RECOMMENDATION qo . Adopt resolution revising underground deadlines FINANCIAL STATEMENT: None DESCRIPTION On April 8 , 1985 , the City Council adopted Resolution No . 20-85 which modified the dates for the subject underground district . Both PG&E and Pacific Bell have advised the City Engineer that they will be unable to meet the June 30 , 1985 date set by Resolution No . 20-85 for undergrounding and removing all of their aerial facilities . PG&E will open bids for their work on June 11 , 1985 and work will probably start June 21 , 1985 . The underground facilities would be ready for use about July 12 , 1985 , and the PG&E wires would be down and the poles topped by July 26 , 1985 . Pacific Bell has indicated they can meet the current schedule for converting their local distribution cables , but the earliest date they could replace their existing aerial trunk and toll cable with an underground facility would be mid-November , 1985 • In December , 1985 , however, their new Pleasanton Central Office is scheduled to open and they will no longer need this cable . By not replacing it underground , they indicate Pacific Bell will save $50 , 000 . Pacific Bell , therefore , has requested that the date for removal of the poles be extended to January 1 , 1986 . These poles will not conflict with the proposed widening project on San Ramon Road . It is therefore necessary to modify previously approved dates as follows : 1 . Property owners be ready to receive underground service by July 12 , 1985 ( initially April 15 , 1985 ) and 2 . Removal of and underground installation of overhead utilities with the exception of Pacific Bell ' s trunk and toll cable by July 26, 1985 (init- ially May 31 , 1985 ) 3 . Removal of the Pacific Bell trunk and toll cable and the poles by January 1 , 1986 (previously May 31 , 1985 ) Property owners within the district are being noticed of this proposed change and will be notified by mail of this change if approved . ---------------------------------------------------------------------------- COPIES TO : ITEM NO . x/• �, RESOLUTION NO . - 85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- AMENDING RESOLUTION NO . 20-85 AND AMENDING MANDATORY DATES FOR UNDERGROUNDING OF UTILITIES IN THE SAN RAMON ROAD UNDERGROUND UTILITY DISTRICT NUMBER 1 WHEREAS , the City Council of the City of Dublin has established the San Ramon Road Underground Utility District Number 1 by Resolution No . 124-84 ; and WHEREAS , under Section 3 of that resolution, certain deadlines were established for undergrounding of utilities ; and WHEREAS , these deadlines were extended by Resolution No . 20-85 ; and WHEREAS , the design and construction of this District will not meet these new dates . NOW, THEREFORE , BE IT RESOLVED by the City Council of the City of Dublin that Section 3 of Resolution 124-84 be amended to read as follows : Section 3 Orders that the removal and underground installation of the above mentioned utilities , with the exception of Pacific Bell ' s trunk and toll cable , be accomplished by July 26 , 1985 . Orders that the removal of the trunk and toll cable and poles be accomplished by January 1 , 1986 and that all property owners within said District shall be ready to receive under- grounding service from such underground service as of July 12 , 1985 • PASSED , APPROVED AND ADOPTED this 10th day of June , 1985 . AYES : NOES : ABSENT: f Mayor ATTEST : City Clerk RESOLUTION NO. 124-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ------------------------------------------------------------------ DESIGNATING AN AREA FOR THE UNDERGROUND INSTALLATION OF UTILITIES AND ORDERING THE REMOVAL OF ABOVEGROUND UTILITIES IN AN AREA DESIGNATED AS THE SAN RAMON ROAD UNDERGROUND UTILITY DISTRICT NUMBER 1 . WHEREAS, the City Council of the City of Dublin has received the recommendation of the City Engineer that the area designated in Exhibit "A" , attached hereto and incorporated herein by reference, in Dublin, California, should be designated as an area in which poles , overhead wires and associated overhead structures should be removed and that underground wires and facilities for supplying electric, communication, or similar or associated service should be installed; and WHEREAS, pursuant to .Chapter 6 - Undergrounding of Utilities of the Ordinance Code of the County of Alameda as adopted by the City of Dublin, the City Clerk notified all affected property owners as shown on the last equalized assessment roll, and utilities concerned, by mail, of a public hearing on this matter to be November 13 , 1984, at 7 :30 p.m. in the Dublin Library Meeting Room, located at 7606 Amador Valley Boulevard. WHEREAS, a public hearing was held on