Street Name Change
FINANCIAL STATEMENT: Approximately $500-$800 for new street
signs, and approximately $4000 for each of two or more
highway signs; property owners, residents, and tenants may
incur additional expenses for changes in stationery and
legal documents. A budget transfer of $4800 from the
contingent reserve would be required.
DESCRIPTION: At its May 2, 1983, meeting, the
Planning Commission initiated a street name change study
from San Ramon Road to Foothill Road. The name change would
apply to San Ramon Road, from I-580 to Alcosta Blvd. A
total of about 20 parcels would be affected, including the
Springs Apartments (176 units) , the shopping center at San
Ramon Road and Alcosta Blvd. , and the Workbench and other
uses in the San Ramon Road Specific Plan area.
The Planning Commission expressed an interest in
utilizing the Foothill Road address because of potential
advertizing benefits associated with Stoneridge Shopping
Center, which is also located on Foothill Road.
The Dublin San Ramon Services District, Fire
Department, has expressed concern about the duplication of
the name, Foothill Road, in both Dublin and Pleasanton, and
potential confusion in responding to an emergency call. The
Fire Department would not be opposed to a North Foothill
Road street name. .
On July 18, 1983, the Planning Commission reviewed the
proposal at a public hearing. Several comments were made in
favor of the street name change:

1. The proposal would provide a consistent name for a
street within Alameda County.
2. There would be potential advertising benefits
associated with the Stoneridge Shopping Center and its
Foothill Road address.
Other comments were made in opposition to the street
name change:
1. The proposal would create unnecessary expenses to
the City.
2. The proposal would require some existing businesses
to make costly changes to their advertisements.
3. The road is well known under its current name.
The Planning Commission considered a motion to
recommend approval of the street name change, but the motion
failed for lack of a majority (2-1) . No recommendation was
made by the Planning Commission.
On September 17, 1983, the City received a letter from
the Postal Superintendent opposing the renaming of San Ramon
Road to Foothill Road, because of the duplication of
addresses that would occur.
Staff recommends that the City Council adopt either:
1) adopt the resolution approving the street name change to
North Foothill Road; or, 2) adopt the resolution denying the
street name change.

WHEREAS, the Planning Commission has initiated a Street
Name Change : San Ramon Road to Foothill Road, for the area
between I-580 and Alcosta Blvd. ; and
WHEREAS, the City of Dublin has adopted Ordinance 4-83 ,
for the establishment and changing of street names ; and,
WHEREAS, the City Planning Department Staff has caused
the required notices to be posted and mailed; and,
WHEREAS, the Planning Commission reviewed the proposed
street name change at a public hearing on July 18, 1983 , and made
no recommendation; and,
WHEREAS, the City Council has reviewed the proposed
street name change at a public ;fearing on September 26, 1983 ; and,
WHEREAS, pursuant to the State and City e_ivironmental
regulation, the project is catagorically exempt under Class I :
Existing Facilities ; and,
WHEREAS, the Citv Council finds that :
1 . The proposal would provide a consistent name for a street within
Alameda County;
2 . There would be potential advertising benefits associated with the
Stoneridge Shopping Center and its Foothill Road address .
NOW, THEREFORE, BE IT RESOLVED that the City Council
approves the street name change : San Ramon Road to North Foothill
Road.

Dear Mr. Tong:
The Dublin San Ramon Services District Fire Department
has reviewed the proposed name change for a portion of
San Ramon Road from I-580 to Alcosta Blvd. to Foothill
Road.
Please be advised that while the Fire Department has no
objection to changing the name of San Ramon Road, we feel
that changing it to Foothill Road might cause problems
in locating emergencies as the majority of Foothill Road
lies South of Highway 580 in the City of Pleasanton. We
would suggest that, if the road is renamed, it be well
designated as being north of 580, such as North Foothill
Road.

