The construction cost for an approximately 1,200' soundwall is conservatively estimated at just over $100,000. This estimate was made without any preliminary investigation and does not include the cost of design, bidding, or obtaining easements. DESCRIPTION: At the April 6th meeting, the City Council received a written request from Mrs. Jean Bolger of 7609 Ashford Way requesting that the Cities of DUblin and San Ramon undertake a joint acoustical study to determine whether a soundwall is warranted for Alcosta Boulevard between Davona Drive and Bandon Drive. The Council requested that Staff contact the City of San Ramon to determine its position regarding the study and possible construction of the soundwall. Attachment 1 is the response received from the City of San Ramon. This letter essentially states that the City of San l~amon does not perceive any responsibility toward a study or construction of a soundwall and has, in fact, removed a project to construct such a wall from its Capital Improvement Program. It appears from traffic volume data that has been COllecied'by tl:i'e-c'ii~; ~6/'~Si/fi'R-~6h-that ~he Average Daily Traffic on Alcosta Boulevard increased about 12.4% between 198-9 and 1997 (approximately 1.5% per year). It was further stated that this increase was "wkhin the range of typical patterns" and did not indicate a sudden increase from new development. While the City of San Kamon WoUld assist the City of Dublin by providing data toward a study or in obtaining permits for construction, no financial assistance is being offered at this time. Ambrose, City Manager City of Dublin PO Dublin, CA 94568 SUBJECT: Sound Study/Soundwall on the South Side of Alcosta Boulevard REF: Letter from the City of Dublin to the City of San Ramon requesting SoundwaI1 Study Dear R/ch: Thank you for your letter of April 7, 1999 regarding the City of Dublin's desire to conduct a sound study for the possible construction of a soundwall along Alcosta Boulevard between Davona Drive and Bandon Drive, for the benefit of Dublin residents in that vicinity. At this time, we do not see a role for the City of San Ramon in the preparation of the sound study, which you suggest, nor in the construction of a soundwall in this location. The City Council of the City of San Ramon on June 8, 1999 approved the Annual Program o£ Services for Fiscal Year 1999/2000. The Capital Improvement Pro,am is included as part of the 'Annual Program of Services. The City Council approval included a recommendation of the Finance Committee that the Al_costa/Kimball Wall Project (CIP 8633) be removed from the Capital Improvement Pro,am. In your letter you state, "The request is based on increased traffic from new development, primarily in the City of San Ramon." However, at th/s time we do not believe this statement is supported by the factual situation. In fact, this statement is based on several assumptions, which may not be valid: · That ~raffic volumes in this area have increased significantly. · That ambient noise levels in this area have increased significantly. · That any tragic or noise increases are attributable to "traffic from new development". · That this "new development" is primarily in the City of San Ramon. We have reviewed the historical record of traffic volumes on Alcosta Boulevard in this area, and find that volumes on that street have increased 12.4% from 1989 to 1997; from approximately 25,100 daily trips (Al)T) in 1989 to 28,200 ADT in 1997. This is an average annual increase of 1.5%. This rate of growth in traffic volumes is within the range of "typical" patterns, and does not indicate a sudden increase attributable to new development". Further, the increase in traffic volumes on Alcosta Boulevard during this period might be attributed to new development in both Dublin (e.g. East Dublin) and San Ramon. If the City of Dublin wishes to conduct a sound study, or construct a soundwall in this area, we will assist you in obtaining any necessary permits, etc., from San Ramon. We will also make any of our traffic counts or other data available for your use. We appreciate your efforts on behalf of your resident, and offer our staff's assistance to help Dublin construct its residents' soundwall in the most expeditious manner. Please feel free to call me when you initiate your sound study and/or construction of a soundwall in this area. Arnbrose and Mr. Moniz: I m-n ~n-iting as a representative of all the residents who live directly behind the Union 76 gas station and 7-11 convenience store on .~costa Boulevard, which borders be~w~,een Dublin and San Ramon. The residents of this community are concerned wi~D the increased noise level generated by new developments within this area. As you are aware, there has been a significant mount of new development along the southern end of .4Jcosta Boulevard, including but not limited to the m,o new housing developments and shopping center near the corner of :~lcosta Boulevard and Village Pm-k-~-ay. The increased noise level generated by these projects has created a significant noise impact to the older residential neighborhoods tn the vicinity. It appears that the City of San Ramon mitigated against these noise impacts through the addition of new sound walls which ex-tend from the n6rrh bound entrance ofi-680 to Stage Coach Road. As a result of this increased noise level, we would like to make a formal request that the C~ of Dublin and the City of San Ramon join efforts to conduct an acoustical study on the aforementioned area, to determine the feasibility of constructing a sound wall ber~:een the 7-I1 and Union 76 properties and the older neighborhood in which We live. We feel this sound wail should be similar in design and height to the walls constructed for neighboring properties along A]costa Boulevard. We m-e confident that this study will identify a dramatic increase in noise levels since the rime the wood fence was o~nalty ~ ~ ' = sound wail, inr~,zlled behind the 76 station and the 7-11 propeffies. We are r~qu~sUn= a because we feel the project planning of the new development occurring coupled wkh the ex/~ing measures in place to alleviate sound between residential and commercial development in this area, overlooked our neighborhood and the increased level of noise ~;nich resulted from these recent developments. March 5, 1999 Page 2 ~ The construction of the new sound wall in this area, would aid in the redu&ion of the current noise impact our neighborhood endures and further mitigate future cumulative noise impacts from other potentially proposed developments within this area (i.e. Dougherty Valley Development off Old Ranch Road and other proposed infill projects), further, the addition of this leg ora sound wall would complete the recent beautification of the lower end of Alcosta Boulevard. We would tike to thank you in advance for the time and effort you will endure reviewing this matter, and we look forward to discussing this matter further with both jurisdictions.
