The cost of preparation of the report by the Consultant will be paid by a Grant from the Office of Traffic Safety. DESCRIPTION : At the regular City Council meeting on October 22, 195~, the Council selected JHK & Associates to prepare a Comprehensive Traffic Engineering Study. The first element of that project is the development of an engineering and traffic survey to establish appropriate speed limits. Vehicle Code R~qu-r~m.~n~s Local jurisdictions have the authority to establish speed limits between 25 miles per hour (MPH) and 55 mph as appropriate, through the enactment of an ordinance. If a street does not have a posted speed limit, the California Vehicle Code (CVC) states that in residential and business districts, it shall be 25 mph, and 55 mph elsewhere. However, Section 40801 of the CVC disallows the use of radar enforcement of speed limits on specified streets unless the speed limit is justified by an engineering and traffic survey. Section g0802 of the CVC establishes the following criteria for streets which must be surveyed if radar enforcement is utilized in the enforcement of speed limits: 1) Roadway width of more than ~0 feet. 2) More than one-half mile of uninterrupted length. 3) More than one traffic lane in each direction. Based on these criteria the City T~m~=lC Engineer identified the street segments to be included in the survey. The Vehicle Code also defines the elements to be included in the engineering and traffic survey. The following criteria are found in Section 627 of the CVC and were utilized by JHK & Associates in making recommendaomons~' for speed limits' 1) Prevailing speeds as determined by traffic engineering instruments. 2) Accident records. 3) H~ ' ~gaway, traffic and roadside conditions not readily apparent to the driver. ITEM NO. ~' ,~ COPIES TO: Chamber of Commerce AGENDA STATEMENT: Page 2_ Establishment of Speed Limits Recommended Speed Limits Table 1 outlines the findings of the survey conducted by the Traffic Engineering Consultant. The recommended speed limits take into consideration the required data as noted above. The recommendations have been reviewed by both the Dublin Police Services and the City's Enginering Department. Staff concurs with the Consultant's recommendation based on the results of the speed survey. Also, the acceptance of these speed limits will provide continuity in the enforcement of speed limits. If a speed limit is adopted which cannot be justified by the engineering and traffic survey, the traffic court may refuse to recognize the legitimacy of citations based upon radar enforcement. Ordinance Establishing Traffic Regulations The attached ordinance will consolidate the speed limits for City streets under one document. The existing speed limits were adopted by the City Council through the adoption of County Ordinance Title 6, Chapter 18. This was also amended by the adoption of Dublin Ordianances Numbers 10-83 and 13-8~. The first related to Sierra Lane and Sierra Court. The second established a 25 mph speed limit on Amador Valley Boulevard between Stagecoach Road and Village Parkway. These actions have been consolidated wish the Consultant's recommendations in the proposed ordinance. Recommendation it is S~aff's recommendation that the City Council receive public testimony and introduce the ordinance. INTRODUCTION This report is prepared in conjunction with a Comprehensive Traffic Engineering Study being conducted by 3HK & Associates for the City of Dublin. The report's purpose is to recommend speed limits on City streets where it is appropriate for speed limits to be posted. This introductory chapter describes the background and process for setting realistic speed limits. Chapter Two describes the methodology used in the study and the recommended speed limits are included in Chapter Three. An appendix is included which contains the recommended wording for the section of the Municipal Code applying to speed limits. An additional appendix provides detailed speed survey data. CALIFORNIA SPEED LAWS The State of California has enacted legislation stating that governmental agencies (i.e. cities and counties) have the authority to set speed limits on local streets within their jurisdictions. Like other laws relating to the operation of motor vehicles, state laws regarding speed limits are included in the California Vehicle Code. The state, through CALTRANS, publishes guidelines on how to set reasonable speed limits based on traffic engineering studies. Prior to 1973, the state's guidelines for setting speed limits were not enforceable by law. Thus, local jurisdictions were free to either follow the state's guidelines or ignore them and se*. speed limits as they wished. In 1973, the state legislature enacted new rules regarding the enforcement of speed limits. Section 40501 and following sections of the California Vehicle Code now state that the radar enforcement of speed limits not justified by an "engineering and traffic survey" (conducted in the past five years) is illegal. Local iurlsdictions still have the authority to set speed limits, but only those speed limits justified by an ,'engineering and traffic survey" can be enforced by radar. Since radar is the most effective means of enforcing speed limits, most local jurisdictions the II justify all speed limits by an engineering and traffic survey" as defined in vehicle code. Specific rules on the conduct of an "engineering and traffic survey" are published by CALTRANS. 1-1 In certain cases, the requirement for an "engineering and traffic survey" is waived. Local jurisdictions may use radar to enforce a 25 mph speed limit on residential streets where the following conditions exist: 1. Roadway width is not more than 40 feet. 2. Not more than one halt mile of uninterrrupted length exists. 