HomeMy WebLinkAbout5.1 Int'l Folk Dance Festival Request CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 22, 1991 SUBJECT Request for City sponsorship of the 1992 International Folk Dance Festival Report by Diane Lowart, Recreation Director EXHIBITS ATTACHED Correspondence from Millie von Konsky, (A� Folk Dance Federation of California RECOMMENDATION Consider request for sponsorship FINANCIAL STATEMENT Cost to City $1,336.00 Lost fee revenue: $ 675.00 DESCRIPTION The Folk Dance Federation of California, has requested that the City of Dublin sponsor the 1992 International Folk Dance Festival scheduled for May 22-25, 1992. As explained in the attached correspondence from Millie von Konsky, the Council is requested to waive the fees for use of School District and City facilities, and to provide printed materials as follows; concert program, general program and promotional flyers. By sponsoring event, Ms. von Konsky states that the City of Dublin will increase the cultural awareness of the entire Tri-Valley Area. Staff has prepared analysis of the request for consideration by the City Council. In discussing the request with the Principal of Dublin High School, Jim Hansen, he indicated that the facilities are available on the dates requested. The fees associated with the use of school facilities as shown above are as follows: Custodial Fees - 33 hours @ $28.06 per hour = $ 925.98 Room Use Fees - $45 per room per day = $ 360.00 Total. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .$1,285.98 It should be noted that the City Council does not have the authority to waive the fees for use of District facilities. However, if the City were to sponsor the festival, the room use fees would be waived and a custodian would not be required provided City Staff were in attendance. --------- -- ------------------------------------------------------ ITEM NO. The fee for use of the social hall is as follows: Room Use Fees - 9 hours @ $75.00 per hour = $ 675.00 Although the Folk Dance Federation of California, Inc. is a non-profit organization, the group does not qualify for the non-profit rate as they do not meet the residency requirement of 51% Dublin residents. Nevertheless, the festival will have an economic benefit to the City as it is estimated that upwards of 500 people from throughout California will be in attendance at the festival. Consequently, the City stands to gain additional transient occupancy tax and sales tax revenue. While the International Folk Dance Festival will be both culturally enriching to the local community and bring additional people into the city, it should be noted that the City is starting to receive an increased number of requests for fee waivers for similar types of events. This is especially true for the high school facilities where requests have been made for waiver of fees for a statewide sports and acrobatic meet, a Northern California Japan Karate Tournament, a youth dance festival and a Native American basketball tournament, to name a few. Therefore, Staff recommends that the City Council consider not only the request for sponsorship from the Folk Dance Festival of California, but the implications that sponsorship may have on future events that come before the City Council. This is a very special and unique opportunity for Dublin to be recognized as a leader in the cultural arts. Our members will be coming from all across the State to participate, and the citizens of Dublin will have an opportunity to be involved as specta- tors or participants. As Chairperson of the 1992 International Folk Dance Festival event, I would be especially proud to coordinate this multi-cultural event in my hometown. Since time is important in establishing the location and confirming the facilities before the end of April , would you please let me know as soon as possible what cooperation I can expect from the City of Dublin.
