CITY COUNCIL MEETING DATE: May 13 , 1985
SUBJECT Time Extension for Comprehensive Traffic Engineering
Study

RECOMMENDATION (� Authorize the Mayor to execute the amendment and
direct Staff to request a time extension from the
State Office of Traffic Safety.
FINANCIAL STATEMENT: Anticipated 1985-86 costs - $4, 500
DESCRIPTION At the regular City Council meeting on October 22 ,
1984, the City Council authorized an agreement with JHK and Associates to
conduct a Comprehensive Traffic Engineering Study.
The City Council reviewed the first phase of this project in February of
1985 . This included the results of the speed survey and speed limit
recommendations . An ordinance was adopted at the regular. City Council
meeting on February 25 , 1985 , establishing speed limits consistent with the
recommendations .
JHK and Associates have been progressing on each element of the project .
The selection of the Automated Traffic Safety Records System has required
more time than was originally anticipated . Staff wanted to assure that the
hardware was appropriate for the City' s use . Also , one system which was
being considered experienced manufacturing problems and shipments were
curtailed .
The City Council` awarded the bid for the Automated Traffic Safety Records
System on April 22 , 1985 , to Micro Age Computer Store. The system was
delivered on May 3 , 1985 . JHK and Associates will be programming the system
and input the necessary data during May and June .
Provided that an extension is granted , the Traffic Consultant has proposed
using the month of July to prepare the analysis and a Draft Final Report .
It is anticipated that the final report would be presented to the City
Council on August 26, 1985 . The proposed amendment provides for a contract
extension to September 30, 1985 . This should provide sufficient time to
accommodate any unanticipated delays with the final phases of the study.
It is recommended that the City Council authorize the Mayor to execute the
Amendment to the Agreement and direct Staff to request an extension from the
Office of Traffic Safety.

AMENDMENT TO AGREEMENT
TO CONDUCT COMPREHENSIVE TRAFFIC ENGINEERING STUDY
(OTS CONTRACT NUMBER 138413 )
WHEREAS , on October 22 , 1984 , the City Council of the City of Dublin
approved an agreement with JHK & Associates to conduct a Comprehensive
Traffic Engineering Study ; and
WHEREAS , the stated project is being funded through a grant provided
by the California Office of Traffic Safety; and
WHEREAS , In the course of performing duties related to the agreement
it has become apparent that an extenision of time is necessary to complete
the project ; and
WHEREAS , JHK and Associates , "Contractor" and the City of Dublin,
"City" , are agreeable to an extension.
Now therefore , BE IT RESOLVED that
( 1 ) Article IV - Completion Date shall be amended to provide that the
final report shall be completed no later than September 30, 19$5 •
( 2 ) Exhibit B. 1 shall replace Exhibit B indicating the proposed completion
of the study .
( 3 ) The amendment of this agreement shall be subject to approval by
authorized representatives of the California Office of Traffic Study .