3. Not more than one traffic lane is provided in each direction. Many of Dublin's residential streets fall into this category and were not included in this study. In some cases it is appropriate for a local agency not to post a specific speed limit on a given street. For these streets, the California Vehicle Code specifies a prima facie speed limit of 25 mph if the street is in a residential or business district and 55 mph if the street is outside residential or business districts. The speed study described in this report constitutes an "engineering and traffic survey" as specified in the California Vehicle Code. Using this report as a basis, the City will be able to use radar for enforcement of speed limits on all city streets. The speed limits recommended in this report will apply tot a period ot up to five years. At that time, new speed studies will be required if the City wishes to continue to use radar for the enforcement of speed limits. REALISTIC SPEED LIMITS Drivers are required by state law to operate their vehicles at a safe speed in consideration of roadway conditions. The majority of motor vehicle drivers can be relied upon to travel at a reasonable and prudent speed while travelling on City streets. Because most drivers travel at a reasonable speed~ existing speeds on a given street are one of primary factors used in setting speed limits. Under normal / conditions, the speed limit on a particular roadway should be set at the maximum of the range of speeds at which reasonable drivers travel. In most cases, the 85th percentile speed of existing traffic is used. For a given roadway, the 85th percentile speed is determined such that 85,% of the drivers travel at or below this speed. 1-2 There are a number of factors which could be present on a given street which would lead to setting of a speed limit different from the 85th percentile. A high accident rate with large numbers of speed-related accidents might indicate that many drivers are travelling at unreasonably high speeds. There are also factors such as the presence of driveways, schools, or other roadside conditions which are not readily apparent to motorists. Such conditions would justify the setting of a speed limit lower than the $Sth percentile as a warning to motorists who are unfamiliar with the area. Speed limits, like other laws, are often ignored when they contradict the behavior of the public majority. Studies have shown that speed limits cannot normally be used to dictate the speed at which drivers will travel. In most cases, drivers will continue travel at a speed which they feel is reasonable regardless of the posted speed limit. A high level of enforcement will not necessarily change this situation since it is not possible for police to monitor the speed of every vehicle on a given street. Speed limits are generally of great interest to motorists, residents, and the general public. Requests for changes in speed zoning are often made on the presumption that safety will be improved and that better traffic flow or reduced speeds can be achieved. As indicated above, the setting of unreasonable speed limits will typically be ignored. Thus, any changes in speed zoning should always be based on an engineering study which takes into account such factors as existing speeds, accident history, and roadside conditions. The setting of an unreasonable speed limit will not have the desired effect of changing vehicle speeds, but will result in speed violations by the majority of drivers. In summary, the setting of a realistic speed is intended as a way of guiding reasonable motorists as to the safe speed for a given roadway. A reasonable speed limit will provide conformance with state law and a means of separating the majority of motorists from the unreasonable violators. J 2. STUDY PROCEDURES The analysis of each street segment in the study included an existing speed survey, a check of accident records, and a review of roadside conditions. Each of these three aspects of the study is described in more detail below. SPEED SURVEY Speed surveys were performed using a speed radar gun. Data was taken from a vehicie parked in an inconspicuous location on the roadside. Only free-flowing vehicles in the traffic stream were included in the survey. Vehicles which closely follow other vehicles are not free to select their own speeds. Construction areas, inclement weather, and other unusual situations were avoided. Along streets with medium to heavy traffic, one hundred sample speeds were obtained at each location. For a few of the smaller streets, it was not cost-effective to obtain one hundred samples, and a somewhat lesser number was used. The data collected in t~e speed surveys was used to develop a number of useful statistics. These include: - 85th Percentile Soeed: This is the speed below which 85% of the vehicles are traveling. It is used as the speed limit in many cases where no unusual circumstances exist. - 50th Percentile Soeed: This is the median speed. Half of the vehicles travel above this speed and half below. - 10 mph Pace Speed: The pace speed is that 10 mph range which kontains the 'spee'ds of the greatest number of vehicles. Normally, the speed limit will be within or slightly above the pace. A listing of these statistics for all locations in the survey is included in Chapter 3. REVIEW OF ROADSIDE ~ONDITION5 Each street segment in the study was examined by a traffic engineer. This part of the study was conducted to evaluate a variety of factors which cannot be taken into account through the use of the available speed statistics. Engineering 2-1 judgement was applied