EXHIBITS ATTACHED: Resolution from the East Bay Division of the League of California Cities; Draft Resolution RECOMMENDATION dopt Resolution FINANCIAL STATEMENT: None DESCRIPTION: The City has received a Resolution from the East Bay Division of the League of California Cities supporting the policy position that all urban development take place within the cities and that no urban development take place within unincorporated County territory. Councilmember Moffatt, the City's representative to the East Bay Division of the League of California Cities, has requested that the City Council consider this Resolution at a City Council meeting. Staff has prepared a draft Resolution for the City of Dublin which parallels the East Bay Division Resolution. It is recommended that the City Council support the position of the East Bay Division of the League of California Cities and communicate that position to the League of California Cities for its consideration as policy. FE2-AST BAY DIVISION ea a of California Cities RESOLUTION DESIGNATING URBAN GROWTH TO CITIES WHEREAS, cities are best suited to provide desired o services n s d infrastructure g pwers development in California, being the government closest to the people; and WHEREAS, statewide goals have been adopted to foster orderly, compact urban growth, to foster cost-efficient provision meotal e bfects oflurban aprawlstandure, and to prevent the negative environ n WHEREAS, the Knox-Cortese Local Government Act specifically establishes city spheres- of-influence as a means of furthering these statewide goals by providing for the logical and orderly extension of municipal services; and WHEREAS, development in unincorporated counties has resulted in inefficient and duplicative urban services and infrastructure; and rY WHEREAS, disenchantment with coof county-approved local approved development,coftenlas a needs has led to incorporation y means to correct poorly planned development; and WHEREAS, future development within cities can best avoid the problems of urban sprawl while delivering the most cost-efficient and responsive services and other infrastructure to new residents and businesses in the State. NOW, THEREFORE, THE EAST BAY DIVISION OF LEAGUE OF CALIFORNIA CITIES RESOLVES AS FOLLOWS: Section 1. That the Chair of the East Bay Division be directed to send this resolution to the League of California Cities for its consideration to adopt as the policy of the League, and attempt to secure such modification to state law so as to preclude future urban development within unincorporated areas. I hereby certify that the foregoing was duly and regularly adopted by the East Bay Division of the League of California Cities, at a meeting held on June 13, 1991, by the following vote: AYES: NOES: ABSENT: ABSTAIN: Katy Foulkes, President RESOLUTION NO. - 91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN **************** DESIGNATING URBAN GROWTH TO CITIES WHEREAS, cities are best suited to provide desired services and infrastructure to new development in California, being the local government of general powers closest to the people; and WHEREAS, statewide goals have been adopted to foster orderly, compact urban growth, to foster cost-efficient provision of urban services and infrastructure, and to prevent the negative environmental effects of urban sprawl; and WHEREAS, the Knox-Cortese Local Government Act specifically establishes city spheres-of-influence as a means of furthering these statewide goals by providing for the logical and orderly extension of municipal services; and WHEREAS, development in unincorporated counties has resulted in inefficient and duplicative urban services and infrastructure; and WHEREAS, disenchantment with county response to local land use and service delivery needs has led to incorporation of county-approved development, often as a means to correct poorly planned development; and WHEREAS, future development within cities can best avoid the problems of urban sprawl while delivering the most cost-efficient and responsive services and other infrastructure to new residents and businesses in the State. NOW, THEREFORE, the City of Dublin resolves as follows: Section 1: That the City of Dublin supports the policy position that all urban development take place within cities and that no urban development take place within unincorporated county territory. Section 2 : That the City Clerk of the City of Dublin be directed to send this resolution to the East Bay Division of the League of California Cities and to the League of California Cities for their consideration to adopt as the policy of the League.
