DESCRIPTION: William Harlan, the Director of the Center for Higher Education in San Ramon Valley has requested an opportunity to discuss the Center's plans for the use of a portion of the Camp Parks property for Community College purposes. Attached to the agenda statement is a letter which explains some of the background for the Center's concept. O. Box 2340 Dublin, CA 94568 Dear Mr. Ambrose: In a recent letter to you the Livermore City Council suggested some considerations for Congressman Stark's proposed legislation to close Camp Parks. Speaking for the council, Livermore City Manager Lee corner s-'ated, "lf other Fupiic purposes are to be considered for this property, another community college is not a desirable or needed purpose. Funds are already limited for Community College Districts, and Las Positas College can adequately serve the needs of the Tri-Valley area. " Unfortunately, no one from the City of Livermore contacted the Contra Costa Community College District before passing this judgment. The following points may clarify the situation: *The site for a proposed campus at Camp Parks is in the Contra Costa Community College District and would be designed to provide instructional services for the residents of our district living in San Ramon, Danville, Alamo and parts of Walnut Creek. Redirecting these people to Las Positas College in the South County Community College District is not a viable option. * ABAG' s "Projection 90" shows a population of 195, 000 in this area by the year 2000, more than enough to sustain a community college. In the meantime, the campus of Diablo Valley College in Pleasant Hill has reached maximum capacity and cannot accommodate. the projected growth throughout the Central County without an additional campus. * A campus in the San Ramon Valley has been an integral part of our District' s Master Plan since 1965. In 1985 we opened the Center for Higher Education, a satellite operation in San Ramon, :.as a first step toward realizing that plan. CHE now serves 2 , 000 students. * Since 1985, the search for a possible campus, conducted in cooperation with the cities of San Ramon and Danville, has examined over 100 potential sites. By a process of elimination, we have determined that Camp Parks is one of only two remaining sites which are suitable for a new college. They in turn have included the project as one of 20 new colleges being recommended for funding by the California Postsecondary Education Commission. * We have discussed with U.S. Army representatives the possiblity of some sort of joint operation should the camp continue in active military use. We have met with the City Council of San Ramon and received their support for the location of the college at Camp Parks. We have reviewed our plans with the top administrators from Las Positas College and the South County District and agreed to work cooperatively with them as we move forward with the project. Under these circumstances we think locating a community college campus at Camp Parks is a good use of public land and would welcome your support. We would like an opportunity to meet with your Council to discuss our plans in more detail and to hear any concerns or questions which you might have.
