developer' s contribution toward the development of
the Park.
2) Request Gates and Associates to enhance the park
design to include these improvements .
FINANCIAL STATEMENT: Additional appropriation of $40, 000 in Park Dedication
Funds is required
DESCRIPTION In June of 1984, the City Council approved Final Tract
Map 5180, (Amador Lakes) . As part of the project approval the developer was
required to dedicate Lot 153 (approximately three-quarters of an acre) as a
park and spend $75, 000 in the development of the park.
Since that time the developer hired David Gates and Associates, Landscape
Architects, to design the park. The park design (see attached) was reviewed
by the Parks and Recreation Commission during a public hearing on
February 12, 1985 . As a result of that hearing the public, the Commission,
and Staff recommended to the devloper that changes be made to the plans .
(See letter of February 28, 1985) .
Since that meeting the Landscape Architect prepared a revised set of park
drawings. After a review of these drawings, the amenities requested by the
Commission were still not included. The Landscape Architect indicated that
the amenities requested by the City could not be accommodated by the amount
budgeted ( $75, 000 ) by the developer for the park. He indicated that by
increasing the budget by $30, 000 - $40, 000, the park could be substantially
improved in accordance with the Commission request.
At the November 5, 1985 Parks and Recreation Commission meeting the
Commission recommended that Gates and Associates improve the park plans as
follows :
1. Children' s Play Area - Expand this area to include a Tot Lot and
explore the possibility of upgrading the proposed play equipment.
2 . Picnic, Tables/BBQ - Include a group picnic area with three to four
tables and a BBQ as well as locating individual picnic tables
around the perimeter of the park.
3 . Fencing - . Provide for fencing around the back and sides of the
park.
The Commission also recommeded that a target figure of $40, 000 be added in
improvements to the park design.

Since no funds have been allocated for this park in the 1985-86 Budget, an
additional appropriation from the Park Dedication Fund Reserve would be
necessary to accommodate these additional park improvements .
Recommendation
Since the Amador Lakes Mini Park will be the first City owned developed park
it' s important that a park design .is based on the City needs, not the budget
constraints of the developer. Therefore, it is recommended that the City
Council authorize an additional appropriation of $40, 000 for improvements
for the Amador Lakes Mini Park from the Park Dedication Fund Reserve, and
request Gates and Associates to proceed with an enhanced design which would
include those improvements .

On behalf of the Park and Recreation Commission, I would like to
thank you for your presentation of the second draft of the Amador
Lakes Minipark at the February 12, 1985 meeting. Since that
time, I have reviewed the plans with the Cities Police Chief and
Engineer. A summary of the concerns are as follows:
Commissioners/Adjacent Residents
1. Addition of an adult facility i.e. basketball/volileyball
court or fitness court.

2 . Include drinking fountains and barbecues .
3. Play equipment should be appealing to children.
4 . Trees in the southwest corner could create an area of limited
visability.

1. Berm surrounding play area still appears to be too high. '
2. Play equipment should be designed so as not to obstruct
visability.
Lee Thompson, City Engineer - 829-4916
1. Would like to see the grading plans (contours and slopes) .
2. Children's Play Area
a) Shape appears to be unfunctional for maintenance.
b) Sand or bark surround play equipment.
c) Include a drain
3 . If the park is lit, he lights must be shielded from the
adjacent properties. '
4 . Will there be ground cover or turf around the trees lining
the perimeter of the park.
