Staff/Consultant presentation Take additional public testimony on the General Plan Amendment and Specific Plan, and hear additional public comments on environmental issues and Eastern Dublin Property Tax Exchange Agreement 3) EITHER: 3A) Indicate by straw vote what issues Staff/Consultants should further analyze, and continue public hearing to specific date giving Sta~f/Consultants sufficient time to respond; OR 3B) Provide other appropriate direction. FINANCIAL STATEMENT: None DESCRIPTION: On January 14, 1993, the City Council opened the public hearing regarding the Eastern Dublin studies, heard Staff/Consultants presentations, took public testimony on the General Plan Amendment and Specific Plan, heard public comments on environmental issues and the Eastern Dublin Property Tax Exchange Agreement, and continued the public hearing to January 21, 1993. During the public hearing, Staff took notes of the comments on flip charts. A typed list of those notes is attached to this Supplemental Agenda Statement (see Attachment 1). Open space should be planned, it should be well-located/configured regional open space. . Review plan in regional open space context before Planning Commission and City Council. . There should be an adequate revenue stream to support plan. . Open space lands should be dedicated as a condition of approval. . Open space planning should be in accordance with open space guidelines. . Regional open space should have a development boundary with small, not large, surface area (fingers of development should be minimized) . Andrea McKenzie . Open space should have a 200 acre minimum size. In should be of manageable size. . Connections to regional level open space should be provided . Transfer of Development Rights receiver sites not present in plan. . The Specific plan/General Plan Amendment open spaces have a lack of connection. . Drainage facilities in Specific Plan are not protected. . Tassajara Creek 3:1 replacement infeasible. Leave channel natural, not channelized. Mariorie Koller . In favor of plan John Anderson . Review water solid waste, schools, job/housing ratios on regular basis to see if still viable. . Interaction of variables, biology/habitats, geology, social/projects, projects in region . Modular. Look at alternative 2 (RDA) instead. . Remove Doolan Canyon from Plan. . APA override can lead to liability re: accidents, noise/golf course. . Schools. Does not like change to General Plan language to say "best efforts to get state funds". State requirements should be met. Policy 8.3 should use old language, development should pay its own way. Mega city from Alamo to Livermore is not acceptable. . Bethel Island/Lawsuit will occur. . Scale down plan to development only on Santa Rita property. . Development should be transit-oriented, . No TWA. . Conserve open space . Minimize traffic. . Develop near transit nodes. . Keep growth at steady rate in compact areas. . Maintain open space integrity. . Transit needs steep density gradients to make it work. Sylvette Phillips . She lives 9000' east of runway. Homes should stay away from airport. . People 9100' from runway complain about noise. .
