FINANCIAL
STATEMENT:
The request is to fund crossing guard services for FY
1993-94, retroactive to July 1, 1994. If the City
Council chooses to assume the cost of crossing guard
services for the balance of FY 1993-94 (January 1 thru
June 30, 1994), using a temporary service agency, the
cost will be approximately $19,746. This estimate
includes the cost of purchasing capital equipment
(vests and STOP paddles).
DESCRIPTION: Since Dublin's incorporation in 1982, the city has contrac-
ted with Alameda County for the provision of adult crossing guard
services. Alameda county also provides adult crossing guard services to
Castro Valley, San Lorenzo and to the unicorporated areas of Hayward.
Prior to 1982, the School District and Alameda County jointly funded the
services; and prior to 1979, the California Highway Patrol provided the
services at the County's expense.
Adult crossing guards are typically assigned where official supervision
of elementary pedestrians is desirable while they cross a public highway
on the "suggested route to school." Further, pursuant to the state of
California Traffic Manual, "adult crossing guards are a supplemental
technique and not a traffic control device" section 10-07.2.
Initially, the responsibility for providing adult crossing guards was
shared between the Murray Elementary School District and the city of
Dublin. Given that school districts typically have control over
attendance boundaries, designation of utilized school sites, and
decisions related to student transportation, the shared responsibility
for these services seemed appropriate.
Prior to the 1984-85 school year, both agencies provided two adult cros-
sing guards. In 1985-86, the School District reduced its coverage to
one, while the City continued to provide two crossing guards (at San
Ramon Rd and Shannon Avenue and at village Parkway and Tamarack).
Subsequently, the School District ceased to provide adult crossing
guards services and the city assumed the full responsibility and cost
associated with funding four adult crossing guards at the following
'locations:
1. San Ramon Rd and Shannon Ave
2. Amador Valley Blvd and Burton st
3. Silvergate Dr and Amarillo Rd
4. Amarillo Rd and Alegre Dr
During the Fiscal Year 1993-94 budget deliberations, the city of
Dublin was faced with a serious budget deficit. Consequently, the city
council adopted a number of reduced service levels. One of the services
eliminated from the FY 1993-94 budget was adult crossing guards.
Currently, the city of Dublin has an open contract with Alameda County
Department of Public Works for the provision of traffic signal
maintenance and adult crossing guard services. The current agreement
provides for "zero crossing guards" at the rate of $10.66 per hour for
an estimated 3,379 hours of service (for all of FY 1993-94) for a total
cost of $36,022.

previously funded by the city of Dublin. It should be noted that none of
the four locations meet current crossing guard warrants as confirmed by
the city Engineer.

above) the city council may choose to fund crossing guard services at
one of the service levels shown below:

and June 16, 1994.

staff recommends that the City Council consider the request to fund
crossing guard services and first decide whether or not to fund these
services. Second, staff recommends that if the city council chooses to
fund adult crossing guard services for the balance of the Fiscal Year
(January 1 through June 30, 1994) that it authorize the City to proceed
with the services of a temporary service agency. Third, staff recommends
that the city review the issue of adult crossing guard services
with the School District prior to adopting the FY 1994-95 budget.

Dear Mr. snyder:
Last June our District was informed that the city's
1993/94 adopted budget did not include funding for adult
crossing guard services . Givan the time of the year, our
Board had no option but to fund adult crossing guard
services until alternatives could be explored.
The Board feels very strongly that the safety of our
community's children supersedes legislative action. '
Now that the city's funding position is better known, we
request that the city fund this service to Dublin
residents as in the past. To that end we ask that this
item be included on an upcoming city council agenda. We
would be very'happy to have representatives present to
discuss this matter further with the city council. Thank
you for your co-operation.