Dear Members of the City Council:
I am in receipt of information that you have scheduled a
public hearing on September 26, 1983 concerning a street
name change for San Ramon Road to be renamed Foothill Road.
I strongly object to this proposal and urge you to defeat
any motion to rename San Ramon Road to Foothill Road.
The street number range on San Ramon Road is 7000 to 8999.
An existing portion of Foothill Road within our postal
delivery area, the portion south of Castlewood Country Club,
has a number range of 7200 to 8099. If San Ramon Road were
to be renamed Foothill Road there would be a duplication of
street addresses on Foothill Road within our postal area.
Mail for residents of "Foothill Road" in Dublin and that
portion of Foothill Road in Pleasanton with the same number
range would undoubtedly be mishandled, delayed, and could be
erroneously returned to the sender. We would be unable .to
provide the type of efficient mail service we desire to
provide to all of our customers.
In addition, I imagine there could be a possibility of
unnecessary problems with emergency services and citizens
requiring the use of the 911 service if a duplication of
addresses existed on Foothill Road in Dublin and Pleasanton.
An emergency vehicle could possibly be dispatched to an area
several miles from the address where its services could mean
a matter of life or death.
I appreciate the opportunity to bring these points to your
attention and deeply hope you agree San Ramon Road should
not be renamed Foothill Road.

STREET NAME CHANGE :
OMAC ROAD TO WEST VOMAC ROAD _
A public hearing s opened for the purpo of hearing comments
regarding a pro sed change of the name of ac Road to West
Vomac Road. Tong explained that the City uncil had
initiated a treet name change study at its Apri 11, 1983 ,
meeting, d Staff recommended that the Planning Co ission
recomme approval of the street name change from Voma Road to
West mac Road.
A otion was made by Cm. Mack to approve the name change . Th
otion was seconded by Cm. Vonheeder and passed by unanimous vot
of th mmi resent .
STREET NAME CHANGE:
SAN RAMON ROAD TO FOOTHILL ROAD
At its May 2 , 1983 , meeting, the Planning Commission initiated a
street name change study from San Ramon Road to Foothill Road
from I-580 to Alcosta Blvd. Mr . Tong introduced the item and
recommended that the Planning Commission consider the. reasons for
an action, and make a recommendation regarding the street name
change from San Ramon Road to Foothill Road.
In the discussion that followed among t-4a-e a small number of
members of the audience , there appeared a general vocal
resistence to the name change . It was suggested that the matter
be considered after LAFCO makes its decision regarding Dublin ' s
Sphere of Influence , and at a time when all Commissioners are
present to consider the matter .

It was noted that findings were also required within the
Resolution to Approve/Not Approve the Street Name Change _ There
was a discussion regarding a number of findings which might be
cited in regard to changing the street name .
Cm. Vonheeder made the motion to adopt the Resolution
Recommending Approval of the Street Name Change : San Ramon Road
to Foothill Road.
At this time , Chairman Tenery turned the Chair over to Vice-
Chairperson Vonheeder and seconded the motion .
After the Chair was passed back to Chairman Tenery, a vote was
taken . With Cm. Mack dissenting, the motion failed for lack of
majority .
Staff was directed to forward a copy of the minutes of this
discussion, regarding the name change of San Ramon Road to
Foothill Blvd. , to the City Council for their information.
REVIEW OF WORKING PAPER
EXISTING CONDITIONS AND PLANNING !SUES
Mr . ong reviewed the General Plan Citizen ' s Workshop, h d on
July 1- 1983 . He noted that Planning Commissioners , taff, and
General an Consultants were present at the worksh as well as
approximate 24 Dublin citizens . He then intro ced Mr . John
Blayney, Gene 1 Plan Consultant, who was pres t to review and
explain the plan ng options suggested in t' current stage in
the development of '-he Dublin General Pl
Staff recommended that e Planning ommission review and comment
on the Working Paper I , an forw d the Working Paper, with ;.-
comments , to the City Council .
Mr . Blayney explained some dditiona information which was
provided to the Commissi hers regardin lanning options which
were formulated from e planning issues p viously presented.
The question of t ffic concerns appeared to be main concern of
the Commissione with relation to the new indus ial and
commercial ( ' s-producing ) developments being cons t cted in
nearby citi s , as well as the construction of addition a housing
projects ithin the City of Dublin .
East- vest traffic flow was also a topic of concern, especially
vi v of the extension of Dublin ' s city limits , should the
