One of the options identified by the city Manager was to increase Recreation Fees. The city Council was in favor of increased Recreation Fees and directed Staff to identify proposed fee increases for review by the Parks and Recreation Commission. Consequently Staff identified several areas where increased without significantly impacting participation Programs. The Commission reviewed the following increases at their March 30, 1993 meeting. fees could be in Recreation proposed fee Plavvrounds I. Increase Aquatic Daycamp Fee from $35.00 12 $40.00 4. Increase Birthday Party Fee from $2.50 to $3.00 Non-Resident Fees Implement a 15% non-resident fee to the following program areas: 1. Summer "Fun in the Sun" Playground Program and Afterschool Recreation Program; 2. Shannon Center Preschool and Tenderfoot Daycamp; 3. Trips conducted from all program areas (playgrounds, teens, seniors) ; 4. Youth Sports Leagues and Camps; 5. Special Events where there is a pre-registration fee; 6. Leisure Enrichment Classes; 7. Aquatics programs instructional classes, water safety classes, speciality classes and swim team; and Family Pass. If all of the aforementioned fee increases were implemented, it is estimated that $47,780 in additional revenue would be generated for Fiscal Year 1993-94. The commission concurred with the proposed fee increases as identified by Staff. The city Attorney has prepared a resolution which authorizes the Recreation Director, with the approval of the Parks and Recreation Commission, to set fees for recreation programs and services. As stated in the attached resolution, the fees and charges shall be calculated to recover no more than the City's direct costs of providing the program or service plus indirect overhead costs. By implementing the resolution, Staff is allowed the flexibility to adjust Recreation fees as needed and, in addition, to establish fees for new programs and services in a timely manner. It is the recommendation of Staff that the City Council adopt the attached resolution "Establishing A policy For The Development Of Recreation Program Fees". ~ . . ~ RESOLUTION NO. - 93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* ESTABLISHING A POLICY FOR THE DEVELOPMENT OF RECREATION PROGRAM FEES AND CHARGES WHEREAS, fees and charges for programs and services provided by the Recreation Department oftcn cannot be determined for a fiscal year because the programs that are offered depend on a number of factors, including avail'lbility of instructors, demand and current interests; and WHEREAS, the city Council wishes to establish a general policy for adoption of fees for programs 'lnd services providcd by the Recreation Department that provides flexibility for establishing fees and charges in a timely manner. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DUBLIN RESOINES that fees and charges for all recreation programs and services shall not exceed the estimated reasonable cost of providing the program or service. The Recreation Director, with the approval of the Parks and Recreation commission, is authorized to establish fees and charges for all recreation programs and services. The fees and charges shall be calculated to recover no more than the city's direct costs of providing the program or service plus indirect overhead costs (both departmental and citywide).
