Phillips , Fire Chief, Dublin San Ramon Services District , dated .June 25 , 19$5 RECOMMENDATION Receive Report and direct Staff to inquire as to the possibility of a credit for the funds not expended FINANCIAL STATEMENT: The proposed 19$4-85 reimbursement schedule provided for a maximum reimbursement of $2 ,44$ DESCRIPTION The County has established an Emergency Medical Service District for the provision of emergency paramedic ambulance service within the County. The City of Dublin is included within this District . Among the services provided by the District is the training of the personnel who are regularly dispatched as first responders on medical emergencies . Chief Phillips of the Dublin San Ramon Services District has noted several difficulties with the method of reimbursing agencies responsible for emergency response , for costs associated with training. First , the proposed agreement has language which binds the City and refers to required actions by the fire department . Given the special district status of the fire department , the City cannot commit to the language of the current agreement . Second , the Dublin San Ramon Services District would be required to utilize the funds for only personnel who are assigned to the City of Dublin. The jurisdiction and service area for DSRSD would complicate the record keeping required for a small reimbursement: The funding for this program is derived from special assessments on each piece of property. If the funds collected are unable to be utilized in the City of Dublin , it may be appropriate for a credit to be levied on Dublin taxpayers . Chief Phillips will be in attendance to discuss developments with the program. Medical Services Agreement that each of us will be entering into with the County of Alameda. Our subcommittee has not yet begun negotiations with County staff, but we will be doing so in the very near future. In the meantime , and , in order to protect the amount of training dollars you are to be reimbursed for the 1984-85 fiscal year, your City should approve the attached Agreement. I You will note the Agreement only covers the 1984-85 fiscal year. The Master Agreement, which has yet to be negotiated , will be effective during the 1985-86 fiscal year and subsequent years afterward . Your City should execute the attached Agreement and get it to the County so that it can be executed prior to June 30, 1985. •-- - Sincerely, LEE HORNER City Manager LH/cm Attachment (i L 1 I "S� ,; t -'ORMORu�E EMERGENCY MEDICAL SERVICES AGREEMENT This Agreement is made and entered into this day-of , 19 by and between the COUNTY OF ALAMEDA, hereinafter referred to as "COUNTY" and the CITY OF DUBLIN, hereinafter referred to as "CITY." WITNESSETH: WHEREAS, the COUNTY has established an Emergency Medical Service District (EM-1983-1 ) to provide emergency paramedic ambulance service within its jurisdiction; WHEREAS, the territory of the City of Dublin is within the Emergency Medical Service District; and WHEREAS, the CITY is willing to provide first response to requests for emergency medical assistance in order to perform emergency first aid and basic life support prior to arrival of the ambulance; NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS: 1 . The CITY through its fire department shall respond according to its custom and practices to requests for emergency medical services within its jurisdiction, which are determined by CITY'S or other emergency dispatch center to be potentially life threatening. 2. The CITY shall undertake to train and cause to be certified as Emergency Medical Technicians - I (EMT-I) personnel who are regularly dispatched as first responders on medical emergencies. 3. The CITY shall adhere to reasonable medical protocols established by the County Health Officer. 4. The CITY agrees to complete a First Responder Prehospital Care Report on a form provided by the COUNTY for each emergency medical response. One copy of the report shall be given to the ambulance crew to accompany the patient to the hospital , one copy shall be maintained by the CITY, and one copy shall be provided to the COUNTY. 5. The CITY agrees to participate in meetings and committees sponsored by COUNTY related to EMS activities. 6. The CITY shall make reasonable efforts to assist the COUNTY in collection of pertinent statistical data regarding the CITY'S responses to ' medical emergencies. The COUNTY shall reimburse the CITY up to the maximum amount shown in "Exhibit A" for EMT-I and related medical training of first responder personnel and for purchase and maintenance of non-consumable medical equipment approved by the COUNTY for use by first responders. However, expenditures for consumable medical supplies or for wages or benefits paid first responder personnel shall not be eligible for reimbursement. 8. The CITY shall submit claims for payment to the COUNTY no later than sixty (60) days following the end of the fiscal year in which the expenditure was incurred. Such claims shall be accompanied by supporting documentation as may be reasonably required by the COUNTY. The COUNTY shall reimburse the CITY within sixty (60) days of receipt of CITY'S claim for payment. 9. The CITY agrees to indemnify and to save and hold harmless the COUNTY and its officers and employees from and against all claims, costs, demands, causes of action, suits, losses, expenses, or other detriment or liability arising from or out of CITY'S performance of this Agreement. This Agreement may be modified in writing by mutual consent of the parties hereto. 11 . This Agreement shall be effective July 1 , 1984 and shall terminate on June 30, 1985. COUNTY OF ALAMEDA CITY OF DUBLIN By By Chairman, Board of upervisors Title Address Date Date 5075A EXHIBIT A REIMBURSEMENT SCHEDULE The maximum reimbursement to the CITY for a fiscal year shall be that amount of reimbursement which bears the same ratio to the total dollar amount allocated by the Board of Supervisors for first responder training and equipment as the ratio of benefit units within the territory of the City bears to the total number of benefit units for the District. Box 2340 Dublin, CA 94S68 Dear Mr. Ambrose: Mr. Rankin of your staff contacted me last week regarding the Emergency Medical Services agreement between the City of Dublin and the County of Alameda for fiscal 84/85. Please be advised that the position of the Dublin San Ramon Services District has not changed since this matter was first brought to our attention. The agreement binds the City to perform certain functions through a Fire Department it does not control. Further, the County ENS office has indicated to us that we may only use funds for First Responder training for employees assigned to the City of Dublin. Since our personnel cross not only county lines, but also go into rural Alameda County, the bookkeeping would be a nightmare, and the expense of maintaining records is not justified by the small stipend ($2,448) which would be provided to the District. As a personal commtent, I would suggest that the County reduce the assessment levied on Dublin taxpayers by $2,448.
