Develop soccer fields on approximately twenty acres of Camp Parks land over the next
3 to 5 years.
Current Situation
Dublin United Soccer League (DUSL) was established in the late 1960's as a non- profit
organization. The Dublin United Soccer League is affiliated with FIFA (Federation
International de Football Association), the international governing body for soccer
worldwide. DUSL provides organized recreational, developmental, and competitive
soccer programs for the youth of our community.
In the past 5 years, soccer has become a year round activity in the TriValley. The
DUSL season begins the weekend in September following Labor Day. Practices for
the teams begin as early as June 15th.
The league uses practice facilities located at Nielsen, Wells, Frederiksen and Murry
schools, Mape and Kolb Parks, as well as the Dublin Sports Grounds. Scheduled'
league games and National tournament youth games are played at the Sports Grounds.
Registration fees contribute 50% of the league annual operating budget. The balance
comes largely from league fundraising activities. The DUSL registration fees have been
maintained at modest levels to permit all eligible Dublin residents to participate. Due to
escalating operating costs, we have had to increase this years dues by 9 %. DUSL
continues to support those families experiencing financial hardships with a local
scholarship program.
Nationally, Soccer is one of the fastest growing youth participatory sports second to
only Basketball among participants under the age of 12 ( refer to attachment #1 ). The
1994 National Soccer Participation Survey reported that 16.4 million individuals played
soccer at least once last year. This number is up 8% over the 1992 survey results.
The US Soccer Youth affiliate registration from 1980 to 1993 has more than doubled,
going from 1 million to nearly 2.5 million players ( refer to attachment #2 ).
Dublin United Soccer League has experienced an average annual growth rate of 12%
over the past 5 years. The 1996 -97 enrollment is over 1,000 players between the ages
of 5 and 19 distributed among approximately 80 teams( refer to attachment #3). In
1996, we anticipate the number of games to be played at the Sports Grounds to
increase. 0

The Problem
The challenge for our players is a shortage of adequate dedicated field space on which
to practice and play games year round. This places our players at a competitive
disadvantage when compared to our neighboring competition.
Increased national interest in Soccer, Dublin community growth, increased enrollment
in DUSL and competition for fields usage, providing adequate space for this growing
sport is becoming a challenge for the city of Dublin
The Opportunity
The opportunity to meet this challenge and develop additional soccer fields for the
community is now obtainable.
Lt. Colonel Bain, the commander at Camp Parks, has made available to the Dublin
United Soccer League, 20 acres of land. If the league can develop the fields, the
youth of Dublin will be given the right to use the fields. Field maintenance (watering
and mowing) will be provided by Camp Parks.
Such a community partnership of DUSL and Camp Parks can solve the field shortage.
Therefore, the league has decided to seize this opportunity.
Additional Benefits
The successful completion of these fields will help preserve the quality of our city's
prime sports center - the Dublin Sports Grounds.
The Dublin Sports Grounds are in high demand because of their location and condition.
They are ideal for soccer tournaments.
Present overcrowding, does not permit the resting of fields during the season.
Dedicated practice fields will permit resting of some of the Sports Ground fields during
the week, preparing the fields for optimal play of games on the weekends.
In the future, parking congestion would be minimized. Also, scheduling conflicts and
competition for fields usage among different sports and events should be eliminated.

Phases of the Proiect
The 20 acres of available land at Camp Parks are bordered on the west by Doughtery
Road ( see diagram #4 ). DUSL's goal is to develop this land in three (3) phases. We
expect to start the process by installing one field this year to satisfy the league's
immediate short -term need.
Phase 1
We will construct one regulation -sized soccer field (approximately two (2) acres). The
first phase will utilize existing parking areas and portable restroom facilities while
providing an irrigated premium soccer field that will be integrated into the general plan.
We are planning the utilization of this initial field by experienced players in the older
age groups. Based on our urgent need for field practice areas it is our intention to
complete phase 1 prior to the end of August 96. (see Timeline: Phase 1)
Phase 2
In Phase 2, the general plan calls for the construction of three (3) to four (4) fields
spread on ten (10) to twelve (12) acres. This phase will include support facilities i.e.
parking, snack -bar, and restrooms in addition to the fields. It is our intention to
complete this phase prior to the end of August 97.
Phase 3
Phase 3 will provide for the development of the remaining acreage by installing
additional fields of varying sizes as indicated by the usage needs of the league.
The rest of the presentation will be focused on phase 1.

