The subdrains were installed only in Stagecoach Road, which was then overlaid. ITEM NO. ~ COPIES TO: Les McDonald Construction DESCRIPTION: In March 1992, the City Council awarded Contract 94-02, the Annual Street Overlay, Dougherty Road Bike Path Phase III, and Street Subdrains, to Les McDonald Construction. The project involved the installation of subdrains in Stagecoach Road, repair of street base failures, and the placement of a 1 1/2" asphalt overlay on the designated streets. The third and last phase of the Dougherty Bike Path was also completed, providing a protected bike path from the Camp Parks entrance to the City limits. Repair was also done on selected streets which were later slurry sealed. Streets that were overlaid: Bandon Drive (between Kimball Avenue and Davona Drive) Lucania Street (between Davona Drive and Brighton Drive) Bristol Road (between Brighton Drive and Tamarack Drive) Amador Plaza Road (between Amador Valley Blvd. and Dublin Blvd.) Golden Gate Drive (Dublin Blvd. to end) Stagecoach Road (Turquoise Street to Amador Valley Blvd.) Dublin Blvd. (south side, Alamo Canal to Dougherty Road) Dublin Court (Dublin Blvd. to end) The Overlay Program receives funds from the State-Local Transportation Partnership Program (SB 140/300). The Subdrain Project was reduced during the mid-year budget review to provide subdrains only as needed in the overlay streets. By combining the programs, the subdrain cost, the base failure repair cost, and the overlay cost are also underwritten partially by SB 140/300 funds. As a further cost saver, the Bike Path Project was included in the Overlay Program because of the lower bids garnered when asphalt-related projects are done in one program. As a consequence, the low bid on the Bike path allowed the City to use an add alternative, which called for extending the storm drain pipe under the bike path, thereby reducing Dougherty Road Widening costs. The Bike path is funded by a $75,000 grant from the Transportation Development Act (TDA). The City Engineer has reviewed the work on the project and determined that it is complete and in accordance with the approved plans and specifications. Staff recommends that the City Council accept the improvements and authorize payment of the retention to Les McDonald Construction in the amount of $47,174.92. a:\overlaI\ags~acp~ - 2 -
