HomeMy WebLinkAbout5.1 Designate Rep for Tri-Vly TWA CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 14, 1986 SUBJECT Written Communication - Tri-Valley Wastewater Authority EXHIBITS ATTACHED Letter from Robert Whitley dated March 25, 1986 RECOMMENDATION Designate a representative from the City to sit on the Tri-Valley Wastewater Authority Environmental Review Advisory Committee FINANCIAL STATEMENT: None DESCRIPTION The City has received a letter from Mr. Robert Whitley on behalf of the Tri-Valley Wastewater Authority. This Authority was formed in March, 1986 by a Joint Powers Agreement between the County of Alameda, DSRSD and the City of Pleasanton. The Authority has authorized the formation of an Environmental Review Advisory Committee to assist the Authority � n the environmental review process . It is anticipated that this process would include the development of an umbrella EIR which would address how , large the sewage disposal capacity should be and in .which direction the sewage capacity should be disposed. In addition, it is anticipated that there could be special project environmental reviews subsequent to the umbrella EIR. The Authority has invited the City of Dublin to participate and designate a representative to this Environmental Review Advisory Committee . In all likelihood, this representative would be required to provide the Committee with various types of information regarding anticipated growth within the City and future development . Given this fact, it may be appropriate to consider appointing the Planning Director as the City ' s representative on this Committee. ---------------------------------------------------------------------------- COPIES TO: ITEM NO. • (W WHI # L.EY, BURCHETT 9 and Associates, Inc. t 'r' March 25, 1986 [YIAR igSG City Council City of Dublin Post Office Box 2340 Dublin, CA 94568 Attention: Mr. Richard Ambrose, City Manager Gentlemen: The Tri-Valley Wastewater Authority is beginning the environmental review process for providing additional wastewater disposal capacity for the; communities in the Amador, Livermore and Southern San Ramon valleys. The Authority's Board of Directors at its organizational meeting held on March 24, 1986, authorized the formation of an environmental review advisory committee to assist in the environmental review process. The Board requested that an invitation be extended to your agency to provide either an elected official or a senior staff person to represent your agency on this committee. Please acknowledge this invitation and indicate your agency's designated representative by return mail to my attention by April 18, 1986. For background purposes, the Tri-Valley Wastewater Authority (TWA) is a public agency formed in March, 1986 by a Joint Powers Agreement between Alameda County, the Dublin San Ramon Services District and the City of Pleasanton. The Dublin San Ramon Services District, on behalf of the three agencies, contracted in August, 1983, with Brown and Caldwell, consulting engineers, for the preparation of a plan for wastewater reclamation for the San Ramon Valley, and in December, 1983, with CH2M-Hill, consulting engineers, for the preparation of a wastewater management planning study. The planning efforts were required to identify the most desirable and cost-effective plan to provide wastewater treatment, transmission and disposal facilities with adequate capacity for future needs. The agencies have received the foregoing studies and plans and have determined that the public interest, convenience and necessity require the development of one or more projects consistent with said plans. The purpose of the Authority shall be to continue and expand the above-described planning efforts, select a project or projects implementing such plans, perform necessary environmental reviews, arrange required financing, acquire property, design and construct a project or projects and provide for management, operation and maintenance of such project or projects. 39 QUAIL COURT, SUITE 201, WALNUT CREEK, CA 94596 (415) 945-6850 City of Dublin March 25, 1986 Page Two The Authority desires your agency's participation on this advisory committee to obtain the benefit of your experience and views regarding the necessary environmental review process for a wastewater program to serve the future needs of the valley area.
