Drilling: $ 47,995.00 Engineer's Estimate for Construction: $ 27,700.00 Funds Budgeted: Design and Inspection Construction $ 2,500.00 60,000.00 $ 62,500.00 The $60,000 construction budget includes funding pump and to connect the well to the Shannon Park separate contract at a later date. Following is budget by item: to purchase and install a irrigation system under a a breakdown of the $60,000 Well Development $ Pump, Riser, Elec. Panel Water and Elec. Hookups 40,000.00 15,000.00 5,000.00 60,000.00 Staff anticipates that the well, if successful, would pay for itself in approximately six years from the savings in potable water costs. Additional savings may be realized in the form of landscaping which would not otherwise survive under drought restrictions. DESCRIPTION: At its meeting of May 13, 1991, the City Council authorized Staff to advertise for bids for Contract 91-03, Construction of an Irrigation Well at Shannon Park. At the time Staff was authorized to solicit bids, it was not known whether the City could obtain water rights for the park property itself. Staff is now proposing to install the well in the street right-of-way adjacent to the park; so the water rights are no longer an issue. The project would construct a well which will be hooked directly into the existing irrigation main line at Shannon Park and to the existing irrigation master controller. Because Staff does not know how deep the well will be, it is not possible to specify the size of the pump at this time. The well pump is proposed to be obtained and installed at a later date under a separate contract. Once the pump has been installed and hooked up to the park system, the park could be irrigated with well water. Although a number of contractors obtained sets of specifications for the project, only one bid was received. This bid is within the overall funds budgeted; however, based on the estimated cost of the pump and hookups that were not included in Contract 90-03, it is possible that the final cost of the well could exceed the budget. Additionally, Staff's estimate of the project cost was $20,000 less than the bid. Staff contacted the planholders who did not bid the project and was informed that if the project were re-advertised, some of these contractors would bid, providing there was no charge for a set of specifications. Staff therefore recommends that the City Council adopt the resolution rejecting the bid received and authorize Staff to re-advertise the project. ITEM NO. ,~~ COPIES TO: A.S.E. Drilling RESOLUTION NO. -91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN REJECTING BID SUBMITTED BY A.S.E. CONSTRUCTION FOR CONTRACT 91-03 CONSTRUCTION OF IRRIGATION WEI~L AT SHANNON PARK W]{EREAS, the City of Dublin did, on June 25, 1991, publicly open, examine, and declare one sealed bid for doing the work described in the approved Plans, Specifications, and Modifications for Contract 91-03 Construction of Irrigation Well at Shannon Park, authorized by the City Council on May 13, 1991, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bid exceeds the Engineer's Estimate and the funds budgeted for this project; and WHEREAS, the City Engineer has recommended that the bid be rejected and the project be re-bid; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby reject the bid received from A.S.E. Drilling, Inc., and authorizes Staff to re-advertise Contract 91-03 for bids. PASSED, APPROVED, AND ADOPTED this 22nd day of July, 1991. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk
