Gates & Associates at a cost not to . exceed $75,000 FINANCIAL STATEMENT Sufficient funds are available in the Capital Improvement Program DESCRIPTION One of the projects included in the 1990-1995 Capital Improvement Program is the Park and Recreation Facilities Master Plan. The master plan, as envisioned by Staff, will establish goals, policies and standards to guide the future development of park and recreation facilities for the City of Dublin, with paritcular emphasis given to the Eastern and Western planning areas. In order to assist with the development of the master plan, Staff prepared the attached Request for Proposals for distribution to consultants specializing in master plan work. Three proposals were received by the September 10 , 1990 closing date. Interviews were conducted with the firms by a subcommittee consisting of the Recreation Director, Public Works Director and Senior Planner. After a thorough review of the proposals and based on the results of the interviews, Staff recommends that the firm of David Gates and Associates be retained to prepare the master plan. The fee proposal of $62 ,500 to $73 ,500 is within the budget allocated for this project. An excerpt from the proposal submitted by David Gates & Associates is attached. It is therefore recommended that the City Council authorize Staff to execute a contract with David Gates and Associates based on the scope of work as illustrated in their proposal, at a fee not to exceed $75,000. --------- ----------- ------------------------ ITEM NO. The City encompasses 8 .5 square miles and serves a rapidly growing population of 25,825. Within the current City limits, there are approximately 147 acres of land dedicated for parks as follows: Alamo Creek Park - 8 acres Dolan Park - 5 acres Dougherty Hills Open Space (undeveloped) - 90 acres Dublin Sports Grounds - 23 acres Dublin Swim Center - 2 .5 acres Kolb Park - 5 acres Mape Park - 3 acres Shannon Park & Community Center - 10 acres Stagecoach Park - .75 acres In addition, the City has embarked on an ambitious plan to make capital improvements on grounds owned by the Dublin Unified School District. Studies are underway on unincorporated land to both the East and West of the current City limits which will more than double the size of the City within the next 10 years. Under review are approximately 3340 acres to the West of Dublin and approximately 7 ,400 acres to the East of Dublin. Project Description: The proposed project entails development of a park and recreation facilities master plan to establish goals, policies and standards to guide the future development of park and recreation facilities for the City of Dublin. Work to be undertaken as part of this project includes, but is not limited to: an inventory of existing public and private park and recreation facilities; inventory of community needs; impact of proposed growth on existing facilities; needs projection for new facilities; proposed sites for new facilities; and methods for acquisition, funding and development of new facilities. Proposals may be hand delivered to 100 Civic Plaza, Dublin or mailed to P.O. Box 2340 , Dublin, CA 94568 . The following information should be provided as part of your proposal : o Narrative describing how the project will be accomplished. o Statement of qualifications including a list of projects that the firm/consultant has completed which are similar to the project described above. Submittals should include reference names and phone numbers. When possible, examples of previous master plans should be included. o Timetable for completion of the project. o Consultant fee schedule. o The approximate fee (or general cost range) for completion of the project. o Statement of professional liability coverage. Following a review of the proposals received, the City may elect to conduct interviews with qualified firms. The following criteria will be use in evaluating proposals: o Understanding of project o Experience on similar projects o Education and experience of key personnel o Ability to meet schedules o Quality of completed work o Proposed timetable and fee The City of Dublin may reject any and all proposals. We want to convey our genuine enthusiasm for this project. We have built our firm and reputation on meeting the needs of the emerging cities in the Tri- Valley. The emphasis on quality, the level of community involvement and the personal commitment of the staff and commission make this area a wonderful place to both work and live. Our experience with large scale specific plans, parks and downtown spaces makes us uniquely qualified for this project. A parks and recreation master plan deals with visual open space, passive open space, parks, trails and other key elements that must interface with use planning. Our knowledge in these realms and commitment to parks help us to create a top quality, flexible and useful plan. The extension of the BART line, the development of the hillsides, the design of a new civic center, and an ambitious program of park development are a few of the indications of this evolution. As the City grows it encumbrances upon the planners to insure that the special quality of life in Dublin is preserved and enhanced. The presence of well-designed and plentiful parks and recreation facilities convey an image of the quality of life in a community. Consequently, our approach to the development of the park and recreation master plan is to not only establish the minimum required acres of parkland per the projected population but to insure that these facilities are developed in a manner consistent with the quality image emerging in the Dublin community. The park system should be just that, a "system" of trails, bikeways, schools, open space and parks which provide a visual structure to the community and