said date, at which time the City Council did receive and consider the recommendation of the City Engineer and did hear any and all objections or protests which were raised by the owners of property within the above described area pertaining to designating this area an underground utility district . NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council on behalf of all Dublin Citizens does hereby resolve: Section 1 . The public necessity, health, safety and welfare require the removal of poles, overhead wires and associated overhead structures and underground installation of wires and facilities for supplying electric , communication, or similar or associated services within the area as shown in Exhibit "A" attached hereto, with such area hereby being designated as the San Ramon Road Underground Utility J District. Section 2 . Determines that the undergrounding of utilities as provided in Section 1 . will avoid or eliminate an unusually heavy concentration of overhead distribution facilities . Section 3 . Orders that the removal and underground installation of the above mentioned utilities be accomplished by May 31, 1985 , and that all property owners within said District shall be ready to receive underground service from such underground systems as of April 15, 1985 . Section 4 . Directs the City Clerk to mail a copy of this Resolution together with a copy of Chapter 6 - Undergrounding of Utilities of the Ordinance Code of the Countv of Alameda as adopted by the City o / Dublin, to all affected property owners as such are / shown on the last equalized assessment roll and to the affected utilities . r Section 5 . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dublin that Section 3 of Resolution 124-84 be modified to read as follows : "Section 3" . Orders that the removal and underground installation of the above mentioned utilities be accomplished by June 30, 1985, and that all property owners .within said District shall be ready to receive underground service from such underground systems as of June 14 , 1985 . May 30, 1985 JUN 4 1985 The Honorable Peter Snyder and Council CITY Ci- [)-'3L,,1 Mayor of the City of Dublin 6500 Dublin Blvd. Dublin, CA RE: UNDERGROUND UTILITY DISTRICT NUMBER 1 - San Ramon Road Dear Mayor Snyder: This correspondence is to request an extension of time for the removal of our aerial cables and poles within the above mentioned Underground Utility District. The aerial cables in the District consist of local distribution cables and a trunk & toll cable. The distribution cables provide service to the local customers. The trunk and toll cable provides service between our Central offices in each City and have many special data and digital circuits. We are currently working to turn up a new Central office in Pleasanton. Once this new office is on line, we will no longer need the trunk and toll cable that will be effected by your Underground Utility District. Our present schedule calls for the new Pleasanton Central office to be on line by the first of December 1985. At that time the trunk and toll cable referred to above can be put out of service and removed. If we must go forward with a plan to replace the existing trunk and toll cable with a new underground cable, the earliest we could remove the existing aerial trunk and toll cable would be mid-November 1985. The reason for this date is; the trunk and toll cable is a specially made cable and has to be special ordered from the factory. The time interval for receiving this factory cable is 90 days. Once the cable is received and placed, then the process of transferring the working pairs in the existing aerial cable to the new underground cable is a very complicated process and involves considerable coordination just to transfer one pair of wires. There are 208 pairs of wires that would need to be transferred. By allowing our request for an extension of the removal date, it would save our company over $50,000.00. This should not affect the current schedule for building our new undergrounding support structure, the conversion of our local distribution cables, or the City's street improvement project. Our study shows the existing poles, if left in place temporarily, would not be in the traveled portion of the new street, but would be in the sidewalk area. When we remove the poles we would then place the new sidewalk around the location where the poles are to be removed. This has been discussed with the City engineer and meets with his approval. Pursuant to the above information, we respectfully request the pole removal date within Underground Utility District Number 1, San Ramon Road be extended to January 1, 1986, or to some date after the holidays.
