SUBJECT Camp Parks Annexation Consultant Services

RECOMMENDATION 0 6 Authorize the Staff to secure the services of Hughes ,
Heiss & Associates
FINANCIAL STATEMENT: Sufficient funds are budgeted
DESCRIPTION Since January of this year, Staff has been meeting
with representatives from the County Administrator ' s Office to negotiate a
property tax exchange agreement in order that the Camp Parks Annexation
Application would be processed by the Alameda County Local Agency Formation
Commission. As a result .of those meetings, County and City Staff agree that
it would be beneficial as well as expeditious to hire an outside consultant
to develop a cost sharing formula for the City and County with respect to
the Santa Rita property portion of the Camp Parks Annexation. Both Staffs
agree that Hughes , Heiss & Associates could provide both agencies with a
formula that would address the cost and revenue implications on the Santa
Rita property in a timely fashion.
Mr . John Heiss of Hughes , Heiss & Associates indicated his interest in being
involved in such a project . It is proposed that both the City and County
share the cost of the consulting services .
It is Staff ' s recommendation that the City Council authorize Staff to secure
the services of John Heiss to assist the City and the County in negotiating
a mutually agreeable revenue sharing formula for the Santa Rita property
within the Camp Parks & Environs Annexation.