emphasize the special attributes of the setting. Each community is unique. The master plan should reflect its uniqueness. The master plan should be derived directly from the citizens wants and desires. We are proposing an approach which actively solicits public participation. We will develop workshop materials which are graphic and easily understood to facilitate community understanding of the process and proposals. We will strive to see that the maximum number of interest groups are represented in the plan. The senior citizen, the artist, the mother with her toddler, the teenager, the soccer player, the garden club, the historic society should all have a place in the system. It is our intention to work very closely with the City Staff in developing a plan which "works" with the City of Dublin. We feel our familiarity with City processing, experience in recreation facility development, strength in the development of master plans and guidelines, strong public participation philosophy, proximity to the City Staff, and outstanding reputation for quality design will lead to the creation of a Parks and Recreation Facilities Master Plan that is reflective of Dublin community pride. Our approach is structured to: o Establish a shared vision of Dublin's future. o Produce a implementable plan to realize that vision. o Reach a consensus at the earliest possible date. 0 Use the park system to strengthen the community image. QUALIFICATIONS David Gates & Associates recognizes the important role that the community's park system plays in supplying the open space to accommodate the outdoor recreational pursuits vital to the mental and physical well being of Dublin's residents. It is our task to develop designs which maximize the opportunities for people to interact with the outdoor environment and which celebrate the unique and special attributes of each site. We believe that the keys to a successful master plan are: o Active involvement of the community in the design process. o An understanding of the environmental systems and how they influence form. o Ability to work with local agencies. o Knowledge of costs - both for initial installation and long term maintenance. o The ability to combine all the above components to create a memorable place with its own unique image. o Organizational skills to make it happen. PUBLIC INVOLVEMENT AND CONSENSUS BUILDING Our approach to each project is participatory and interactive. The ultimate test of the success of the planning process rests in the public arena. We know that consensus building is a function of how effectively community involvement is integrated into the development of the plan. Although every community is different in its awareness of planning issues and involvement in the process, two objectives must be achieved. First, a level of trust must be established between the community and the consultant team, and second, the expectations of the process must be clear and continually reinforced throughout the study. We believe that the neighborhood meeting approach for this study is an appropriate means to achieve these two key objectives. All our and the community's interaction is designed to achieve the following goals: o Identifying community values and goals which become the foundation for planning. o Creating an atmosphere in which legitimate conflicting demands for limited community resources can be resolved. _ o Giving decision-makers and the public the opportunity to suggest alternate solutions and to participate in the evaluation and selection of the ultimate solution. UNDERSTANDING OF NATURAL SYSTEMS David Gates & Associates brings an appreciation and understanding of the role of natural systems. The design process we employ begins with a thorough analysis of the site's opportunities and constraints. The final design reflects this sensitivity and enhances the site design through increasing public awareness of the California Landscape. The parkland within Dublin can provide the opportunity to enrich and in some instances recreate natural systems. For instance, if appropriate, we might re- establish the riparian character of the creeks and through the use of special plantings expand the habitats for a greater diversity of wildlife. This regeneration of the natural systems would be tied to a site specific educational signage system. COST ANALYSIS The consultant team has direct experience with current park and trail construction projects which enable us to accurately develop opinions of probable construction costs. On multi-million dollar projects our estimates have been consistently within budget. We actively work with City Maintenance Departments reviewing products, in-field construction decisions, and maintenance implications. In creating a park design we will evaluate all levels of development from large sports spaces to small individual details against multiple criteria including initial installation costs, long term maintenance costs, replacement costs and other alternatives. This level of "practical" experience is critical with park and trail projects. DESIGN STRENGTH A park is a special place. Our memories of a park should be unique, friendly, romantic, or even exhilarating. The diversity of facilities within the City of Dublin's park system is exciting. Each place has its own essence. This is the first priority that our firm places on our park designs. Each park is its own special "place"; the design must not only celebrate the environmental qualities of the site but also create a place for people. A richness and social vitality is derived from overlapping uses. The park should provide places for the elderly to gather to socialize; play areas that integrate various sub-spaces for infants, toddlers, adolescents and parents; ballfields for a company picnic, and demonstration gardens