to ~:ake into account such factors as adjacent land use, hazards not readily apparent to the motorist~ and potential for conllicts with pedestrians and other vehicles. REVIEW OF ACCIDENT RECORDS Accident records were reviewed for all street segments to identi~y any locations with an unusual accident history. The SWITRS accident records for 2uly 1982 through 2une 1984 were the primary source o£ this information. Street segments which had an unexpectedly high accident history were studied to determine whether speed was a significant factor in accidents. A high level of speed-related accidents would iustify a speed limit lower than the 85th percentile. This lower speed limit would serve to guide motorists that their perception of the correct speed may be too high. 2-2 3. RECOMMENDED SPEED LIMITS This chapter contains recommended speed limits~ a data summary, and a brief explanation for each street segment where a change in speed limit is recommended. A summary of the data collected is shown in Table I along with recommended speed limits for each of the 3~ street segments included in this study. The basic speed survey data is included in Appendix B of this report. Figure 1 shows a map of the recommended speed limits. It is recommended that the City of Dublin Municipal Code be revised to reflect the results of this study. Appendix A shows the recommended wording for the speed limit section of the code. It reflects the results of this study as well as previous speed studies conducted for the City of Dublin. CHANGES IN EXISTING SPEED LIMITS Amador Plaza Road, Amador Valley Boulevard to End There is currently no speed limit posted on this street segment. The recommended speed limit is 30 mph. This is based on the $Sth percentile speed of 32 mph, since there has been no roadside conditions or accident history which would indicate otherwise. Amador Valley._Boulevard, Sta_~ecoach Road to Dou_g.hertw Rd. There is currently no speed limit posted on this street segment. The 85th percentile speed is 40 mph and the pace speed range is 29-39 mph. The recommended speed limit is 35 mph. This recommendation differs from the $Sth percentile for 'cwo reasons. The 35 mph speed limit provides a better transition to the 25 mph zone on Amador Valley Blvd. west of Stagecoach Rd. There are also vertical curves in this street segment which are not readily apparent to the motorist. 3-1 0 Clark Avenue, Village. Parkway to Maple Drive The existing speed limit on this street is 25 mph, and the recommendation is to increase this to 30 mph between Village Pkwy and Dublin Blvd. The 30 mph speed limit corresponds with the 85th percentile speed of 32 mph. There are no roadside conditions or accident history which would indicate setting a different speed from the $Sth percentile. The recommended 30 mph speed limit would be consistent with the adioining section of Village Pkwy, for which a 30 mph speed limit is also recommended. North of Dublin Blvd. the existing 25 mph speed limit is consistent with the adjoining residential area. Doughert~ Road= Amador Valley Boulevard to Cit~ Limit. There is no speed limit posted on this street segment and the legal limit is therefore 55 mph. The recommendation is to set a speed limit of #5 mph. This corresponds with the $Sth percentile speed of t~9 mph. There is a 25 mph curve in this segment for which appropriate warning signs have been posted. Deu.ghertv Road, Amador Valle.v Boulevard to Sierra Lane The existing speed limit is 25 mph from Monterey Dr. and Ventura Dr. and 35 mph between Monterey Dr. and Sierra Lane. The recommendation is to set a 35 mph speed limit throughout the segment. The 85th percentile speed is g3 mph and the pace speed range is 35 to g5 mph. This street segment forms a transition between the rural portion of Doughert7 Rd. north of Amador Valley Blvd. and the commercial area south of Sierra Lane. The recommended speed limit of 35 mph marks this '~ransition. The 25 mph speed limit currently posted between Ventura Dr. and Monterey Dr. is unrealistically low~ considering existing speeds and roadside conditions. Dublin Court~ Dublin Boulevard to End There is no speed limit currently posted and the recommendation is to set a 25 mph speed limit. This recommendation is close to the 85th percentile speed of 28 mph and within the pace speed range of 19 to 29 mph. 3-2 Golden Gate Drive1 Dublin Boulevard to End There is currently no speed limit posted and the recommendation is to set a 30 mph speed limit. This is somewhat less than the $Sth percentile speed of 36 mph~ but falls within the pace speed range of 29 to 39 mph. The recommended speed limit is less than the $Sth percentile due to the presence of driveways for local access. Regional Street? Amador Valley Boulevard to End The existing speed limit is 25 mph and the recommendation is to increase this to 30 mph. This recommendation corresponds to the gSth percentile speed of 30 mph. There are no roadside conditions or accident history which would indicate setting a speed limit lower than 30 mph. Scarlett Court? Dou,~her.,t~ Road to End The existing speed limit is 25 mph and the recommendation is to increase this to 30 mph. The recommended speed limit corresponds more closely with the 85th percentile speed of 38 mph and falls within the pace speed range of 27 to 37 mph. The horizontal curves and driveways near Dougherty Road justify a lower speed limit than the $Sth percentile. Village Parkway: Amador Valle}, Boulevard to Clark Avenue The posted speed limit is 25 mph and the recommendation is to increase this to 30 mph. The 85th percentile speed of 38 mph and pace speed range of 29 to 39 mph indicate that the existing speed limit is unrealistically low.
