FINANCIAL STATEMENT: None
DESCRIPTION The City has received a letter from Tom Andr•e:,rs , Chief
Executive Officer of Valley Memorial Hospital requesting the City to support
Valley Memorial Hospital ' s bid to become an Advanced Life Support Base
Station Hospital . As indicated in Mr. Andrews ' letter, Base Station
Hospitals are given the responsibility of directing pre-hospital medical
care conducted by paramedics within those geographic zones specified by the
County . Presently , Valley Memorial Hospital is in the same zone as Eden
Hospital in Castro Valley .
Alameda County has indicated that it will be selecting one base station '
hospital to provide advanced life support within each zone . T'riose hospitals
that are interested in becoming the advanced life support base station
hospital have an opportunity to submit proposals to the County and compete
for that designation .
If the City Council concurs that Valley Ivlemor-ia! Hospital should be
supported in its effort to obtain the advanced. life support base station
hospital designation, it is recommended that the attached resolution be
adopted .

SUPPORTING VALLEY MEMORIAL HOSPITAL' S APPLICATION TO
ALAMEDA COUNTY TO OBTAIN DESIGNATION
AS AN ADVANCED LIFE SUPPORT BASE STATION HOSPITAL
WHEREAS , Valley Memorial Hospital has provided emergency
care to the residents of Dublin, San Ramon, Pleasanton, Livermore
and Sunol for 23 years ; and
WHEREAS , Valley Memorial Hospital was instrumental in
the creation of Emergency Medical Service in Alameda County; and
WHEREAS , Valley Memorial Hospital has operated a basic
emergency room service and actively participated in the Emergency
Medical System of Alameda County since its inception; and
WHEREAS , Valley Memorial Hospital has actively supported
the expansion of Emergency Medical Services to include Advanced
KLife Support ; and
WHEREAS Valley Memorial Hospital has the. facilities ,
personnel and resources to provide leadership in Advanced Life
Support Services .
NOW, THEREFORE , BE IT RESOLVED that the City Council of
the City of Dublin supports Valley Memorial Hospital ' s application
to Alameda County to obtain designation as an Advanced Life
Support Base Station Hospital .

Dear Mr. Ambrose:
I am writing to ask your help on a matter of vital importance to Valley
Memorial Hospital and the residents of the Tri-Valley. As you know,
Alameda County is currently enhancing its emergency medical services
system that provides for the emergency transport, pre-hospital care,
triage and trauma care of injured people. Part of this system in-
volves the designation of specific hospitals as Advanced Life Support
(ALS) Base Station Hospitals.
Base stations are given the responsibility of directing the pre-hospital
medical care conducted by Paramedics within geographic zones specified
by the County. Additional responsibilities include the close coordi-
nation, training and evaluation of Paramedics, Mobile Intensive Care
Nurses, and Physicians involved in pre-hospital care within the zone,
and providing community education regarding emergency services and acci-
dent prevention.
Under a pilot program, the Tri-Valley has been served by Eden Hospital
in Castro Valley. Valley Memorial Hospital has decided to pursue de-
signation as an ALS Base Station Hospital. We have provided emergency
services, including serving as Basic Life Support Base Station for the
Tri-Valley for many years. We believe that due to the unique geograhic
concerns and the rapidly growing population, the Tri-Valley needs an
ALS Base Station Hospital located within the Valley.
I would appreciate your support in the form of a letter or Council Re-
solution which we can include in our proposal to Alameda County. Sup-
port letters need to be received by April 8, 1985. If you have any