for a school class. The variety and number of people drawn to the park provide greater opportunities not only for interaction of the people with the environment but also with each other. We create designs which support this variety of users, that understand defensible space, the need for orientation, and arrival sequence, and a central space. Uses not placed arbitrarily on the land but sculpted and enfolded into the overall design concept so that the park is a total design from the initial concept to the final bench detail. Dublin Parks and Recreation Facility Master Plan TASK 1 DATA COLLECTION AND RESEARCH The objective of this task is to collect data required to: define the City's area of influence and the unmet recreation needs projected within that area of influence; determine Parks and Recreation existing and potential resources, facilities and programs; define opportunities and constraints; establish current and projected population demographics, current and future programs and facilities required to accommodate unmet recreational needs of the present and projected population. This data will be gathered through interviews with Staff, community workshops and review of existing data, it will not include a survey. A. Proiect Initiation A refined work program, including any necessary modification to the scope of services outlined in the proposal, will be prepared by DGA in coordination with City planning staff. Once established, the refined work program will serve as the organizing framework for the project. It will specify meetings, work tasks, schedule checkpoint and other aspects of project management. We would recommend the formation of an Advisory Steering Committee comprised of representatives from City Staff, the Parks & Recreation Commission, Planning Commission, City Council, San Ramon School District and special interest groups such as senior citizens groups, little league or mustang soccer if appropriate. The members of the Steering Committee would be responsible for updating their respective boards and organizations throughout the !..: master plan process. B. Document Review and Research Review existing and in progress studies as they relate to the Parks, Recreation and Open Space Master Plan. Materials to include: Park and Recreation Department goals and objectives; City General Plan; Current Studies of East and West Side; minutes from Recreation Commission Meetings; County General Plan; existing park master plan; school district joint use agreements; and other pertinent documents. o Obtain topographic mapping. aerial photographs, plans of existing parks and facilities; planning documents and other relevant data in order to prepare a base map at a scale suitable for master planning. o Obtain from Staff data regarding existing parks, recreation facilities, trails, open space, bike paths and their location. o Work with City Staff to document existing park and recreation programs; participation; use patterns; program demand; user profiles; unmet program needs; current and future trends. o Obtain data regarding ;rowth trends and projections for both population and business development from Planning Department and General Plan consultants. C. Preliminary Development of Program and Project Goals Participate in a vision-sharing workshop with the Subcommittee. Initiate discussion of perceived goals, requirements, use patterns and perceived needs. o Identify potential areas within the community where park and recreation facilities could be provided. D. Field Reconnaissance Through on- site observation, identify opportunities and constraints at both existing facilities identified as potential park sites. Record data _ onto large scale maps to be used to facilitate dialogue at neighborhood and public meetings. In developing the preliminary analysis, DGA will consider: o Topography - slope gradients and ridgelines. o Views -vista points and view sheds. o Existing vegetation - specimen trees and ecosystems. o Creeks and swales. o Climatic patterns -wind and exposure. o Infrastructure system - auto and pedestrian access o Utilities system - easement o Potential links to BART. E. Regional Context Obtain information for adjacent communities and East Bay Regional Parks District regarding opportunities for trail linkages and open space ties. Examine potential for trail systems along major PG&E, Rail and BART easements. F. Issue Generating Workshop Emphasize public involvement, participation and authorship in the development of the Parks, Recreation and Open Space Master Plan. The neighborhood public meeting process provides a demonstration - of the City's attention to the needs and desires of the community. We will attempt to identify community-wide needs as well as neighborhood needs. The process will assist in the definition of distinction between neighborhood parks, community parks, mini parks and open space. o Working with City Staff, define goals for neighborhood public meetings (assume 2 meetings). MANAGEMENT RESPONSIBILITY Gates and Associates understands the staffing issues that pertain to this project. We have demonstrated ability to manage projects such as this, including scheduling meetings, conducting in-progress staff updates, and assisting in preparing staff " reports. We are prepared to organize and package the project in a way that allows it to move through the City approval process in a timely manner, and on schedule. Our management style will emphasize an active approach, rather than a reactive one. Our extensive experience in park development will allow us to ask the right questions at the right time. o Conduct neighborhood public meetings soliciting public input on parks, recreation and open space. o Provide plans, diagrams, sketches, visual and written materials to facilitate the input process and enhance