Phase 1- Cost Estimate, Schedule of Expenditures & Funding
Phase 1 construction will be accomplished by hiring interested competent professionals
in the construction fields. The costing of the project has been based on preliminary
quotes acquired from local companies. Additionally, the league expects to contact local
trade professionals to seek volunteer support for the project. This volunteer support
may generate savings in the present budgetary projections. Savings generated in
performance of the project are expected to be applied toward construction costs of
future phases. Full financial accounting of the project performance will be provided to
the city, as required.
The following cost estimate is based on the development of one regulation field, similar
in size to field #3 at the Dublin Sports Grounds.

Phase 1- Proiect Timeline
The compressed timeline, though ambitious on the surface, can be accomplished and
will provide soccer play in the 1996 season. Commitment by all members of the
partnership can provide the fields before the opening of league play.

The Re guest
We ask the city to join DUSL, and the Army at Camp Parks in the development of
dedicated Soccer fields for the children in our community.
We ask the City Council for a commitment of $20,000 to fund this worthy project. This
project is a win win win opportunity for all the partners.

THIS MEMORANDUM OF AGREEMENT is entered into by, and between
DUML= UNITED SOCCER LTA= and PMMS RESRRVZ FORCES TRAINTNG
AREA, MML331, CA hereinafter referred to as the Host Agency,

WHEREAS, the HoSt Agency will have available Vacant 10tS to be
shaped into adequate soccer fields for both community, and
PRFTA' s use.
NOW, THEREFORE IT IS AGREED IN ACCORDANCE WITH ARMY REGUL&TION

1. DUBLIN UNITED SOCCER LEAGUE shall:
a. without cost or expense to the United states Army,
shape the desiquated vacant lots into usable soccer fields.
b. Provide materialo and equipment to adequately
fabricaze both playing fields and furnish soccer equipment
(goals, etc).
c. After completeica, will submit a request for approval
of an adequate usage schedule to the MWR POC of the Operations
Division of PRPTA. Request to be submitted /approved on an
annual season basis.
d. Prohibit the possession or sale of drug abuse
paraphernalia, and alcoholic be -weragea.
e. insure that private organization income will not
personally profit individual members.

f. Insure use of the installation facilities by the
organization will not discriminate against individuals or
ether private organizations.
g. Dublin Soccer League will immediately inform
installation commander of any change in officers or points of
contact.
h. Prohibit the use of any herbicide or pesticide on the
premises.
i. Use space without liability to the United States
Government. Insure adequate insurance liability Coverage.
j. Insure any, and all changes in plans or specifications
are approved in writing by the Installation Commander.
k. Insure that the organization will be under the
administrative supervision of the installation MWR Poc for
scheduling.
2. The Most Agency shall:
a. Provide vacant lots to be shaped into adequate soccer
fields for use by both community, and Army groups or
organizations.
b. Provide grass cutting and cosmetic maintenance to the
lots, in accordance with available manpower.
c. Schedule all non - Dublin Soccer League usage so as not
to conflict wa:th approved schedule.
d. Shall have complete control of the soccer fields at
all times and organizations use of the fields must be
approved by the Commander or his appointed designee.
e. Provide adequate security to all fields so as not to
allow any damage to either turf or equipment left on the
playing field.
3. General Provisions:
a. The Host Agency Commander (or designated represen-
tative) shall direct the removal of any person deemed
undesirable or detrimental in any way to the mission,
soldiers, family members, visitors, or civilian employees of

b. Use by the Soccer League is without direct labor cost
or expense to the US Army, except for nominal costs for lawn
caring acid maintenance on underground irrigation .yRtemm,
which is required even though lots may be vacant.
c. All laws of the United States and regulations of the
US Army shall apply to all users and spectators present un"r
the terms of this MM.
d. The Root Agency Public Affairs office will coordinate
all media requests.
4. Effective Date, Suspension and Termination Provision:
a. This MCA becomes ofeact,ive upon signing by the Host
Agency Commander and the Dublin Soccer League administrator.
b. This MCP, may be suspended or terminated by either
party upon 30 days advance notification of such suspension or
termination, or at any time by mutual written consent of both
parties, or at any time upon notice to the other Party of an
operational emergency, or violation of these terms.
S. Review and Change:
a. Required changes to this MQA will be accomplished by
written amendments which will be jointly authorized by both
the Commander, and Dublin Sopaer League Administrator.