the public's understanding of its role in the Master Plan process. o Review input from workshops with Staff. Deliverable Products: o Demographic profile with population and recreation needs projections o Inventory existing park, recreation, open space, bikeway and trail o Summary of existing recreation facilities and programs o Preliminary list of community goals from community workshops TASK 2 ANALYSIS The objective of this task is to build upon data gathered in Task 1 and input from the neighborhood meetings to develop projections of future park and recreation needs. A. Needs Assessment Utilizing demographic data, community input, and existing facilities inventory, DGA will provide an assessment of current condition of existing spaces and sufficiency to meet current and/or anticipated future needs. Facilities consulting group will provide information regarding recreation trends and local and national recreation standards. Their work will include: o Project future program and facilities needs by extrapolating current participation data, program preferences, trends and projected demographic profile. o Matrix of space required to meet current and future programmatic objectives. B. Community-Wide Opportunities and Constraints DGA will prepare a summary analysis diagrammatically indicating opportunities to create a community open space system to include — trail and bike systems, potential for public/private open space network of pedestrian promenades, mini parks, public plazas, parks and refined location of potential park site areas within the open space L plan. C. Public Workshop - Conduct a neighborhood meeting to review data collection, analyze materials and solicit views regarding additional community issues and concerns. D. Sub-Committee Review Review analysis and workshop recommendations with sub-committee and establish a consensus regarding community recreation goals and objectives. Deliverables o Needs assessment matrix o Community-wide environmental opportunities and constraints diagram o Workshop summary o Region content analysis TASK 3 MASTER PLAN DEVELOPMENT A. Alternative Generation Prepare a series of alternative (maximum 3) community-wide park and recreation master plans illustrating options for meeting the future recreation demands. Studies will indicate: o Existing parks, trails and open space areas o Proposed trail/bikeway linkages o Future proposed developments areas o Potential open space areas o Potential park sites o Potential shared use facilities o Links to surrounding open space and trail systems Review alternatives with sub-committee and identify preferred direction. B. Existing Facility acility and Park Expansion Utilizing base maps supplied by City, prepare schematic illustrative plans and diagrams illustrating how existing park and school facilities can be expanded to meet current and projected recreation demands. Parks to be included are: o Dolan Park o Dublin Sports Grounds o Kolb Park 0 Mape Park o School parks o Dougherty Hills Open Space o Alamo Creek Park o Shannon Park and Community Center o Stagecoach Park C. Potential Park Sites As specific potential park sites are identified through the master plan process, develop illustrative plans and diagrams illustrating potential park development (assume 3 -4 sites). D. Prototypes Develop illustrative generic prototypes to describe minimum standards for: o Neighborhood park o Community park o Mini park o Trail head o Creekside trail E. Park and Recreation Review Present alternatives and detail studies of potential park facilities in a public hearing to the Parks and Recreation Commission. The agenda for this hearing would include: o Selection of a parks and recreation master plan approach. o Preliminary prioritization of desired programs and facilities. o Identification for future recreation facility, open space and trails. Deliverables o Alternative Master Plans o Consensus Parks & Recreation Master Plan o Plans of existing facility expansion (7 - 9) o Diagrams for new parks (3 - 4) 0 Park prototypes (5) TASK 4 CITY PROCESSING A. Administrative Draft DGA will consolidate and summarize the plan into a preliminary report for review with Staff and Steering Committee review. The outline for the master plan document will include: Background and Analysis - DGA will provide summary text and graphics describing the planning and public input process and the criteria used in developing the plan. Park and Recreation Facility Standards - DGA will provide community-wide master plan and a diagram and illustrative plan sketch of each proposed facility and park prototypes. Guiding Policies - DGA will assist the City Staff in the preparation of the "guiding policies". Text with accompanying graphics will be incorporated into administrative draft. Finance and Revenue Sources - DGA, with the Facilities Consulting Group, will prepare a brief summary of finance and revenue options available for the implementation of the master plan. Park Acquisition and Development Priorities - DGA will work with Staff to define a capital improvement program for park acquisition and development. The consultant team will identify a priority approach for implementation of the park and recreation master plan. B. Draft Report Conduct work session with Staff and Steering Committee to review report. Revise draft report following work session. Add photos, special layout, cover and other graphic components. Submit to City for review and comments. C. Presentation Prepare slides, large scale plans and other visual aides to present Draft Master Plan contents to Parks and Recreation Commission and City Council. D. Final Master Plan Revise final draft following City review. Submit a camera-ready copy of Parks and Recreation Facility Master Plan to City. Assist City in coordination and reproduction.
